You can get a copy of your own answer sheet but not the answer sheet of other candidates.

First you have to establish some kind of public offence or larger public interest while filing RTI Application itself as Heading " Application seeking III party information under RTI Act - "'Larger Public interest. Take a chance and file, at the most they may deny information and you can escalate it to SIC level (second appeal). Atleast they preserve the answer sheet, if you do not file RTI application immediately, there is a possibility of receiving information that the record is not available and destroyed on..... Please also specifically pray for preserving that record till matter is disposed by SIC.

The larger public interest is that a really deserving candidate might have lost the chance of employment or with illegal means the third party derived a benefit to himself, and this does not amount to invasion of privacy of third party, as he has committed a crime.

Sir , if i mention in query that third party used illegal means then is there any ground for third party to drag me in defamation case. Can third party say that by mentioning such in rti application i am trying to allege him without any proof. So did third party got any legal ground?

Definitely, there is a chance. Your allegation is imputing and defaming a person and amounts to invasion on privacy. This is the reason, members are being advised to first get confirmation of information and then only file Application with confidence, when third party information is solicited.

Simply suspicions, doubts and rumors can not give a ground for throwing abuses to others.

There are other ways to find out information, and use those other unofficial ways, and if the information is confirmed unofficially, make it official through RTI.

      Hello all,
                   I have given my LL.B 5th sem. exam and after declaration of result i was not satisfied (GOT ATKT in 1 sub. But my paper was good) with my result so I fill an rti to provide photocopy of my answesheet but they refused by saying that university will only give answercopy by filling their on answer copy request form other then they can't. Also the form should be fill under 1 week declaration of result. 
      After this I fill 1st appeal but the result was same. Now what should I have to do, I know you will say that go to 2nd apeal.
      But what is more beneficial in my case Complaint under section 18 or 2nd apeal under 19. Actually I have re-exam after 6 months and it takes almost 1 to 2 year disclose of my appeal. So what is best option 
      What is best option for me for fast result appeal or complaint

      Information sought with regard to marks in Civil Services Exam cannot be directed to be furnished mechanically. Furnishing raw marks will cause problems as pleaded by the UPSC which will not be in public interest.
      The Supreme Court has held that raw and scaled marks awarded to candidates in Civil Services (Prelims) examination cannot be revealed under the Right to Information Act and set aside the Delhi high court order asking UPSC to disclose the marks. The Commission contended that the corrections made in the answer book would likely arouse doubt and perhaps even suspicion in the candidate’s mind and this would not only breed grievances, but would likely lead to litigation.
