Yes . You have a right as a citizen, and if you are a credit card holder, as a consumer.

You can file RTI application, issue notice under CP Act, complain to Banking Ombudsman for reliefs/remedy in addition to posting your complaint as grievance in on line pgportal .

1. For public sector banks, you can apply an RTI directly to the concerned PIO of that bank. Check their website for details.

2. For private sector banks, you have to go via RBI. This route is tricky since RBI itself stonewalls your RTI. Refer to recent judgements in which RBI is ordered to provide such information to the RTI Applicant even if it is a private sector bank.

- Appellant: instead of transferring his RTI application to the private banks u/s 6(3) of the RTI Act, RBI simply denied the information claiming that the information sought was not held by them; private banks should be under RTI Act - CIC: denial upheld | RTI Foundation of India

RBI cannot deny information sought under RTI, rules SC - Livemint

RBI can only provide that information which was submitted by the PSU Bank, in exercise of RBI controls, and if that record is available in the custody of RBI.

You are a consumer and CP Act provides for seeking such information as a consumer direct from the Bank as a consumer/affected party.

(THE Reference of RBI in earlier post is that of NPA statement submitted by the Banks to RBI is held by them under fiduciary capacity or not, the matter is subjudice as of now)

I attach decision No. CIC/SM/A/2010/001381/SS dated 26-05-2011 wherein IC has decided as under:

"The Commission is of the view that information regarding the irregularities, frauds and financial losses in the bank cannot be denied to the information seeker under any of the provisions of the RTI
Act. However, the inspection reports containing personal information may be severed by the severability clause u/s 10 of the RTI Act."

This can be applied to other public authorities also.
