There is a drastic fall in the number of government orders (GOs) being uploaded on various state-run websites. Around 10 government departments headed by Telangana ministers, are not uploading all the orders on the official website. The Municipal Administration and Urban Development (MA&UD) department headed by Minister K.T. Rama Rao, uploaded 776 GOs in 2015. In 2016 this dropped to 508 and in 2017 to just five. The rule under Section 4 (1) (c) of the Right to Information (RTI) Act says the state government must publish all relevant documents while formulating important policies that affect the public. Also, Section 4 (1) (d) of the Act says that the gover…

In an RTI reply to senior Congress corporator Sandip Sahare, NMC’s electricity department executive engineer Sanjay Jaiswal said that the cost for every 37 watt LED street light is Rs 9,900. Sahare asked about the cost of LED street lights in local markets, and also manufacturing companies, and claims that the lights were available for between Rs 3,400 and Rs 4,000 in the markets. TOI too visited many city dealers and found that the price at which LED lights are being procured by NMC’s electricity department is too high. A wholesale dealer from Gandhibagh pointed out, “With Rs9,900, NMC can purchase at least 70 watt LED-based street light.” As NMC is purchasing in …

It's official. A student studying under any Government-run University or College anywhere in India can now opt to view their corrected answer sheets by applying for it like they would file any RTI petition. The Central information Commission (CIC), the body that governs the working of all Information Officers within government departments and agencies, has now upheld the Supreme Court in 2016 that said that a student's exam paper was a piece of information, a manuscript, and should be up for scrutiny. This may effectively sound the death knell for re-evaluation and photocopy fees — which are known to range from a few hundred rupees to Rs 1500 and more. In fact…

The RTI query put up by president of Shiv Sena youth wing Yuva Sena district Nitin Tiwari brought to fore that AMVI Mangesh Rathod conducted 7,000 tests, which means 318 per day, in January 2018 which had only 22 working days. The official timing for conducting learner’s licence test is between 11am and 4pm. A software STALL is used to conduct the tests. The city RTO office’s IP address is 103.194.144.200 but as per the RTI reply, a large number of tests were conducted after office hours from other IP addresses. The assistant motor vehicle inspectors (AMVIs) posted at Nagpur city RTO office in Giripeth have performed the improbable task of conducting learner’s lice…

Ironically the Assistant Commissioner Development (ACD) Poonch has been designated as PIO and First Appellate Authority (FAA) as well. Rural Development Department (RDD) Jammu has once against been caught on the wrong foot as all the Block Development Officers (BDO) in Poonch district have been designated as Assistant Public Information Officers (APIOs) instead of Public Information Officers (PIOs). As per the provisions of J&K RTI Act 2009 , APIOs cannot provide information directly under RTI as they have to only assist the PIOs. In most of the Govt offices APIOs are non gazette officers. From last 9 years all the BDOs in J&K perform duties of PIOs as well …

A Bhilwara Shanker Singh, aged 55, is one of the founder members of the MKSS along with Aruna Roy and Nikhil Dey. The Department of Personnel and Training (DoPT) admitted in the Rajya Sabha that there is no central monitoring mechanism to ensure implementation of its directive on Right to Information (RTI) Act. Replying to a question whether major achievements, significant developments and important events of every ministry and department are being uploaded on their respective websites, the DoPT said only 13% of the Union ministries are either fully or reasonably compliant with the order issued by Cabinet Secretariat on 23 June 2016. RTI used mostly to settle personal scores

RTI used mostly to settle personal scores The number of people filing RTI applications asking about how government schemes are being implemented has shrunk, and it has largely become a weapon to dig out private details about people to settle personal scores, information commissioner Bimal Julka told state commissioners at a meeting on Saturday. "It is unfortunate that most of the RTI applications are directed at private interests, matrimonial disputes, knowing salaries and leave records of rivals and settling personal scores. That was not the intent of RTI," a source quoted Julka as telling officials who had come to participate in a meeting of the National Fede…

If the CBSE exam marks are available online now, then there can be no claim of right to privacy for the previous students, the Delhi high court said on Thursday. The court’s observation came during the hearing of the Central Board of Secondary Education’s (CBSE) plea challenging a Central Information Commission (CIC) direction allowing inspection of Union minister Smriti Irani’s Class 10th and Class 12th records to an applicant under the Right to Information (RTI) Act. “Are all the CBSE marks of students available in the public domain today? If it is possible today, then you cannot say there is a right of privacy qua results of earlier students,” Justice Vibhu Bak…
