Education details information under RTI related to govt employees

Question

I need to know all the RTI laws and sections under which cpio/spio and PIO and also FAA and CIC,  should not reject the information towards the government employee regarding his education qualification details, moveable and movable property returns as per the record from his govt office to be made public whenever its been seeked by any citizen of India Being suspect to be forged.

RTI Sec.8 (1) speaks of such exemptions under the Act.

What was personal information has been laid down in SC Judgment.

As per exemption seeking personal details, which are not in larger public interest are exempted from disclosure.

Please note that no exemptions are available if information is in larger public interest.

Submitting fake documents for getting employed is definitely not in larger public interest at any stretch of imagination.

First make a written complaint against such employee to the Vigilance under copy to HRD in Registered ACK due, providing some prima facie evidence of the fake documents.

Wait for their response for one month, and then seek information on action taken on your complaint.

In this way, you can overcome the hurdles of exemption.

Sir, to complaint against the culprits to the Vigilance we need to have an evidence of the record since we only suspect the culprit being forged. 

in this CIC descion CIC/SA/A/2016/001451 it's directed to obtain but still pio rejects the information.

Sir, please explain me the procedure to prove the larger public interest format if required to be signed by the public up to the what limit if possible, so that same can be seeked under the larger public interest only to see that culprits are punished.

CIC decision is only their opinion and not the legal verdict.  Such decisions against Hon.PM and another Minister were challenged in Courts, making IC also a party to the writ.

Please read the following points in reply.  

"First make a written complaint against such employee to the Vigilance under copy to HRD in Registered ACK due, providing some prima facie evidence of the fake documents.

Wait for their response for one month, and then seek information on action taken on your complaint."

The complaint should be addressed to Head of Authority and a copy should be sent to Vigilance dept and Personnel dept (Also known as HRD).  You are aware of the facts and Members can only guide.  Simple format is provided.

Complaint on: Using fake documents for securing employment by........

 

This is to complain that Shri.................................working as............................at........................is not having such laid down qualifications for his employment and it is believed that he used fake documents in his recruitment.

The certificates provided to the department are fake and dept., can write to the University/Board the certificates available as copies in his recruitment files.

As using foul means of fraud, forgery and fake documents to deprive the opportunities of really qualified candidates were employed, the complainant seeks for verification of his actual qualifications from his certificates in the larger public interest.

      I had been taken to govt hospital to get report before being lodged in jail in a false case. Now my RTI to the govt hospital seeking copy of Accident Report/OP Ticket/Medical Examination report has been replied stating no such report available in my name on the date of occurance of the said incident. But I was lodged in prison only after submitting the report given by hospital to prison authorities.  Now I would like to inspect the records available with the govt hospital on that day from 8 pm to 12 am.
      Can I go for first appeal seeking clarification as incorrect information is furnished and a report has been given by the hospital ? What Are Grounds clauses to be included?
      I have not asked for inspection in the original RTI. Now can  I request inspection in the first appeal or should i file a new RTI for that?

      Dear Sir/Madam, I am Syed khaja from Osmanabad Maharashtra. this is the response of PIO. in this response he is saying that "the record has been searched but could not be traced"
      And I hope that this is the only public authority in india where I can get that record. So please help me in this regards.
