  17. [h=1]HC directs DVAC to upload its crime manual on its website[/h] The Madras High Court bench here has directed the Directorate of Vigilance and Anti-Corruption to upload its crime manual on its website within six weeks, rejecing DVAC's contention that it was a privileged document and could not be made public. The manual should contain details about Government instructions and guidelines to investigating officers relating to corruption cases, Justice M Sathyanarayanan said in his order said yesterday on a batch of petitions filed by some public servants who wanted to prove that the investigating officer in the corruption case against them had not followed procedures prescribed under the manual. The DVAC had refused to issue a copy of the manual to them, following which they moved the High Court. The counsel for the petitioners submitted that the DVAC could not insist on keeping the manual secret much to the disadvantage of the accused, who required it desperately to establish their innocence during the course of trial. The judge said the DVAC was not entitled to claim that it was a privileged document and could not be made public. "We are in the era of Right to Information Act and especially when the Central Bureau of Investigation itself had hosted its crime manual on its website, why can't the DVAC do the same", he asked. The State Information Commission had directed the DVAC on November 28,2011 to furnish a copy of the manual to an RTI applicant. Justice D Hariparanthaman had then dismissed the petition against the Commission's order in December 2012 and upheld the Information Commission's order. The judge pointed out that G Rajagopalan, counsel for Tamil Nadu Information Commission, had also submitted that the manual was not exempted from disclosure. [h=1]Web traffic to government website topped on PM Narendra Modi's Madison Square Garden speech day[/h] NEW DELHI: Traffic to the Modi Government's showpiece website -- mygov.in -- hit an all-time high of nearly 10 lakh hits on the day Narendra Modi was on his maiden trip to USA as the Prime Minister last September and gave a rockstar address at the Madison Square Garden before meeting US President Barack Obama, the Prime Minister's Office (PMO) has revealed. The said website gets a daily average of 1.52 lakh views but it got the maximum page views of 9.82 lakh on September 29 last year, the PMO has revealed in response to a RTI application. "The latter takes you to mygov.in, a comprehensive platform that empowers each citizen to contribute towards nation building. Citizens can share their thoughts and ideas on a wide range of issues. MyGov has been initiated as a medium for public participation in governance. Hence it is configured to allow the maximum possible number of citizens to register and participate," the PMO said replying to a RTI application by activist Subhash Chandra Agrawal. Government websites

Hi all, Software technology is improving rapidly. India has always one the hubs of software technology. Organizations now have beautiful and effective websites. Why should India lag behind. We have the best minds. But why do government websites show no signs of improvement. Take for example the National Vector Borne Disease Control Programme(NVBDCP) website nvbdcp.gov.in and compare with cdc.gov, its counterpart in the US. Why should we have inferior-looking and ineffective websites? We have the money and personnel. How can I pose my questions to NVBDCP so that I not only ask questions but also be able to drive change? This may be true for other websites. Where is the fault. Is it in funding for the websites, red-tapism in recruiting software engineers, inability of software engineers to keep uptodate, lack of enthusiasm of the top decision makers, being too busy with other agenda, not recruiting the best software technicians, being complacent and self-satisfied and not looking to improve? If you were the IT Manager of NVBDCP how would you drive change? How do I frame my questions and how do I ensure that there is time-bound change? Change cannot be guaranteed because we are asking someone else but how do we apply constant pressure? If suggestions are made, how can it be ensured that its is heeded to?
