Your right to information is taking a big leap, into cyberspace. The government will launch two web portals this month to enable citizens to file their information requests and receive responses over the web. The move will coincide with the department of posts launching an electronic version of postal orders, giving Indians abroad the option to pay for the information using postal orders. The e-postal order would initially be only available to Indians abroad and would be later extended to everyone living in the country.

 

The postal department's project is largely aimed at Indians abroad and is the outcome of RTI activists who complained about their inability to file RTI applications from foreign countries.

 

It is the second project - driven by the Department of Personnel and Training - that could change the way most people file RTI applications. It enables information applicants to pay Rs. 10 fee using a credit or debit card. Once the system stabilizes, applicants in India too can use the e-postal orders like the NRIs.

 

RTI activist Lokesh Batra - one of those who nudged the government to issue e-postal orders - said he was glad it was finally becoming a reality.

 

The online applications would initially start with DoPT and would be gradually expanded to cover all public authorities under the central government.

 

Government sources said the project to let people file online applications was in line with state minister V Narayanaswamy pushing officials to raise the transparency bar. In fact, the source said, it was on account of the minister's insistence that the department had started uploading some orders on its website.

 

Narayanaswamy envisaged a situation where the department would upload every order issued by his ministry at the end of the day. Once this target was achieved, he intends to persuade other departments to replicate their transparency model.

Govt to launch website for e-postal order by March end - The Economic Times

 

NEW DELHI; A website to help Non-Resident Indians (NRIs) to pay the fee for filing RTI applications through e-postal order is all set to be launched by this month end.

 

The website will have an option for NRIs to pay the fee of Rs 10 via credit or debit cards to the government while exercising their Right to Information, official sources said.

 

The Department of Personnel and Training, which act as a nodal agency for the implementation of the RTI Act, has worked out all the modalities along with the Department of Posts for the purpose, they said. The facility, which is likely to be made online by this month end, will also be extended for citizens living across the country, the sources said.

 

The DoPT has already floated a tender for an RTI call centre and website project which will help an applicant to file applications online under the transparency law and receive the response.

नई दिल्ली।। राइट टु इंफर्मेशन (आरटीआई) ऐक्ट लागू होने के सात साल बाद सरकार अब ई-पोर्टल लॉन्च करने को तैयार है। इससे ऐप्लिकेशन ऑनलाइन फाइल की जा सकेगी। ऐप्लिकेशन की 10 रुपए की फीस डेबिट या क्रेडिट कार्ड से देने की सुविधा भी मिलेगी।

 

आरटीआई एक्ट लागू करने वाली नोडल एजेंसी डिपार्टमेंट ऑफ पर्सनल एंड ट्रेनिंग (डीओपीटी) इसी महीने ई-पोर्टल लॉन्च करेगी। इस प्रोजेक्ट को एनआईसी और स्टेट बैंक ऑफ इंडिया (एसबीआई) के साथ मिलकर शुरू किया गया है।

 

इसके लिए एप्लिकेशन फाइल करने वाले को ई-पोर्टल पर एक बार रजिस्ट्रेशन कराना होगा। उन्हें लॉग-इन करने के लिए यूजर आईडी और पासवर्ड दिया जाएगा। रजिस्ट्रेशन के बाद इंफॉर्मेशन के लिए एप्लिकेशन ऑनलाइन फाइल की जा सकती है।

अभी तक इसकी 10 रुपए की फीस पोस्टल ऑर्डर से देनी पड़ती थी। अब यह डेबिट या क्रेडिट कार्ड से भी जमा की जा सकेगी। सूत्रों के मुताबिक, डीओपीटी ई-पोर्टल प्रोजेक्ट को लेकर काफी एहतियात बरत रहा है। डीओपीटी की योजना पहले इसे अपने लिए लागू करने की है। बाद में इसे सभी सेंट्रल मिनिस्ट्रीज के लिए लागू किया जाएगा। डीओपीटी के सीनियर अफसर ने बताया, 'मौजूदा सिस्टम में काफी पेपरवर्क करना पड़ता है। इसके अलावा लेटर खो जाते हैं और सभी एप्लिकेशंस की फिजिकल फाइल संभाल कर रखनी पड़ती है।

