As a regular member, remember expert's advises that there is no bar for citizen in seeking information from public authorities under RTI Act.  You can file RTI Application without any doubts, and on hearing from PIO his grounds for denial/rejection come back to the same post and seek guidance.  (Taking samples from sealed bottles is definitely a problematic issue and you may have to pay for that bottle and obtain samples in prescribed manner and once again it is burden on you in getting test report.  Just search in google and find whether one can test the quality of liquor with simple tricks/minimum work.)

Sir,

Thanks for your reply. I would like to know whether state owned liquor stock depots and sub-godowns are exempted from Inspection vide RTI Act.

We are ready to pay the fees for samples. We are sharing money among our group for this activity.Rate of People consuming liquor state of TN has increased. Specially youth and poor labours are victims of such adulteration of liquor in Depots.

There no exemption to any of the Government departments from RTI except those depts., that were not included in RTI schedule.  Please read the response once again.

Always go to those shops with security, video shoot the inspection, keep one sample with those authorities under sealed cover, get information of approved laboratories list, address, fees etc.

During inspection, first ask for copy of directive from date of receiving stocks to final disposal of stocks, the accounting and storage practices.  Prepare a flow chart and commence from beginning register that acknowledge the stock received...to sold at final shop.
