      Go through Sec.19 and study the stipulations.  If you fail to receive any reply from FAA within reasonable time (50 days), you can file appeal to State or Central Information commission.  Please go through website of public authority, RTI segment, and if it is under control of State Govt second appeal to State Commission and if it is under Central Government then to Central Information Commission.  Finally go through relevant website of the commission for stipulations in filing second appeal. Invariably mark a copy to PIO and enclose copy of  service proof with second appeal.
