For a RTI application that has already been made, can a PIO insist that inspection be taken only on a Monday between 3 pm and 5 pm? The PIO states that there is Maharashtra GR to this effect.

An applicant should focus on information.  The PIO is supposed to provide two dates and give option and it all depends on convenience of that PIO.  If that date is not convenient, explain your issue and seek some other date and time and it depends on their discretion.  Let us understand their view point also, and just focus on getting information alone and go to any extent or compromise for information, if it is urgent and important.

General Administrative Department (GAD) Maharashtra has issued a circular for inspection procedure under RTI. The PIO will have to follow that circular. Please find the same attached herewith this post.

The circular is in Marathi language. According to point no. 4 in the circular, the PIO is required to paginate and index the entire information he is offering for inspection. The PIO is then required to offer three different dates for inspection. If these dates are inconvienient to the RTI applicant, he is required to contact the PIO had request him accordingly.
