Both AADHAR and Nationalised Bank Passbooks are acceptable proof for residence for all Central Govt purposes. Kindly search in Passport website, other documents necessary/permitted. You can even obtain such proof through a certificate from nearest post office by paying nominal amount.

Photo Passbooks of Nationalized Public Sector, Private Sector and RRBs are accepted as proof for the purpose of address proof as per MEA No.VI/401/1/12/2015 dated 19 February, 2015. Please see the copy OM and list of Banks in this link: >>> Acceptance of bank passbook as proof of address for Passports

PPO should not insist only on REGISTERED RENT AGREEMENT from applicant, when applicant is producing address proof of other acceptable modes stated by External Affairs, CPV division. (This is the first time we are hearing of such demand from PPO, it is likely that AADHAR and SBI pass books are of recent origin showing those dates very near and prior to application for Passport, and might have appeared to him that these were obtained only for submitting as address proof for applying passport, whereas residence for a particular period in address may be mandatory for applying for passport...just an assumption and may not be a fact. Just search in website and find whether an applicant has to produce address proof of any limited time and whether PPO can insist for other address proofs. To be more clear, The date of opening account SBI may be in Jul, AADHAR card in Jul, and Passport is applied in first week of Aug,15, that states that those proofs were applied to get a valid proof of residence whereas applicant might have given some other date in residing since..... If AADHAR or Passport are for the year 2013 nor 2014 he should have not insisted for such proof.)
