Inter circle transfer of female staff in SBI Bank on spouse ground

Respected Members,

 

My wife is working with SBI Bank since 2010 at Clerical cadre in Lucknow circle and I work in an MNC in Gurgaon which doesn't have any branch office in Uttar Pradesh, we got married in April 2015 and she raised a request for transfer on spouse ground at the same time. She didn't get the transfer in that year so she applied again in 2016, since there was no update about the transfer request she appeared for promotion examination and qualified the exam in around Sep'16 and become Trainee Officer. Still there was no update about her transfer request so she opted the promotion, after a few days she came to knew through some resource that her transfer along with all other female employees transfer till 2012-13 batch has been considered, but since she has taken a promotion her transfer has been denied. She inquired the same with HR and the HR said since you have taken a promotion as per company policy you are not eligible for a transfer until your 2 year training gets completed.

As I understand from the circular passed by Department of Financial Services (F.No.4/9/1/2014-IR) it doesn't say any such terms and conditions, if should would have any idea about her transfer she had never taken a promotion. Please suggest does the bank policy specifies such a condition and what we can do as my wife is expected and it would be very difficult for us to manage post her delivery.

Search website of State Bank of India any LHO and seek information from Central Public Information officer under RTI, with postal order of Rs.10/- drawn fvg.State Bank of India drawn at the place of CPIO.

Information solicited:

1)Please provide me a copy of circular/order/notification that ' and promotions on spouse grounds can not be considered for promoted Trainee officers for a period of two years.
