Returning Complaint filed to CIC under section 18 .

Nowadays CIC have started a new tactics to harass the applicants by returning the complaints stating the reason that your documents are not complete as per Section 19 guidelines to file the appeal before the commission .Our several complaints returned inspire of filing the same in sec 18 of RTI Act 2005 .   Please suggest how to overcome this problem and if anyone in the community facing this problem please do share your experience as well .   Manmohan
