Any citizen can seek such information that is available in material form from any public authority as a matter of right.  Information has to be solicited from designated public information officer of that Authority.  Search website of the corporation and find out relevant PIO and enclose laid down fees with such application as stated in RTI segment of their website.

This information has to be solicited from Municipal Corporation mentioning you ward No...and if the councilor  has such powers/grants at his discretion, mention his name also.  Open the following link and make suitable alterations like Commissioner, NDMC instead of Collector, Councilor instead of MP and other modifications needed.
