Send the envelope to MHADA superior official.  Do not write any RTI designation on envelope and just state the official designation like Vice Chairman or who ever is heading the authority.   Remember when any official receives Regd. envelope of RTI Application, he is under obligation under RTI has to endorse that application immediately to custodian of the information.

You should easily get such information at your fingertips with the help of Google.

For instance. search for the key words:

"51 percent consent for mahada redeveloment"

"mhada new gr for redevelopment 2017"

similarly try other key words in Google .....

RTI process will take some time and may involve filing appeals.
