There must be some signature and name of the dept., in the copy you are having. Please file RTI Application with prescribed RTI fee as per TN Rules and regulations, seeking information for the procedure of obtaining Duplicate Community Certificate, fees for the process and also enclose copy available with you and your identity or any other address proof.

There can be no limitation period. Whenever a certificate is issued, it has to be issued with a certain number and date, and the entry has to be recorded in permanent books. Hope these matters can easily be solved even over phone without waiting for 30 days .

It is not necessary to take RTI route. You may approach the office of the authority that issued the Original Certificate and make an application by attaching the xerox copy. There may be prescribed format. If you are permanent resident of a village, you are required to fill up prescribed format in that village and get it endorsed by the village authority and thereafter approach the issuing authority. In case of Caste Validity Certificate or Creamy Layer certificate etc, you have to approach the prescribed authority appointed by the States (Maharashtra & Kerala)
