please help me to redraft my RTI application ...



dear experts i filed an rti as below , but it was rejected on the grounds that the information i asked was in question format ,which is not covered under RTI ACT 2005. so i request the members to help me to redraft my application again .thank you 

please provide the Rules & Regulations to register an immovable property through an un-registered will in Andhra Pradesh.

1. what is the procedure to register a immovable property which is acquired under an unregistered will written by a hindu in andhrapradesh where probate of will is not mandatory

2. is it necessary to register the unregistered will after the death of testator.

3.does the donar /executant should have title/ownership on his name in order to sell/register/gift the property to others.

4.what are the mandatory documents/papers that are to be preserved or entered into records/ scanned through CARD by the registering authority when a person claims property based upon an unregistered will written by a hindu person (if probate is not mandatory)

5. is it necessary or mandatory to preserve a copy of unregistered will in office records/ scanned copy by the registering authority when the registering authority is registering a property based on that unregistered will

6. what are the legal punishments imposed on a person if he claims wrongful rights or creates such registered documents without having any titelship or ownership ,,, under registration act 1908.

7. procedure to be followed by a citizen to get a copy of an unregistered will after a transaction /registration has been done based on such unregistered will

8. what are the duties of a registering officer when some one approaches him to register a property claiming himself as a benificiary under the unregistered will?

so i request you to please provide me the certified copies of above information and also please provide me the references from which you have acquired / obtained the above information.

Go for first appeal as SPIO response is not proper.

Grounds for Appeal:  Applicant has been asking that stipulated part as per laid down norms on treating an unregistered will and not questioning on any information.   This issue is no more res integra as PIO has to provide that information irrespective fo the type of questions, if that information is available in material form.  Deducing or giving opinion as assumed by PIO is not correct.   There is no such exemption in Sec.8 (1) in RTI Act.  PIO is bound either to provide information or deny information stating such section/sub section and justification.  Without this mandatory process, PIO can not invent his own reason for denying information, and such irresponsible denials amounts to deliberate and malafide denial.

PRAYER:  Appellant prays for directions to PIO to that part of information that is available in material form ignoring the format of queries.


(Instead of wasting time and money on this correspondence, please approach any advocate or search in google for such norms)

      A Car driver committs suicide in public due to police harassment in January 2018 in Chennai . The cop who incited the suicide has been served a simple suspension and is already serving in some other department of the police. A judicial magistrate probe was ordered and the outcome of the probe is not made public. Can I seek the information on the final report of the judicial magistrate probe through RTI? Another qeustion whom does the judicial magistrate submit the report to? 
      Meanwhile I have filed an RTI requesting for the service record book of the police official ThamaraiSelvan who is said to be the cause of abuse and death. If the information is denied citing pending case in court  can "larger  public interest"  be   used to obtain the service log?. Already a pending criminal case in another issue is said to be against the officer. 
      In a strikingly similar incident another taxi driver commits suicide due to police harassment a week ago. Still now police are unable to find the culprit among 64 personnels within their own department. An enquiry underJoint Commisioner West has been ordered and she has submitted the report to the Police Commissioner yesterday. Can this report be obtained under RTI? Can "life and liberty"  clause be added to get the information sooner? 
      Further instead of making the cops more public friendly, the senior cops have offered compensation of Rs 3 lakh and brokered peace in an attempt to dilute the investigation in both the cases. No relief has been ordered by the CM which makes one suspicious of the source of the money(bribe/black money/hawala  money).. etc. 
      There has been a severe laxity in registering cases against police which makes them take undue advantage of their power and position in TamilNadu.

      I need to know all the RTI laws and sections under which cpio/spio and PIO and also FAA and CIC,  should not reject the information towards the government employee regarding his education qualification details, moveable and immovable property returns as per the record from his govt office to be made public whenever its been seeked by any citizen of India Being suspect to be forged.
