Intellectual Ennui and Corruption Source: IMPHAL FREE PRESS Posted: 2006-12-27 The Rights to Information Act was implemented months ago in the state with a bit of a fanfare, but it has also been so successfully ensured that all voices seeking transparency remain silent. The Act which has been described arguably as the best anti-corruption legislation ever, remains largely unused in the entire country, except in pockets where conscientious and enlightened citizens have made the best of it to make government policies and the policy making processes as transparent as possible. It is quite a surprise that while there is a deluge of social organizations and NGOs in t…

HYDERABAD: State police officers are concerned about the Right to Information Act, not because they have to part with information but over the `overheads' involved in it. Interacting with Director General of Police Swaranjit Sen during the valedictory programme of a workshop on `Importance of public relations', here on Wednesday, a couple of senior IPS officers raised the issue of `heavy' expenditure being incurred in providing information under the special Act. An officer observed that if a person would ask information spread over 1,000 pages, the department would have to spend at least Rs. 1,000 for getting photostat copies in addition to other materials and handling co…

I reproduce below, an article that appeared in the Chennai Edition of New Indian Express(13.12.2006): "After a hectic first year when it was seen in its 'evolutionary' stages, the RTI Act is now entering a phase where it is increasingly coming into conflict with the public authorities in court. Several landmark orders passed by the CIC have been challenged via the writ petition route by authorities from whom the information was sought. And, in most of these cases, stay orders have been obtained. Among the first to have challenged the CIC's orders, ironically, was the Department of Personnel and Training (DoPT) which had drafted the RTI Act itself. The DoPT cha…

I believe the RTI act will bring citizens closer to democracy. For me an application as such doesnot matter much, nor for many of us. What RTI application in true sense matters is that we tell to Government that we are watching and that it is for us the Government is working for. Thus by this way, RTI will make citizens like me to participate in Government and decision making process. May be in transition phase, people will go on asking personal question and distroying the correct thing for what RTI is meant for, and in medium term it will slow down the decision making process of the Government bodies because once RTI roles out, it will generate much fear in O…

Times of India Report on 25th: NEW DELHI: In just one year of implementation of Right to Information (RTI) Act 2005, your right is already in trouble. An examination of appeals pending with Central Information Commission (CIC), the final appellate body for RTI Act, reveals that on an average an applicant has to wait at least seven months to be heard. And experts predict that at this rate within two months, this waiting time is all set to increase to two years. If this is shocking, then wait till you see how CIC has been disposing these cases. According to a survey conducted by Parivartan, an NGO, of 568 appeals before CIC, 309 cases were disposed of without even…

my freedom of speech
by trueblue- 1 reply

my freedom of speech There is something more important than mere freedom of speech, which few people seem to acknowledge these days: freedom of information. After all, without accurate information, freedom of speech is nothing but the right to slander truth by talking or writing without thinking. This is not to say that anyone can hide truth completely.Take for example the Press Reporter: Nearly every press reporter now a days has two eyes; whether they know how to use them is another issue. Like good gossip, important information usually gets leaked, no matter how many classified stamps or shredded documents stand in its way. Nevertheless, I do not feel t…

TEXT OF PM'S INTERVENTION IN THE LOK SABHA ON THE RIGHT TO INFORMATION BILL DEBATE ON MAY 11, 2005 NEW DELHI ================ THE PRIME MINISTER (DR. MANMOHAN SINGH): Mr. Speaker Sir, I am very grateful to you for granting me permission to intervene on a very important and critical Bill, which is before this august House. Sir, all modern societies or complex societies, they require strong and purposeful Government to steer them. In our own country, Government expenditure, both at the Central level and at the level of State and local bodies, accounts for nearly 33 per cent of our gross National Product. At the same time, the social and economic imperat…

Under the Right to Information Act, 2005, a public authority cannot withheld an information merely on the ground that the matter is sub-judice. Even in regard to the matter where the prosecution is still continuing, the CPIO can provide the information subject to provisions of Section 10(1) of the Right to Information Act, 2005 by applying the doctrine of severability.

In defence of the right to know SOWMYA KERBART SIVAKUMAR Public pressure has prevented the government from implementing retrogressive amendments to the Right to Information Act. S. GOPAKUMAR THE public outrage over the recent attempts of the government to tamper with the national Right to Information (RTI) Act may have subsided for the moment but the storm has left some indelible marks on the history of Indian democracy. In a never-before alignment that rose above caste, class, gender, economic, political, professional and what-have-you considerations, the government's move paved the way for a neat two-way split centred around one guiding principle: do …
