    AICTE eligibility

    From V.Balamurugan and K.John Singh Tirunelveli 627 011 e-mail: (Posting of mail ids & mob. no. is against Forum Rules -hence deleted) Phone: XXXXXXX, XXXXXXXXX 13 Jan 2010 To The Honorable Minister Ministry of Human Resource & Development New Delhi Sir, Sub: Redressal of Grievances and Suggestions to AICTE I have the honour to bring the following facts for your kind consideration and favourable action. We are working in a private engineering college as Asst Professors in the Computer Science and Engineering Department. Our qualifications are first class MCA/M.Sc(Information Technology), first class M.Tech(Computer Science and Engineering) and about to complete our Ph.D(Computer Science and Engineering). As per the existing faculty norms for Lecturer (now Asst Professor) cadre in the Department of Computer Science & Engineering, of Engineering colleges, a person with MCA / M.Sc followed with first class M.E (Computer Science and Engineering)/ M.Tech (Computer Science and Engineering) qualification is eligible. But as per the new norms the eligibility conditions are mentioned in AICTE website (AICTE) as follows. “BE / BTech and ME / MTech in relevant subject with First Class or equivalent either in BE / BTech or ME / MTech” Whereas as per the latest UGC Norms the eligibility conditions are as follows: 1.1. Master’s Degree with 55% marks in the appropriate branch of Engineering (Engg.) & Technology (Tech) . 1.2. NET/SLET/SET shall also not be required for such Masters Programmes in disciplines for which NET/SLET/SET is not conducted subject to the conditions stipulated in these Regulations in clause.3.3.3. 1.3. A minimum score as stipulated in the Academic Performance Indicator (API) based Performance Based Appraisal System (PBAS) developed by UGC in these Regulations shall be a mandatory requirement Under this circumstances, it creates ambiguity in many ways and causes a concern for the people like us. The abrupt changes in the policy decisions will seriously damage to the existing system. There are more than one thousand staff members, who are presently serving in private engineering colleges who were recruited as per the existing rules. It is not fair on the part of AICTE to curb the existing, well experienced faculty members by imposing restrictions. It seems that the rule makers fail to consider the prevailing conditions and the welfare of the existing members. The new rules affect us in the following ways. 1. The new rules block the students of Science stream from entering into engineering streams. 2. In many previous meetings of AICTE, the importance of the science is strongly insisted. However, the new rules do not consider it. 3. There is no provision in the new system that insists the qualifications related to the specialization of Engineering Teaching (such as B.Ed. for school education) for producing best engineering teachers. 4. Like the existing norms, there is no separate clause in the new norms that deals with eligibility of faculty members of computer science & engineering course. Since, Computer Science & Engineering field is still in its infant stage, there are no sufficient numbers of postgraduates with engineering background. 5. Further, since there is no clear demarcation among B.E.(Comp. Science & Engineering), B.Tech (IT), MCA, and M.Sc (Computer Science/ IT/ Software Engineering), all these students are undergoing more or less the same curriculum. 6. Although, on one side AICTE permits the science students to enter into PG course in Engineering, on the other side it is not at all giving any opportunity to them to become a teacher. It shows the dual standards of the AICTE. Instead of concentrating the quality education, the new AICTE rules were framed to suppress the teachers with science background. 7. As for as the faculty eligibility norms of MCA is concerned the new norms for Asst. Professor is given below. “ BE/BTech and ME/MTech in relevant subject with First Class or equivalent either in BE/BTech or ME/MTech OR BE/ BTech and MCA with First class or equivalent in either BE/BTech or MCA OR MCA with first class or equivalent with two years relevant experience” 8. The third part of the above rule is ridiculous and illogical. The rule says the Fresher with MCA qualification is not eligible to become a faculty member in AICTE approved institutions. we wonder, how can a person get relevant experience for two years without permitting him to work as faculty member. The definition for relevant experience is not given anywhere. Under these circumstances we humbly request you to kindly look into these discrepancies and advise the AICTE to find suitable remedies. We are in the hope that our humble views will be considered with due care and the remedial action will be taken to display the corrected norms in the AICTE web sites very soon.   2. Sir, I am working as Govt. Lecturer in Dept. of Technical Education, Govt of Andhra Pradesh. We are getting AICTE 2006 pay scales now. In these pay scale it is mentioned that we are eligible to Non Compounded advanced increments(As per Para 2.a.ii & 4.iii of APPENDIX-A of G.O.Ms.No.209 Higher Education (TE.1) Dept. Dated: 20.11.2010) for higher education qualification like M.E/M.Tech/PhD in Engineering. But here in G.O. it is not mentioned any procedure for calculating these increments like whether DA & HRA are admissible on the increments or not? Already one of our colleague applied under RTI to Commissioner requesting clarification on this matter. But they replied in single sentence as shown below "It is already well defined in G.O itself." Please help us framing the question under RTI in order to get correct answer whether DA & HRA are admissible on Non Compounded increments??
  3. It is Rajasingh, from National Engineering College. I would like to know the eligibility criteria for the Post of Principal frm AICTE, can any one please guide me on this?
  4. I have completed M.C.A., M.Tech(CSE) and have 2 years of experience as Lecturer in CSE department. Earlier I worked in a engineering college at Tiruvannamalai and resigned from that college. I applied to almost all the engineering colleges in Chennai, but didn’t get a single call for interview. I applied via courier, email and visited directly to colleges but the replies are always please wait we will come back to you. But no one came back. One engineering college called me for a interview and they selected as a acting lecturer only for one day. When I asked for the vacancy in that college, they said there is a issue going on currently in engineering colleges and candidates with M.C.A./M.Sc., M.E./M.Tech. Qualification. They are not recruited, saying that they are not eligible for teaching. There is a possibility to get job if we get the Eligibility certificate from Anna university. We went to Anna university to apply for the eligibility certificate, they asked for all UG and PG marksheets, syllabus and DD of Rs. 500. in the name of Director, Centre for Academic courses, Anna University. This is the instruction shown in the notice board. When we went to apply with all these documents, they didn’t accept it and said we have taken DD in the wrong name. They asked us to check in the website for the correct address (when they are able to say that this is the wrong name, why can’t they provide us the correct name to take DD and complete the process). We tried to search in internet to get the procedure to apply for Eligibility Certificate for Teaching in anna university, but couldn’t find the correct details. We also enquired inside the campus and no one is aware of this and they said that the Eligibility certificate is provided only for candidates who are willing to do Ph.D. and we don’t provide such certificates for teaching. There are rules to apply only for candidates who are trying to do higher studies and not for teaching. This is the place where we are stuck. A person with M.C.A./M.Sc., M.E./M.Tech. Qualification is over qualified for arts and science colleges and not eligible for engineering colleges. If this is the case then why does they provide lateral entry for M.E./M.Tech. after completing M.C.A./M.Sc. They shouldn’t allow M.C.A./M.Sc. candidates to join M.E./M.Tech. Only B.E./B.Tech. Qualified candidates can complete M.E./M.Tech. Still there are so many batches coming out with this qualification. This year also Anna University has invited application from M.C.A. to do M.E. or M.C.A.,M.E. to do Ph.D. Below is the information copied from the brouchre. To upgrade the technical qualifications, knowledge and capabilities of faculty members in the institutions offering MCA programme, the AICTE has recognised Ramanujan Computing Centre, Anna University as the nodal centre and Computer Science Department of University of Pune and Bengal Engineering and Science University (formally Bengal Engineering College (DU), Howrah) as sub-centres. This program provides opportunities for faculty members currently working in AICTE approved MCA institutions to upgrade their qualifications, by offering admissions to M.E. and Ph.D. programmes in Computer Science and Engineering. These centre’s also arrange short courses in current topics to update the knowledge in Computer Science / Information Technology areas.     discontinue from M.E(CSE) reg

