    Question misuse of rti act.

    any citizen of india can ask any information from public authority,any information about public servant etc which is a marvelous step in the direction of transparency-but what to do of dummy rti applications -suppose a person filing rti application cant even understand the content of the application,further after filing the application all correspondence are returning undelivered than what could be the rationale of act--is it not proper that one who wants to bring the truth to the public domain at least has the minimum courage to show his actual identity,the act appears to be being much misused in indian context.

    For any good legislation there will always be some scope for misuse. We cannot avoid it. In the instant case if the communications are bouncing back, the PIO should simply file them properly and wait for the applicant to approach him again or the Appellate Authority. Why worry?

    Such cases are unheard of .

    is it not proper that one who wants to bring the truth to the public domain at least has the minimum courage to show his actual identity
    Unless complete postal address is given , the PIO is at liberty not to send Information [ anyway , where he will send in case of no address ]

    I feel this is more of a hypothetical situation than a real issue .

    Communicate the decision of the PIO. If the applicant wants the information, he may remit document charges and claim it. Otherwise, the matter ends with the PIO's decision.

    Please note that such RTI Applications also act as Whistle Blow before the higher officers in Public Authority. Secondly, the possibility of seeking such information also act as a deterrent to corrupt elements. Thirdly, when political bosses pressurise the officers to do illegal acts, the officers can caution the political bosses about RTI disclosures and consequences.

    Mostly, this type of RTI Applications are made by the Sour Grape babus of same Public Authority.

    Only if this was allowed..I cud have proved there is corruption in recruitment processes in Punjab.....Data available proves nexus/ nepotism and favourism... But bcoz identity has to be relieved...Some ristrictions on exposing the corrupt...

    Besides many valuable lives cud have been saved if identity disclosure was not necessary

    The evil minded people will misuse any thing in their own novel way.
    Fearful people will do such acts in disguise.
    Some like to light and thew watch the fire at a distance.

    Many may not agree, but I am of the view that there should a ID proof attached with the application as is required for BPL applicants.

    However, PIO can always ask any applicant to prove that he is a citizenship, as information can be sought by citizens only.
