Mandatory ships documents before the call in port




I have requested the following documents of the ships in port under RTI Act, which are mandatory to be submitted to the port authorities before the arrival of ship in the port.

the port authorities has replied with that for all below information is: in this regard, after going through the records , its informed that no documents are available with respect to the vessels mentioned in your RTI application.  

1. General Declaration of these Vessel's Arrival / (IGM)

2. Port Clearance of last port of call;

3. Certificate of Insurance in respect of Civil Liability for Oil Pollution Damage (CLC 92).

4. International Oil Pollution Prevention (IOPP) Certificate with approved Shipboard Oil          Pollution Emergency Plan (SOPEP) and if applicable, compliance with Regulation 13G and 13H of Annex I to MARPOL 73/78;

5. Certificate of insurance against damage to third party (P&I Coverage).

6. Crew list / persons present on board.

7. OSDC / GDV Number (General Declaration of Vessel Number) which is to be stamped on all copies of the General Declaration.

8. Purpose/trade of ship call at port

9. Facility available in port supporting the purpose/trade of its call

10. Revenue generated by these ships upon the arrival and during their stay in port as per the port tariff.

11. Certified copy for payments paid / unpaid stating the reason if there is any.                        

12. Expected date and time Departure of this vessels   


13. NOC from GSPCB for parking / berthing / these ships at berth / in port.

The same  matter/facts were posted in the past several times in different name, including complaint to CVC, PGRMS etc.  Your personal issue is beyond ambit of RTI Act, and it was suggested that you have to explore the remedies under law in proper forum.  After 7 years, in your specific case, RTI is not the remedy and you can only escalate it to second appeal and avail remedies under RTI with CIC, on merits of your appeal.