 

इलेक्ट्रॉनिक सिस्टम से सरकार को इंफॉर्मेशन देने की कॉस्ट कम करने में काफी मदद मिलेगी। हम पहले इस पोर्टल को डीओपीटी के लिए लॉन्च करेंगे। इसके बाद इससे दूसरी मिनिस्ट्री को लिंक किया जाएगा। धीरे-धीरे इसे सभी सेंट्रल पब्लिक अथॉरिटीज को जोड़ा जाएगा।' छह महीने में किसी भी एप्लिकेशन का ऑनलाइन जवाब मिल जाना चाहिए। अधिकारी ने बताया, 'ई-पोर्टल की कामयाबी इस पर डिपेंड करती है कि किस तरह से सेंट्रल पब्लिक अथॉरिटीज नए सिस्टम को लेकर रिएक्ट करती हैं। हम चाहते हैं कि इस साल के अंत तक आरटीआई दाखिल करने का कामकाज पूरी तरह से इलेक्ट्रॉनिक हो जाए।'

BANGALORE, INDIA: Now, when the citizens of India can file requests for government information under the RTI Act by accessing a new portal- http://rtionline.gov.in/ - there could be some curiosity to know about the procedure to file RTI requests online.

 

Though the facility is still in its pilot phase, the Department of Personnel and Training (DoPT) is planning to roll out this facility across all ministries and departments situated in New Delhi and at a later stage, the DoPT would also consider for a nationwide roll-out of the facility.

 

Now the point is, how does one file a request online and would the RTI requests reach the right authority?

 

Procedure to file an RTI Application Online

 

At this initial stage, an applicant who desires to obtain any information under the RTI Act, 2005, can make a request to only the Central Public Authorities of main Ministries/Departments through the RTI Online Portal. As per the RTI Act, the applicant need not pay any fee for the first appeal.

 

While filing an appeal with the First Appellate Authority (FAA), the applicant has to select the option "Submit First Appeal" in the RTI Online Portal and fill up the form that will appear. The registration number of original application may be used for the reference.

 

The appeal filed through this RTI Online Portal will also reach electronically to the Nodal Officer of the Ministry or Department concerned and ‘not' to the first Appellate Authority. The Nodal Officer will transmit the first appeal to the concerned First Appellate Authority (FAA), either electronically or physically.

 

In case the RTI application is not meant for the Ministry or Department, which has been selected by the applicant, the "Nodal Officer" of the said Ministry or Department will transfer the application electronically to the "Nodal Officer" of the main Ministry or Department concerned that is located at New Delhi, under section 6(3) of the RTI Act.

 

Once the application has been submitted, a unique registration number will be issued, which may be referred by the applicant for any reference in future. The application filed through this RTI Online Portal will reach electronically to the "Nodal Officer" of the Ministry or Department concerned and ‘not' to the CPIO of the Ministry or Department concerned.

 

The Nodal Officer will transmit the RTI application, either electronically or physically to the concerned CPIO.

 

While filing the application online, the text may be written in the prescribed column of the form. Currently, the text of the application is restricted to 500 characters only in the prescribed column of the form. In case, the text of an application contains more than 500 characters, it can be uploaded as a PDF attachment in the "Supporting Document" column of the form.

 

How to pay fees online?

 

While filing an RTI application, a non-BPL applicant has to pay an application fee of Rs. 10. As per the RTI Rules, 2012, no RTI fee is required to be paid by any citizen who is below poverty line. The applicant must attach a copy of the certificate issued by the appropriate government in this regard, along with the application.

 

While filling up the first page of the RTI Application online, a non-BPL applicant has to click on "Make Payment" button for remittance of the prescribed RTI fee. The applicant can pay the prescribed RTI fee through Internet banking (through SBI and its associated banks) or by using ATM-cum-Debit card of the State Bank of India (SBI).

 

In case additional fee representing the cost is required for providing information, the Nodal Officer will intimate the same, which can be viewed by the applicant through ‘View Status' option in the RTI Online Portal and an e-mail alert will be sent to the applicant for the same.

