The pay bill is a personal information of the concerned employee, and it is in between employer and employee and there is no larger public interest is involved.

If you have suspicion about corruption like fake bills, you may file complaint first, and then seek information on action taken against your complaint under RTI. There is a sample format of application available in RTI wiki in this portal for such needs.

 

However, please note that there are no exemptions under RTI Act for seeking information. The exemptions are meant for Public Information Officer / Public authority. You can make an attempt by filing application seeking any information under RTI Act and mere seeking information is not an offence.

Did you mean to say Govt. servant "pay slip"?

 

What do you mean by "pay bill", can you please clarify?

 

If it is a question of pay slip, yes you can seek such information, because as per section 4(1)(b)(x) a public authority is supposed to suo-motu (on its own without a citizen even asking for it) disclose such information.

 

Therefore you too can seek the same information by filing a RTI application.

 

Please find the provision of section 4(1)(b)(x) quoted below for your reference:

 

Section 4(1)(b)(x) the monthly remuneration received by each of its officers and employees, including the system of compensation as provided in its regulations;

Pay Bill / Pay slip are one and the same, and that slip/paper disclose the item wise gross salary including DA, House Rent, City compensatory, and personal allowances if any showing the total gross pay and then disclosing deductions towards PF, House rent, Tax deduction at source, dues to employer, LIC premiums etc and the net pay disbursed to the employee.

This can not be secured under RTI. However, if there is any malpractice on claiming HRA, you can make a general complaint first and then seek information on action taken on your complaint from the Public authority under RTI.

Description of Information Required:

 

Please provide a certified photocopy of the following information:

 

1. In accordance with the provision of section 4(1)(b)(x) of the RTI Act, 2005 kindly provide me with a copy of the pay bill of all the employees working in the category of XXXX (or say pay bill of that particular individual).

 

2. Similarly any other information that you had like to obtain.

Kindly do not worry about the exemptions at the stage of filing a RTI application.

      I had sought details of loan and copies of agreement entered with World Bank, JICA etc. of IT Expressway Chennai (created in partnership with Govt of TN) However the PIO has replied that they have moved out of world bank loan and taken loan from other banks details of which cannot be disclosed under 8(1) d of RTI Act citing "commercial confidence".
      However the IT Expressway is a public limited company having entered into agreement with Govt of TN and others for developing and maintaining a particular stretch of road.
       
      Kindly help me frame a good first appeal.

      Hello,
      I require help on co-operative issue. I had filed the RTI with the PIO, Dy registrar of co-op societies seeking information on affairs of society.
      The PIO has replied stating that the information I am seeking is available with co-operative society. My query is:
      1] Can PIO direct an applicant to private body for information?
      2] The society in question comes under the jurisdiction of the PIO, since PIO is public authority and co-operative society a private body, is it not duty of PIO to seek information from society and give it to me? How can PIO direct me back to society? This is RTI application, either I have to appeal or I have to forego. I cannot complaint against reply. So I want to approach FAA, under what grounds can I?
      3] What kind of violation PIO has committed by directing me back to private society? 
      4] Does co-operative society come under the purview of RTI ACt?
      Your views are appreciated. I am fighting lone battle with corrupt system.