    hi frnds, ive joined in ME(CSE) part time in AICTE affiliated institute. Ive paid 80,000(fee for 1 yr) on admission. due to some health problems i wanted to discontinue. By having a AICTE circular which says to collect full fee from discontinuing students, they refused to refund my fee and forced to pay the remaining 2 yr fee to get my original certificates. I have heard that the circular says that it is management's willingness to collect full fee. what is that actual AICTE circular?
  6. hello dear, My qualifications are MCA(Regular), M.Phil.(CS), M. Tech. (CSE) (Regular) and now teaching in Engg. College. i want the information regarding the qualifications of Assistant Professor in Engineering/Technology as mentioned in 22-01-2010 VIth pay commission on the web site of AICTE(http://www.aicte-india.org/downloads/reg-paydegree220110.pdf). in it they are saying that the Assistant Professor must be BE/BTECH and ME/MTECH in relevant branch with First Class or equivalent either in BE/BTECH or ME/MTECH. In it, it is not clear that the faculty which is teaching and have done there ME/MTECH in the concerned branch after MSc. in Maths/Physics/Computer Sc./Electornics/MCA and allied Subjects with First Class, are eligible or not. Such type of Clerifications were given in there previous qualifications by AICTE on dated 10-9-2003, in F No. FD/PSSC/Clarif./2003/f. and these clarifications were also given to the faculty also through RTI as an example on dated 29 July 2008 to Mr. Rvinder Pawar in letter no. AICTE/RTI CELL/2008/388. But now AICTE has not given any such type of clerifications. Because of that we are suffering and all our money and time looking to go in vain. So I Request to AICTE that remove this fog/smoke from our degrees on that we have invested a lot.
  7. The Punjab SIC had give a landmark judgment that College adheres to AICTE norms, so under RTI’. This decision was announced by Chief Information Commissioner R.I. Singh on 7-9-11 in CC702 of 2011. The news was publshied in Indian Express. A college that follows the instructions laid down by the All India Council for Technical Education (AICTE) is covered under the RTI Act. This ruling was given by the Punjab CIC while deciding the case of one Sardavinder Goyal from Panchkula, who had he approached the Punjab State Information Commission when he was denied information by G G S College of Engineering and Technology, Talwandi Sabo. Gurlabh Singh, vice-chairman of the college, said it was a private educational institution fully owned and run by a private trust — Bala Ji Educational Trust — registered under the Society Registration Act. He added that the respondent was neither owned nor controlled by the government. The trust was also not financed directly or indirectly by funds provided by the state, said Singh. However, the complainant said that instructions issued by the AICTE regarding constitution of the governing body of technical institutions provide for nomination of one member each of AICTE, the affiliating university and member of the state government. It was further submitted that AICTE regulates admissions and fees structure of the college. The respondent admitted that the college was recognised by the AICTE, but contested that such a recognition amounts to government “control”. The CIC said the nominee members participate in the management of the institution and AICTE has powers of inspection over the institute and also determine the tuition fees through state-level committee. The numbers of seats, course contents and syllabus are also determined by the AICTE, the CIC said.   8. i am a MSc(applied electronics),M.Tech(CSE) degree holder .now i am working as a lecturer in an engg college .after finished my M.Tech degree (may-2007 ) i sent a letter to AICTE through rti about the norms for lecturership in engg colleges & i got reply letter that my degree is eligible for working as a lecturer in an engg college .But Now the AICTE noms are reviced, according to that is there any problem to face in future
  9. Sir, I have been associated with an AICTE approved MCA institute as an asst professor(equivalent to associate professor as per new norms) and approved by university of pune. My basic qualification is MSc Comp.Science,SET and recently completed PhD.In new norms MSC is not given. As I am having 10 years exp. and PhD ,will i be able to get promotion as professor? The unstable norms really create confusion and affects the career of faculty members. AICTE should think about the career advancement of faculty members. Kindly help with the answer. Thanks Dhanya