 

For submitting the additional fee online, the applicant needs to use the option ‘View Status' in the RTI Online Portal and on providing the registration number of the request, option for ‘Make Payment' will provided.

 

If an applicant wants to receive SMS from RTI Online Portal, then he/she can provide their mobile number for the same. However, this facility is optional for the applicants.

NEW DELHI: In a step towards greater transparency, the government has started a unique facility of submitting RTI applications and fees online.

 

The portal--www.rtionline.gov.in-- has been created with an aim to help people exercise their right to seek information through online medium, said officials in Department of Personnel and Training (DoPT), which acts as nodal department for the implementation of transparency law in the country.

An information seeker can submit a fee of Rs 10 via Internet banking through SBI and its associated banks. One can also use credit or debit cards for payment of the fee, they said.

"At present, people can file online applications and appeals for information related to the DoPT only. They can also make payment of RTI fee using this platform," a DoPT official said.

The website was launched earlier this week. Through it, RTI applications or first appeals can be filed by Indian citizens only for the main ministries or departments of central government, located at New Delhi.

"The government will extend this facility to all its ministries and offices in the national capital by this month end," the official said.

The website will give an individual greater and easier access to government information, the officials said.

The Centre's flagship Right to Information Act, which was enacted in 2005, mandates timely response to citizen requests for government information. One has to pay a fee of Rs 10 for seeking information.

नई दिल्ली, प्रेट्र : आरटीआइ आवेदन और उसकी फीस के भुगतान की प्रक्रिया अब ऑनलाइन हो गई है। सरकार ने पारदर्शिता बढ़ाने के क्रम में इस विशिष्ट सुविधा को शुरू किया है। कार्मिक और प्रशिक्षण विभाग (डीओपीटी) के अधिकारियों ने बताया कि पोर्टल आरटीआइऑनलाइन डॉट जीओवी डॉट इन को बनाने का उद्देश्य ऑनलाइन के जरिये जनता को सूचना का अधिकार पाने में और अधिक मदद करना है। आरटीआइ आवेदन की फीस दस रुपये है। फीस का भुगतान स्टेट बैंक ऑफ इंडिया एवं उसके सहयोगी बैंकों की इंटरनेट बैंकिंग सुविधा के जरिये किया जा सकेगा। क्रेडिट या डेबिट कार्ड के जरिये भी फीस का भुगतान किया जा सकता है। वेबसाइट इस सप्ताह की शुरुआत में लांच की गई थी। अभी सिर्फ नई दिल्ली स्थित केंद्र सरकार के मुख्य मंत्रलयों या विभागों से जुड़ी सूचनाओं के लिए आरटीआइ आवेदन किया जा सकता है। इस महीने के अंत तक सरकार यह सुविधा राष्ट्रीय राजधानी स्थित अपने सभी मंत्रलयों और कार्यालयों में लागू कर देगी।

The Ministry of Overseas Indian Affairs has written to the heads of all Missions directing them to create awareness regarding the facility of Electronic Indian Postal Order (e-IPO) for payment of Right to Information fee abroad under the Act.

 

According to the correspondence issued by the Ministry, the move is aimed at empowering all citizens to have access to information from public authorities by paying application fee of information as prescribed by the appropriate government.

 

RTI activist Commodore Lokesh K. Batra said: “This is a welcome move. The Central Government on March 22 had launched e-IPO to facilitate payment of RTI fee from abroad by the Indian citizens there. However, four months since the move I did not see this information being disseminated on the website (RTI link) of ‘Indian Embassy’ in Washington DC, USA. Now we are happy with the fact that on July 23 a circular has been issued to all heads of Indian missions.”

Subject: Extension of RTI web portal for online filing of RTI application.

 

In continuation of this Department’s O.M. of even number dated 22/04/2013, it is intimated that the facility of RTI online web portal has been extended to 37 Ministries/Departments of Government of India, so far (list enclosed). It is planned to extend this facility to all the remaining Ministries/Departments of Government of India by mid August, 2013. This facility is presently not proposed to be extended for field offices/ attached/ subordinate offices.

