  3. Dear friends I have 2 querie 1) BDA - I have sent an application for infomation to the PIO (Town Planner Member). So far no reponse / reply even after 30 days. Should I approach the Apellate authroity - the commissioner ? 2) The BWSSB is fully karnataka govt organisation. In their website, the details of PIO are not provided. I have sent an application to the PRO of BWSSB as per the RTI. Even after 30 days no repsonse / reply. Should I make an appeal to the chairman of BWSSB. The PIO and Apellate officer details are not available on website Request help / suggestions from some in Bangalore
  4. Hello, I want to file an RTI to BDA to obtain the following information. 1. Documents needed for transferring property, when a property holder dies without writing a will. Also if the person who was holding the property was unmarried. 2. I also want to know the procedure which needs to be followed. My mother has submitted an application to transfer the site my brother's name to her name and they are not doing it. We have submitted all the documents as mentioned in BDA's web-site. They are asking us weird questions like how do you prove that my brother is my mother's son. If we show passport that is not sufficient for them. They are asking us to obtain legal heir certificate from the court. But courts are not issuing legal heir certificates now. Whatever Legal Heir Certificate that is obtained by the Tahasildar is not acceptable to them. So I want to know the documents needed and the exact procedure so that I can show it to them and make them do the job. I had submitted an RTI application for which they sent the same thing what was there in the web-site. But I want to know what is there in the Rule book so that in case they don't do the transfer I can approach the commissioner directly and ask him. Unless I know what is in the rule book I will not be able to do that. Can someone kindly help me in formulating the question correctly. Thanks and Regards, Chitra
  5. Dear All, I’m a tenant on long lease staying since 10+ yrs. in Bangalore East, Kammanahalli, which is part of the BBMP Corporation. However we do not seem to have proper road names or main & cross roads marked as yet. A neighbour is creating a huge problem as dumped mud in my compound damaging sanitary and I am unable to use bathroom since 1.5 months now, he is refusing to repair under some pretext as BBMP engineers seem to dance to the builder's tune. My landlord will not interfere as farawy and will not help. As BBMP engineers are colluding & I know he does not have sanctioned building plans, but building illegally. Also he seems to have encroached the road as he has both plots facing each other. the builder refuses to heed the local BBMP engineer the JE, his boss AE and complaining to the Commissioner of BBMP only resulted in him building very fast the house directly behind mine with extra workers. My neighbour is constructing two houses, a house behind my house and another opposite that. The sub cross road has only four plots, but the first two on either side of road have completely different plot nos. Also the buildings clearly exceed FAR, so verbally the BBMP engineer & builder assure me but do not show the plans, as surely big road sizes mentioned apart from road encroachment. How do I apply for building plans if any as no plot nos, or Notices issued by the BBMP engineer to cover-up. Any other questions I can ask? How do I draft the questions? and to whom? to get the info. and building plans or notices or bBMP commissioner on my complaints?

  8. he Karnataka Information Commission (KIC) has declared the iconic Ladies Club on Infantry Road as a public authority and brought it under the purview of Right to Information Act, 2005. The order was issued in a case filed by an RTI activist and our forum member, S. Umapathi. In its order, KIC has stated that as the government has leased out prime land at throwaway prices with a rent as low as Rs. 10 per month, it constitutes the government making a significant contribution to the organisation and, hence, it comes under the purview of RTI Act, 2005. Respected Sir, I have applied Form 6 for new voter ID card in Bangalore through the portal http://www.voterreg.kar.nic.in/ It's been 6 months I applied and sent the required documents to the processing center. As given below my constituency is also given with all details in the same website almost 4 months before from now. But still I am not getting the voter ID card. I visited the the BBMP office, Bangalore based upon the constituency and part no and they said it will come soon. Almost 15 times I went there and every time they gave me new date to come with no progress. Only card print is pending I believe and harassment is continuing.   16. Dear RTI advisers, I would like to send an RTI request to the Bangalore Traffic police Dept in Whitefield, to get a video surveillance of a junction at a particular time. This is concerning an unnecessary road rage behavior which scared me and family and had to drive away to avoid this drunk driver. I would like your help in writing the appl;ication requesting the relevant information, copy of video details on CD for further my concern.     Don’t dare to encroach