    AICTE new portal

    AICTE has launched a new portal for online submission of different approvals to be conferred by AICTE to colleges all over India. This portal was ( supposedly) launched on Jan 10 2010, but it did not work at all. It was notified that services will be available from 17th Jan. Whatever srvices the portal claimed was only partially made available in painfully inceremental fashion day by day. Thosuands of private colleges were desparately trying to upload their data since then and it is still going on. It is really shameful that an organisation such as AICTE is instrumental in making available the lousiest software for thousands of colleges across India to seek approvals. The colleges till now have wasted thousands of hours of productive time in trying to upload their data. The AICTE itself has postponed the last dates for submission several times from 20Th Feb 2010 to 31st march. They were fully aware of the punishment they are meting out to the colleges and are remorselessly carrying on with the torture without paying much heed to colleges's woes. The software is has no semblense of a good design and has not even an iota of user friendliness and very little online help is available. The quality so poor that it is fit to be just flushed down the drain. Is Mr Kapil Sibal hearing?

    hello, i was a student of MOTHER TERESA POST GRADUATE AND RESEARCH INSTITUTE PONDICHERRY. Myself and nine other students got admission through GATE, but didnt recieve the scholarship from AICTE-MHRD. Our college has already approached the AICTE regarding this matter, they replied us that the person incharge of the distributing the fund has been transfered temporarily to some other department, they also informed us that he will be back in 10 days, but 3 months have gone we have not recieved any reply from them.. we dont know wat to do.. please help us..
