I recently put complaints on the government complaint redressal website pgportal.gov.in.

 

The website gave me a complaint number. It was easy as I could upload .Pdf files directly on the website.

 

I managed to upload the government directions directly from the maharashtra government website from the GR (Government Resolution section) and upload it on the grievance website to save time.

 

After 30 days I followed it up with an RTI application to find out the status of my complaint.

 

It worked wonders since, I saved a lot of time and effort posting letters and remembering speed post numbers.

 

At around the 29th day of filing the rti application, I had already prepared my first appeal since I did not expect a reply.

 

However, the last day of the expected reply ie the 30th day, was actually the 1st of august 2012. My mother received an sms from her bank where she is getting her pension. The sms showed the new amount that was the increased amount as per the sixth pay commission credited to her account.

 

It was just amazing. It helped because in this way, through filing the complaint on the government website, in the event if there was any policy related decision that was supposed to be taken, it had to be taken as per the rules of the grievance ministry.

Surely sir,

In fact the pgportal + rti method was the most successful since, no officer can claim that documents were "burnt in any unforseen fire" and also the online facility is time barred since it has time stamps also, ie the time that it was actioned by each officer.

I just wanted your support in starting a forum that will actually deal with PGPORTAL + RTI complaints, since it was the most effective way of using the government machinery and the right to information to the applicants benefit.

I have also lodged a complaint on pgportal.gov.in with Government of Gujarat and its been more than 90 days & no action has been taken till date, status says "Grievance received".

 

This Grievance pertains to 6th pay commission arrears which my father is suppose to receive.

 

I wanted to know

 

1) Whom did you address this RTI application ? (State Information Officer or Public information officer of a particular department)

 

2) What were the questions you framed in this application ? (Was it as simple as "Request you to provide the status of Complaint")

Hello there.

 

Firstly it was a good step that you took..

 

Firstly take a print out of that complaint..there is a button on the screen that has two options "logout" and "print"

 

Then file a regular status of complaint request to the public information officer of the department and address will be listed in the complaint . give the reference number that you see on the screen of pgportal.

 

yes it is as simple as status of the complaint.

In fact after the new stipulation of decreasing the amount of words one can use in the rti application. we can use this method. and then file a crisp rti just to find out the status of the application....it is really an effective method.

Thanks for your response and appreciate your effort for writing each and every step in detail. This will be of great help to others who are struggling to get their arrears as per 6th pay commission and tired of writing N number of complaints to the designated officers who hardly bother to even respond to those complaints.

 

Will keep the thread posted on the progress of the complaint as the response might take 20-25 days.

Will really look forward to it.

It would be nice if you could upload the responses of the officers after blurring out the names of the individuals to protect their identity so that it could help a lot of other people.

Again the beauty of this method is that in the event if any decisions have to be taken at the POLICY level they are taken. since that is a pre-requisite of the pgportal website that mandates a 90 day period for reply.

I am re-working the rti application for other users to be used so that they include the conditions of the pgportal website.

Well just to update the thread I had received a letter from PIO stating I that I need to pay Rs 10 to get the information regarding following points

I made a postal order of Rs 10 and received some documents which stated that the complaint has been forwarded to the respective department and a copy is sent to Finance department in Delhi and that necessary action will be taken to resolve the matter at the earliest.

 

But as such I did not receive the names of officers involved or the action taken against officers or the expected date by which the matter will be resolved.

 

Should I file for an appeal or wait for some more time ?

No need to file appeal, you may start the same afresh with Finance department in Delhi.

      Hello all,
                   I have given my LL.B 5th sem. exam and after declaration of result i was not satisfied (GOT ATKT in 1 sub. But my paper was good) with my result so I fill an rti to provide photocopy of my answesheet but they refused by saying that university will only give answercopy by filling their on answer copy request form other then they can't. Also the form should be fill under 1 week declaration of result. 
      After this I fill 1st appeal but the result was same. Now what should I have to do, I know you will say that go to 2nd apeal.
      But what is more beneficial in my case Complaint under section 18 or 2nd apeal under 19. Actually I have re-exam after 6 months and it takes almost 1 to 2 year disclose of my appeal. So what is best option 
      What is best option for me for fast result appeal or complaint

      Hi,
      Need some clarity on how to draft the RTI for the information asked; Alternatively, please advice what other course of action to pursue?
       
      Background:-
      Case of Illegal Recovery of Pension by Public Sector Bank  (thereafter referred as PSB)
      1) The PSB, the pension disbursal bank mistakenly overpaid the pension to the pensioner for 10 years;
      2) No connivance or misrepresentation from the Pensioner; solely a mistake done by the Bank. 
      The over payment was detected via a CAG Audit, and the mistake of the bank as well was pointed out in the same audit
      3)Now the PSB has started recovering the Pension since last 3 years, illegally.
      4)No recovery order or show cause notice has been ever issued to the Pensioner by the bank or any competent authority
      5)This recovery is illegal as per Apex Court judgement on Rafiq Masih's Case- 
      which states that no recovery can be done after 5 years of continual overpayment
      6) The Pensioner has been forced to go to the court to seek redressal. Case is stuck in the court for the last 3 years
      An RTI Was filed in May 2018/ Information sought and response received are as under:-
      Q-2) Provide the list of all officials and their designation who dealt with this pension matter during Dec 2006 to Dec 2007 at CPPC and PSB Branch
      Q-3) Name the officer who responsible for sanctioning the excess pension
      Q-5) Please provide number of cases in your bank wherein excess amount of pension is being recovered
      Response received (for all three questions, above) from CPIO: As informed by the Branch Manager of your branch : Information is not available
      Q-4) Name the officer who is recovering my excess pension
      Response received : The excess pension has been detected by the Performance Audit Team  under CAG and adviced via audit memo 36 dated XX 
                           to recover the amount of 10 Lakhs which is over paid since  1. 1. 2007. As such bank is recovering now and refunding the authority.
      My Comment on Q-4:
      It doesn't give the name of the officer who is recovering excess. Plus: The Audit Memo from CAG does not talk about recovery at- all. This has also
      been mentioned in the affidavit by the pension sanctioning authority in the court where it states that CAG has not issued any order of recovery. So this response is misleading.
      Unfortunately I was not able to file the First Appeal to the above response.
      Should I file another RTI ? Is re-drafting of the questions needed? The bank is hell bent on shielding its errant officials and protecting them.  Please feel free to advise me on any other course of action as deemed fit.
