Even the lower too!
No one is taking RTI seriously. I have filled an RTI, even after 70 days of RTI request, and 40 days of the first appeal, there is no response of my RTI. I am still waiting for a response. An RTI office employee of my institution says it can take a year.
Reason is very simple as the word IAS himself denote as "I AM SAFE". As the beurocracy ought to be highest decision making authority to implement the Government policies who's so ever political parties ruling the country on the day. Therefore the agenda of the ruling party has to be implemented through this beurocractic machinary keeping in view the rules and regulations.
Since due to passages of time and multiple party system in largest democracy of our country a few beurocrates to gain access with the bosses of these parties involved themselves for pecuniary gains and by changing the regim the party in power tries to them sidelines even cases being registered against them.
Therefore now most of these beurocracy remains with the mindset not to take any policy's decision and are happy in administration.
