Atleast in Kashmir, matriculate knows simple arithmetic which is not taught in law courses. May be this kind of Distance education, purchasing degree certificates in a day may not be known to him. Yes. In this country holding of so many degrees and high qualifications confirm morale and ethics and they can only work hard in Govt. service. It is also true that those posts which are now given to him require high caliber and Horward qualifications whereas such qualifications are never even required to CMs.

May some University confirm him a Doctorate for his Public Service to cover all these.

Nothing to surprise. He is at least matriculate but non matriculate becomes Minister in our country. Best example is of HRD minister!!. For the portfolio of HRD a very very high qualification is required.