    As Posted On Sunday, September 06, 2009 by Atul Chaturvedi at bangaloremirror.com Ravindranath Guru has filed more than 300 RTI applications seeking details of building plans where he suspected encroachment and other violations. Nine out of ten times, his hunch has been correct, forcing BBMP to act , There is something about encroachments that 65-year-old Ravindranath Guru cannot stand, especially when public space is concerned. And with illegal constructions in Bangalore being what they are these days, Guru has turned into a one-man army, fighting unscrupulous builders and their bureaucratic cohorts. As an ordinary citizen, Guru’s modus operandi is simple: He uses the Right To Information (RTI) Act to expose violations of building plans. Ever since the RTI Act was enacted four years ago, Guru has filed over 300 applications before various civic agencies including the Bruhat Bangalore Mahanagara Palike (BBMP) seeking information about building plans. What is more, he has had a superb success rate: In around 275 cases, he has managed to point out various building violations, forcing the BBMP to crackdown against those who have encroached on public space. SOCIAL SERVICE A resident of 24th Cross in Banashankari II Stage, and a retired scientist of the department of information technology, Guru started his crusade only after retirement. The moment he realises that something is amiss with a construction that is taking place in his area, he would file an RTI application seeking photocopies of original documents. There have been instances where he was forced to file more than 25 RTI applications for a single case. After cross-checking, he would alert the authorities if his guess was right. “I have spent half my life serving the government and attending to my family, I thought it is high time I give back something to society.” I thought of using the RTI to fight injustice and expose the bureaucracy which is hand-in-glove with building contractors,” said Guru, who was willing to shed his reticence only after much persuasion by Bangalore Mirror. The original trigger for his crusade was when he realised that the footpath near his house had been encroached on by a building owner. FACING THREATS “It has not been a smooth drive after I decided to use RTI,” added Guru, whose post-retirement life would otherwise have been a recollection of nice memories. He has received threats several times, but has chosen not to give up. Pointing to a broken glass pane in his house, Guru said: “Three years ago, my house was attacked by unknown miscreants. They pelted stones, damaging the glass.” He decided not to replace the glass, preferring to keep it as a memento of his fight against corruption. “The quantum of corruption going on in the construction field is very high, and it is supported by BBMP officials. Once the construction plan is approved by officials, they don’t check the construction site. This is how corruption works inside the BBMP,” Guru said. But what miffs him most is the working of BBMP’s legal department. He added, “I have to file so many RTIs to get proper information about just one construction. For this, many times I have approached BBMP’s legal cell, but the response is pathetic. I have complained to the BBMP commissioner, but his priorities are different and he has no time to meet ordinary citizens.” He alleged that the BBMP’s vigilance cell, which is supposed to act on complaints related to illegal construction, has gone into sleep-mode. ROLE MODEL Guru has incessantly taken up cudgels against corruption and has turned out to be an inspiration for many social activists. In some cases, officials direct people in distress to approach him. Even the Karnataka Information Commission (KIC) has appreciated his efforts. State Information Commissioner K A Thippeswamy said: “At this age, he is fighting against illegal construction and corruption in the department. His work is to be appreciated.” However, Guru shrugs off the compliments. “This work has to be done by every citizen. Please go easy on me As the title goes, I am an outstation student, would like to order additional transcripts from Bangalore University as part of admission procedures. Question is, What is the procedure to gain additional transcripts thro post? Is it possible to get an RTI for that from Bangalore University? Can anyone help me with the form? How much is the RTI fee. Below mentioned is where I get my information. Bangalore Golf club brought under RTI ambit Reported by deccanherald.com on Dec 14, 2012 Bangalore Golf club brought under RTI ambit The Karnataka Information Commission (KIC) has classified the Bangalore Golf Club as a ‘public authority’ and brought it within the ambit of Right To Information (RTI) Act. While passing the order on December 11, KIC also directed the Golf Club as well as the Karnataka State Tourism Department, which controls the Club, to appoint a Public Information Officer and the First Appellate Authority within 15 days. The order was passed by Dr Shekhar D Sajjanar, State Information Commissioner, based on a complaint by S Umapathi, a resident of Kirloskar Layout in the City. Umapathi had sought certified copies of a list of records duly catalogued and indexed as required to be maintained under the provisions of the RTI Act. He also asked that the information be given to him in the form of a compact disk. Club response The Club responded that as it is not a public authority (as per 2 (H) of the Act), it was under no obligation to release the information. After the complaint was made, the counsel for the Club had attempted to have the KIC reject the complaint on the grounds that the Club was a society registered under Societies Registration Act and not an entity funded by the government.
  21. Dear All, I am a student of VTU University in Karnataka (which has become famous for all kinds of scams and irregularities). I have applied for RTI application under the clause "Life or liberty" of the Act -- referring to my liberty as a citizen of India, to enjoy continuous education without hindrance from any third party. My issue is that one exam paper of mine has been evaluated for less marks. After that I applied for "Revaluation" (by paying Rs500) and subsequently for challenge Revaluation" (by paying Rs5000) ; both these options are available to all students under the university for all the exams. (Infact, the university make approx 3.5 cr every 6 months, ie, every semester, in this fashion). Even after opting for these two options, my marks have not been increased, even though i deserve more, and hence I have failed in the subject. Due to this I will be loosing one academic year (my liberty to education). Hence I have applied for an RTI, asking for details of the name, experience, qualification of the professors who have evaluated my paper. Also I have asked for the answer-key according to which the university has evaluated the paper.. In this case, would the application come under the "life or liberty" clause?? Please guide me accordingly, asap. Thanks in advance
  22. sir i did a pre-sea maritime course from bangkok maritime institute from bangkok, thailand. they had promised and taken money from us but not after course 2 years has passed they are not giving us placements. some students have been waiting in india for 3 years also. but they are not calling us for on-board traing on ship. they had taken 12000 usd as fee including the placement fee. but they are wasting our time. please somebody tell us what we should do.

    KARNATAKA : Gram Panchayath

    Hi, In BANGALORE, Gram Panchayaths, give plan sanctions for Residential Layouts. They act according to their own whims & fancies. When they have given KHATHAS to some layouts, they ask for huge amounts of BRIBE to give KHATHAS to others. My QUESTION IS, " is there a way to find out HOW MANY khathas they have already issued and to whom" ? they may have issued nearly a thousand Khathas in one village, thru RTI, can we get information on number of KHATHAS issued and to whom it was issued ?
