The petitioner, the general secretary of NGO, Parvinder Singh Kittna, in his PIL, has stated that there is one post of chairperson and five posts of non-official members in the commission. However, the post of chairperson is lying vacant since December 30th, 2011 and four other non-official members have also retired on completion of their tenure during the intervening period. He further stated that the Punjab State Commission for Women has become totally non-functional since May 2012 and at present; there is only one non-official member, Parveen Sharma, who was also not being paid salary since May, 2012 by state government. He further said in his PIL that as per information received under RTI Act, the various employees of the commission are getting salary and allowances to the tune of Rs. 4.15 lakh per month. However, due to non-appointment of chairperson and four other non-official members, the commission is not conducting its meetings regularly. He added that as per the RTI Information, around 1300 complaints were being received by the commission during the year 2010-11 and as many as 611 complaints were received by the commission till July 2012. He accused that the state government has been showing indifferent attitude to the commission, despite the fact that it is a statutory body, and the government is under legal obligation to make appointments to this commission. During arguments before the bench, the counsel for the petitioner stated that as Punjab State Commission for Women is non-functional, the suicide committed recently by Jalandhar based college girl Shivali went unnoticed, since the obligation to protect the human rights of the women appears to be the duty of the commission.

She wants these displays to be drastically reduced. The Prime Minister's Office (PMO) has begun to action Mrs Gandhi's request and will start taking steps to reduce the number of functions held at these memorials. The letter was sent a few days after former prime minister and Mrs Gandhi's husband Rajiv Gandhi's birth anniversary on August 20 and before Mrs Gandhi went abroad for medical treatment. The government at present organises six functions to mark birth and death anniversaries at the memorials of Mahatma Gandhi, Jawaharlal Nehru, Indira Gandhi, Rajiv Gandhi and Lal Bahadur Shastri. Another 10 are organised by various trusts and the government facilitates these functions. There was much criticism of the government's spending on advertisements by ministries and departments to mark Rajiv Gandhi's anniversary this year. Mrs Gandhi's letter, however, does not mention ads. Last month, an NGO, Foundation for Restoration of National Pride, filed a Public Interest Litigation (PIL) in the Supreme Court, asking it to stop the government from "eulogising" and "glorifying" its achievements using public money. The Supreme Court has agreed to hear the petition, along with one which objects to the government spending crores on birth and death anniversaries of leaders. In May, a Right to Information (RTI) application filed by NDTV established that the Central government has spent Rs. 58 crore on ads in the last three years. Rs. 15 crore were spent on ads honouring Mahatma Gandhi; another Rs. 12 crore were used for ads in honour of BR Ambedkar. Ads on the Gandhi family (Jawaharlal Nehru, Rajiv Gandhi and Indira Gandhi) added up to roughly Rs. 22 crore, and that did not include the campaign involving Rajiv Gandhi's birth anniversary. The RTI also reveals that state governments are equally generous with their advertising expenditure - Andhra Pradesh, Delhi and Uttarakhand are the big spenders. In Andhra Pradesh, Rs. 8 crore have been spent in three years on ads for former chief minister YSR Reddy who died in a helicopter crash in 2009. The slowing economy has put the government in austerity mode. As part of its attempts to check expenses, five-star hotels are off-limits for seminars and official lunches and foreign travel by officials is being restricted.
Civic panel to take care of water agreement Reported by dnaindia.com on September 05, 2012 Civic panel to take care of water agreement - Pune - DNA Standing committee of the Pune Municipal Corporation (PMC) on Tuesday decided not to proceed further with the present draft of water supply agreement of 11.50 TMC with the state irrigation department and asked the municipal commissioner to present the draft before the standing committee for discussion before signing the agreement. After the draft of the water supply agreement between PMC and the state was made public through the Right to Information (RTI) Act 2005 by city-based NGO Sajag Nagrik Manch, all party members in the standing committee unanimously revoked the rights given to the municipal commissioner for directly signing the water supply agreement with the state. Moreover, the standing committee will demand around 6.5 TMC additional water from the state irrigation department. The 2004 agreement on water distribution between the state and the PMC lapsed in 2010, and a new agreement was expected to be signed by the municipal commissioner Mahesh Pathak on Tuesday.

Just log on to the newly-designed official website of the BBMP. The layout of BBMP’s official website (www.bbmp. gov.in) has changed from Saturday. The new layout is more user-friendly and eye catching than the previous one, the civic body has claimed. According to sources, the initiative is to make it more transparent. “Public can access many documents, including the status of ongoing projects, estimation, amount spent so far and remaining amount of the work. This will reduce the number of RTI applications,” an official said. The website will also provide information on the task of various Standing Committees like number of raids/ inspections and meetings conducted. Assets and liabilities of all the 198 councillors are uploaded year wise. On citizen services like registration of birth/death certificates, khatha, getting approval for building plans and applying for trade licenses, the website clearly gives the picture of the documents that need to be submited to obtained these certificates. There are also details on number of dog bite cases, animal birth control programme and the expenditure. “Official meeting proceedings related to public work and utility will also be uploaded in the website within three days,” sources said. However, many documents are yet to be uploaded and it will take at least 15 days to complete the design. There are also details on the number of sanctioned posts, department-wise as well as vacant posts. Though various report submitted by Technical Vigilance Committee under Commissioner has been uploaded, the multicrore fake bill scam which was initially reported by TVCC has not been uploaded.
