spouse ground transfer in public sector bank

hello everybody,

 

I am working as an assistant manager (specialized officer) in a public sector bank posted in same regional office (west Bengal) from last 3.7 years, i have got married in Jan 2017 and my wife is also working in another public sector bank in clerical cadre.

I have submitted the request transfer application via proper channel on spouse ground basis to my wife's place of working but the bank is not doing anything in this regard, as my wife is working in clerical cadre so she is not eligible to get transfer out of her state (Punjab) so i requested for request transfer on spouse ground and also i have completed more than 03 years in same station (as per CVC policies an officer cant be retained for more than 03 years in same station), i have also filed RTI from my source to get routine staff transfer policy as well as transfer policy of bank as per ministry guidelines for spouse ground which bank has replied.

Recently after filing the RTI the bank has done transfer of all the eligible female employees on spouse ground.

But they have not taken any step for male employees whose request are pending on spouse ground.

 

please tell me what can be the next step including legal steps because i am suffering badly because of this unprofessional behavior of my bank which is adversely affecting my married life.

 

Please note that bank is also not adhering the guidelines of CVC on routine transfer of officers (http://cvc.nic.in/004vgl90_09012012.pdf) as well as Ministry guidelines for transfer on spouse basis (DOPTÂ’sOrder F.NO.28034/9/2009-Estt.(A) dated 30th September, 2009)

There is a well laid policy on spouse transfers in Public Sector Banks. Transfer is at the discretion of management. The applications received have to be diarized, and depending on vacancies, priority has to be given on other circumstances, and you have to come through queue system.

When you are working for more than 7 years a bank, you must be knowing the policy of your bank more than individual members.

Wait for your opportunity and move the issue through your Association and do not get things complicated in haste.

As known to you getting transfer is not a right, what ever the grounds may be, and it is on compassionate grounds, transfer should be effected in a systematic way depending on vacancies. Because you want a transfer, they can not create a vacancy to accommodate you.

 

Members in the forum can not answer to following query. It is your option and your Association's advice you have to follow

If you think that bank is not following any directives, complain to the concerned authorities that issued directives, pointing out violations by the Bank.

 

Under RTI you can seek that information in material form as available on record and you can not question the decision or seek that information which is not available on record. Your issue is beyond ambit of RTI Act.

Specialised officers are not transferred as that of other officers in front-line or field units. As per DOPT letter in question, you have the right of appeal before the higher officer against the decision of competent authority regarding transfer on spouse account.

      I had sent an important registered post (with AD) from kolkata to bangalore on 14th October, 2009. My registration number was 4846.
       
      The post is still to reach bangalore as of 23rd Oct,2009.
       
      Can anyone advise me what I need to do as it is critical that the documents in the post receive at the earliest?? Is there anyway to track the post without much delay???
