Arunachal Pradesh: Penalty imposed on Arunachal PIO

ITANAGAR, Feb 26 – The Arunachal Pradesh Information Commission has imposed a penalty of Rs 25,000 on JDEE Public Information Officer (PIO), Monya Nyori under section 20(1) of the RTI Act 2005. The penalty was imposed on Nyori for deliberately defying the orders of the Commission to furnish details to one Toko Sera who in an appeal sought information which, was in public domain, an official release said here today.

      A RTI Application has been replied by an officer signing for PIO. To my understanding it is only the PIO who has to reply under his signature and name.

      My application got delayed and the officer was apparently not responsible but his office assist were.
       
      I learned that in RTI rule 20 only officers are liable for punishment under RTI. Then how those clerks can be held responsible?
       
      There should be a clause to fix the people below ACPIO too.
