hi how soon can i expect a hearing date for second appeal soon after it is filed. i remember someone mentioning that it takes close to 2yrs..is it just to get the initial hearing or for overall completion of the second appeal process.

Hearing of Second Appeal depends on that IC who is hearing those appeals, department wise (ministry) and matters pending before him. The maximum time may even go upto 2 years, and if applicant is lucky he may receive hearing notices in six months. Nothing is certain.

The second appeal process appeal commences the date second appeals is filed, continues till hearing notice and ends up after IC decides the appeal. (disposes)

I do not know Tamil but it appears there is time lag of one year or so. It appears that appeals filed in Jan 2014 are being decided in Mar 2015

looking at the tamilnadu SIC website, seem like it is close to year and half.

also, i was just going through a recent judgement by SIC tamilnadu (in tamil) ..where in an applicant submitted a RTI application in dec 2013 and then files a first appeal in jan 2014 for not getting information and then files a second appeal in april 2014 for not getting a information even with first appellate.

During the hearing in march 2015, the SIC seem to have closed the case stating the following -

1. the PIO had produced copies of information provided -receipt of which is duly signed by the applicant

2. the case is closed as the applicant didnt appear for the hearing.

now, this gets really interesting...why would a applicant move it all the way to second appeal stating NO information provided..and then the PIO submits a signature proof stating the applicant had received the information and the receipt of it is duly signed by him...someone seem to be playing game and wasting SIC time here and these are the reasons for so much of a backlog with SIC,as i could see it.

also, what is the procedure for sending representative to second appeal hearing.?

can we just send a representation signed letter? or is there any procedure to be followed ..

Appellant can send a representative with an authorisation letter addressed in the name of IC, with appeal no and reference of hearing date with his signature duly attested. Representative may also carry a photo identity in case if it is needed. The experts in the forum always advised appellants that attending of hearing personally brings good results many times (not always, though there is substance in appeal). Appellant may also file written arguments in brief quoting citations.

      Can the General Diary of the police station where particulars of "All the details in r/o criminals arrested and entry of arrival/departure of all enrolled police officers on duty with nature of their duties, duty performed and places visited etc."   are maintained be inspected and photo copies sought from a particular police station under RTI?

      The person in the article below is me. I had a corporation official visit my house with the RTI and asking for my whereabouts. However the PIO has sent a reply on 8/5/19  stating that AE Div 170 is the person responsible for inspecting the banners on the particular stretch. It is after finalising this reply that I had got a call from AE Div 170 on 8/5/19 evening and a person visited my house on 9/5/19. The reply sent by PIO dated 8/5/19 was received on 11/5/19.
      Further The AE has stated that he has inspected the stretch and removed illegal banners immediately. However I have material evidence that the banners remained in the same place from afternoon till late night. Only the persons who kept the banner had removed them. So can I penalise the PIO for providing false and incorrect information.
