Scope of free information under RTi section 7(1)

I filed online rti petition on 17th September & same day received by PIO as per RTi portal. Thereafter the pio responded on 32th day (i.e. 18th October) of receiving of Rti application, intimated for deposition of charges for information.

vide filing 1st appeal , Can I claim for access free information due to violation of RTi section 7(1)  ? e.g. "Notwithstanding anything contained in sub‑section (5), the person making request for the information shall be provided the information free of charge where a public authority fails to comply with the time limits (e.g. 30 days) specified in sub‑section (1) "

As information is the focus, experts in the forum always advised us to first make payment under protest, bringing  the stipulation Sec. 7 (1) under copy to FAA.  After all we should have paid if the demand letter was made earlier, and citizens are paying actual costs to their own government and we should not penalize our Government for negligence of PIO.  During casual discussion with a PIO in Information commission, one Tehasildar informed me that several citizens are applying under RTI for hundreds of  copies, making applications in the name of Below poverty line applicants to evade meager  Application and copying fee.

If you are not happy with my suggestion go for first appeal and continue your grounds of appeal
