Permission copy for construction

Earlier 6 months ago I have filed RTI seeking proposals, permisisons and approval copy for the compound wall raised in  theland belonging to Corporation ( Open Space Reservation Area) in nearby colony.Town Planning Officer replied that " with permission of Commissioner of Corporation, the approval is under process and kept before the Local Body Council.Once approval is given, the copy of same will be dispatched to you". Its been more than 6 months and I did not get any copy of approval.Crossed the time limit for Second appeal too The PIO and Commissioner  both are retired. There is no local body council as well ,It has been dissolved year ago.PIO just gave a evading reply. Can I use the RTI reply copy and ask for the approval copy,Please advice on how to ask for the approval copy quoting the RTI reply given 6 months ago

File a fresh application and quote their past reference and preferably on the other side of your application paste xerox of their response for easy location of the file.
