Incomplete and concealed information even after the FA

Sir,

On filing FA (attached) for Point No. B.  of the RTI (attached), the PIO has concealed information intentionally and provided/complied with partial information. 

I have the following queries/points with reference to the above:

1. I have copy of the document which the PIO has concealed and not provided. Should I submit to the FAA or submit during the 2nd Appeal?

2. The PIO  has concealed document under Point No. i) of my RTI. Should I go for ADDENDUM TO MY FIRST APPEAL for not responding and appeal u/s .....? or should I file 2nd Appeal?

3. Can I file 1st Appeal online when I have submitted my RTI offline by post?

4. Can I file 2nd Appeal online when I have submitted my RTI offline by post?

The experts in the forum always are for filing RTI applications and appeals only through traditional speed / Regd posts.

Appellant can not raise fresh issues not discussed during Grounds of First appeal before FAA.

Make submissions as grounds for appeal as incomplete, incorrect and misleading information, seek personal hearing and for a speaking order.

Getting of second appeal hearing takes years together, and the experts are always to settle the matter during first appeal only.

There is no bar in submitting appeals on line or directly through post.
