I am a retired employee (Scientist) from one of the constituent laboratory of the CSIR.
In connection with a court case I wish to understand that whether the CSIR Scientists are the PUBLIC SERVANTS and can they enjoy the previlege atleast during their active service life. One of my collegue has filed an FIR in Police station without taking a permission from the office in the year 2000, which meight result in prosecution.
I will be highly obliged to be knowing the facts about it. The police also should have obtained permission from my office before prosecuting me, if i am a public servant. The Police have not obtained any permission from the office, resulting in violation of IPC 197.
I wish to understand that whether the CSIR Scientists are the PUBLIC SERVANTS
