Should I file an RTI or not? (RTI against Indian Council of Medical Research)

Dear All,

 

I am Dharmesh, I worked as a JRF in a research project at National AIDS Research Institute and my project was for 3 years and funded by Indian Council of Medical Research (ICMR). the deadline for the project was April 2017. However, ICMR has not released 3rd-year research funds and we are constantly contacting ICMR about the same since November 2015. But, every time they find some bullshit issues and delays our funds. this process is in motion since the last one and half years and I have also not received my salary since then. My total pending salary is about 3 lakhs, and total fund pending is around 5 lakhs. I have all the communications in my email which were forwarded to ICMR by the Institution and by me.

 

Please give me suggestions, Filing an RTI will be helpful or not? As my institute and ICMR, both are government bodies should I file an RTI against both ICMR and NARI? Will that be useful?

Information solicited:

1)Please provide specific reasons for the inordinate delay for releasing of funds 3rd year research funds resulting non for payment of salaries to JRF in a research project at National AIDS Research Institute, thugh the dead line of the project was Apr,2017.

2)Please provide list of employees who were not paid salaries and the funds due to them mentioning specific date from which salaries remain unpaid.

3)Please inform the name of the official, designation, mobile no and full address of the official who is responsible for such delay which results in harassment of research fellows.

4)Please inform the probable date by which pending funds will be released.

5)Please inform the efforts taken so far in bringing this issue to the attention of higher authorities for due payment of salaries with copies of such letters.
