Of late defiance of orders of Information Commissioners has become rampant. The only remedy with the information seeker is to lodge a complaint with Chief Information Commissioner, who routinely issues another order for compliance that too after a delay ranging from 6 to 36 months depending upon efficiency and pendency of CIC/SIC. Commissions hardly invoke powers of Civil Court vested in it u/s 18.3 to ensure speedy compliance with its own orders.
Hence I suggest that if after two months of
Please be aware that the PIO's decision is not the final word in a given matter and that as a RTI Applicant you have an access to three tier hierarchical system by way of first and then second appeal under the RTI Act, as described below:
> RTI Application u/s. 6(1) with the PIO,
> Not received the information / not satisfied with information supplied by PIO / no decision by PIO,
> File a First Appeal u/s. 19(1) with the concerned First Appellate Authority (FAA),
How many times have you been asked to inspect the document when you have never requested? Ideally, if you have not applied for inspection of the document and the information requested is not voluminous, PIO should not ask the applicant to come for inspection of the document.

Guide to drafting a good RTI application
Drafting a good RTI application can be as easy as writing a simple leave letter. As long as the applicant knows the basics of the RTI Act 2005, drafting an application, requesting for information from any public authority, is little more than child’s play.
Your full name and address have to mentioned in the application. If you so wish, you can also mention your telephone number and email id, although this is optional.
The Right to Information Act 2005 empowers every citizen to ask for information from Government Organisations. This information can be about your own personal case or more complex Government Policy. The Act also empowers us to take photocopies of the Government records and also online data in a form of CD. However, often PIO being Government Servant who perhaps is also the custodian of the information has a conflict of interest in giving out such information.
Every Government Official at on
In a case of Shrichand v Deputy Commissioner M.C. CIC/WB/A/2007/1229(CIC) decided that " it is the responsibility of the FAA to make sure that order passed by him in First Appeal before him is complied by the concerned PIO.
If FAA fails in passing order in time limit on first appeal made to him, is a deriliction in duty. In such cases applicant should write to the superior officer of the concerned FAA, to take a disciplinary action against him. In a case of Harish Kumar v PIO/ADM/LA(S)CIC/WB/A/2008/469(CIC), deriliction in duty is shown.
Does a formal order of Record Retention Schedule an eye wash for RTI applicant?
The Record Retention Schedule brought out by DAPRG also available at our Download segment here was a welcome move. It was expected that it shall become boon for Right to Information by prescribing a authentic record retention schedule. However, if you see the modus operandi by which organisations who are hell bent in not providing information operates, it shall throw some light.
Once the Government has deci
We detailed in our #RTIwiki "Why You Should Start a New Thread" informing that a thread has some unique features:
A thread starter is usually the owner of the topic.
A thread has certain direction and a purpose which is usually guided by the 1st post in the thread.
A thread can be subscribed by the users who finds it important or interesting.
Usually a poster inside the thread has subscription enabled so that he easily gets the email informing that there has been a new post i
Most of PIOs deny information by just quoting sub-sections of section 8.1 of RTI Act, without giving meaningful justification for arriving at that reason for denial. This is against letter and spirit of RTI Act. I attach decisions of CIC and court judgments, which can be quoted in first and second appeals

How to SUBMIT a RTIapplication?

RTI application. The MID (Most Important Document) of RTI Act, 2005 is often prepared carefully but the applicant do not have a full plan for submission to the PIO. I would like to put here a brief note for reference for all those who prepared a RTI application but not submitted to the PIO of the concerned office (Public Authority as it is called or simply PA).
1. The RTI application may be directly submitted face-to-face with PIO or Ass

I attach some of extracts from judgements of Hon'ble High Courts and Supreme Court relating to accountability of public servants. After getting information under RTI, citizens need to pursue the matter administratively or legally to fix accountability of public servants who wronged the common citizens. Unless accountability is fixed, public servants will continue to harass common men of India. There extracts may be quoted in petitions to public authorities and also in writs. Non-compliance with

We have introduced social sharing feature over our website on the RTI forums. As our forums are highly popular segment, many people want to share the important and helpful post with their friends over social network. Earlier they used the 'email this' feature, but slowly it has lost the relevance as most of the friends are already on social network like Facebook, twitter etc.
With every post you shall see small Social icons as shown in the screenshot below:

But they are integral to the way we communicate online both at RTI INDIA as well as on other social media like twitter, facebook, Instagram e.t.c., and it’s important to know how to use them. Plus, they can be a lot of fun.
On RTI INDIA, the pound sign (or hash) turns any word or group of words that directly follow it into a searchable link. This allows you to organ