2. It is again requested that training to all the CPIOs and First Appellate Authorities (FAAs) may be provided by the concemed Ministry/Department, through the officials trained by DoPT/NIC. If required, further training can be provided by DoPT/NIC, on the request of the concerned Ministry/Department. User name/password to all the CPIOs and FAAs are to be provided by RTI Nodal Officers of the concerned Ministry/Department. It is imperative that the RTI Nodal Officers update the details of CPIOs/FAAs in the system and issue user name and password to them at the earliest.

3. The contents of this OM may be brought to the notice of all concerned.

Lokesh Batra highlights developments which popularize e-IPO

 

 

RTI activist Commodore (Retd.) Lokesh K. Batra, who has played a significant role in popularizing the Electronic Indian Postal Order (e-IPO), shed light on the developments and the future of the facility in his latest communication.

The e-IPO was released on March 22 this year for 'Indian Citizens' abroad' to be able to purchase Indian Postal Order electronically by paying a RTI Fee on-line through e-Post Office Portal of the Department of Posts.

Lokesh Batra said that since there were no initiatives taken by the Government to bring awareness of the eIPO facility among 'Indian Citizens' abroad', in July this year he took up case with Ministry of Overseas Indian Affairs (MOIA) and the Ministry of External Affairs (MEA).

Batra has expressed satisfaction with the response he got from both the MOIA and the MEA.

"Must say both Ministries (MOIA and MEA) took prompt action and issued directions on July 23, 2013 and August 02, 2013, respectively to all Heads of Missions and Posts abroad to undertake awareness of eIPO facility for payment of RTI Fee and Cost," Lokesh Batra said.

Following this, Lokesh Batra's next step was to ensure that the MOIA and MEA efforts do not remain on papers only, and so he communicated via over 130 email letters between August 19-24 2013.

Lokesh Batra got response of thanks from 14 Missions, while many others did act on his request by posting eIPO links.

As of August 24, 2013, 37 of the total 125 Missions (30 percent) have indicated eIPO information on their website.

Presently, the eIPO facility is provided to 'Indian Citizens' abroad' for 2369 public authorities consisting of Ministries and mainly Departments of Central Government.

According to Lokesh Batra, future proposals will look to extend the eIPO facility for filing RTIs in Indian Missions and Posts abroad, an initiative which is also under consideration in MEA and DoPT.

Additionally, Batra said that efforts are also on to get the facility extended for purchasing eIPO for all Central and State Public authorities in India, who accept IPO as mode of RTI Fee.

I have same problem from last i week. Assuming i made mistake in choosing Right option from "Indians Staying abroad" and "Indians Staying in India" , i tried to register afresh when i got message that my email_id is already registered. On 17th April 2014, i wrote email to EPO HELP (email id epohelp@indiapost.gov.in ) and have also sent reminder asking him to cancel the earlier USER feed and allow me to register afresh. But he has not replied so far. please do share your experiences in last 2 weeks and whether you could sort out the issue and if so how ?

I am facing similar/same problem from 17th April 2014. Have sent email to EPO HELP (email id epohelp ATindiaapost.gov.in ) to cancel the form perhaps filled with incorrect option (i think i wrongly chose "Indians staying abroad) and allow me to register afreash as i get message that my email_id is already registered. Please do share your experiences if you have sorted out the issue in last 2 weeks if so how ?

I am facing same problem and i have got stuck from 17th April in Loop of creating new user. there is no response to email/reminders to emails sent EPO HELP (on email id given at portal). I have finally lodged ONLINE RTI query for same today.

      I wish to know,
      How to file RTI to information about OBC Non Creamy Layer.
      As per OM, for children of class iii/class c state government officer income test is not applicable.
      But OBC issuing authority/SDM of our state is not aware of this and rejects our application.
      So i filled an RTI to get information about same, but got reply as queries/clarification does not come under RTI act.
      So how do i file an RTI to know applicability of INCOME TEST for CLASS C officer.
      Please reply..........
