New Delhi: India’s poll watchdog is concerned about the growing influence of black money in elections and may mandate electronic filing of accounts and e-capturing of photos or evidences of malpractices, new chief election commissioner (CEC) Nasim Zaidi said in an email interview. TOI in its edition dated February 26, had reported about the contradictions in accident and death figures furnished by Western Railway and the Government Railway Police (GRP) in response to a Right To Information query by Zaveri. While WR claimed 1,535 persons suffered injuries and 578 died between Churchgate and Dahanu Road stations in 2014, the GRP said 1,275 were injured and 1,200 died during the same period.   9. The misuse of funds came to light when Governance Reforms Department Punjab conducted a special inspection of all Suwidha Centers in state. The 700-page inspection report procured under the RTI Act revealed that certain DCs had bought laptops, ACs, fridges, sofas, televisions and computers using the Suwidha Centres’ money.     How to ask for check copy

  14. My brother was totally disheartened as he was not getting his tax refund since last 3 years. I came to know about RTI and he very happily took help of RTI for refund. The good news is that he soon received one check of 37900/= with a covering note and the courier was received by him .He was overjoyed for the fast action but soon his happiness turned sour when the check bounced . My question is : 1. Isn't it punishable by law if the check bounces?? 2. Whom should he contact now that the cheque has bounced?? 3. How can a check issued from the Goverment office bounce ?? The reason given for the bounce is " ADVICE N" What does this mean ????? Please help us

    Check the *****

    It seems the officers can't keep their hands even off funds meant for victims of war and natural calamities. Documents obtained by a Ludhiana-based NGO under the Right to Information Act reveal that bureaucrats heading local branches of the Indian Red Cross Society diverted money collected for Kargil war relief and rehabilitation of tsunami and cyclone victims to pay hotel bills among other things. Such misuse of funds by senior public officials betrays the trust people have in charities. However, there is a lesson in this episode that holds hope for the future. The expose was the result of a judicious application of the RTI Act by an NGO. As we have said in these columns, the RTI Act is an effective tool that is at the disposal of the civil society to bring accountability and transparency in the conduct of public affairs. If backed by public action, the RTI Act could help the civil society to plug the leaks in the system. But is that happening? Yes, even if they are few and far between. Recently, a social audit in 13 villages in Andhra Pradesh forced contractors and panchayat leaders to return the money stolen from public funds. Similar audits of public works conducted under the National Rural Employment Guarantee Scheme in many states including Orissa and Jharkhand have exposed corruption by public officials and panchayat representatives. Such scrutiny has improved the working of the schemes and plugged leakages. People have also realised that they have the right and the means to get state officials to account for their work. The participation of citizens would naturally improve governance. However, more needs to be done to make the RTI Act truly effective. A legal provision is only as good as the institution that implements it. The role of information commissioners, who preside over the implementation of the RTI Act, is crucial in this respect. The track record of information commissions in states is uneven. One reason for this could be the large presence of former bureaucrats in these bodies. The RTI Act was legislated to tide over red tape in administration. Provisions for penalising erring officers, including fines, were introduced in the Act with this intent. The provision is rarely applied. Judicious but strict application of the penalty provision is necessary if bureaucrats are to take the Act seriously.     RTI to check exam cheating

    A civil services applicant in Delhi has used the right to information act to force a government agency to provide details of the seating arrangement of his competitors at the Union Public Services Commission examination. The seating plan, he claimed, shows that his competitors — identified as roll numbers 3512, 3520 and 3521 — had copied from each other during the test. “It appears from the seating arrangement that roll numbers 3512, 3520 and 3521 sat in the same row during the examination, and that 3512 and 3520 copied from 3521,” the appellant, S.K. Rathee, complained to the central government’s department of personnel and training. The central information commission slapped a fine of Rs 3,250 on the department for not replying to the complaint and not responding to the notice for the information.   17. BANGALORE: The Chairman of the Second Administrative Reforms Commission, M. Veerappa Moily, has said citizens’ charters are an effective instrument to check corruption and improve service delivery by public sector agencies in the country. Mr. Moily, who released a report titled “India’s Citizens’ Charters: A Decade of Experience” brought out by the Public Affairs Centre (PAC), Bangalore, said red tape and nepotism were concerns in public administration. The Right to Information (RTI) Act had largely opened up institutional mechanisms to combat the problems in civil administration. “Many times, rules and regulations have taken away the spirit of the law of the Constitution and made the lives of citizens miserable.” It was necessary to work out a law to provide a statutory mechanism in critical areas, he said. Comparison Drawing a comparison between the RTI Act and citizens’ charters, Mr. Moily said, “The latter is a document which represents a systematic effort to focus on the commitment of the organisation towards its citizens in respect of services.” The RTI Act was a legal instrument while the charter was not legally enforceable. The charter was a tool for facilitating the delivery of services to citizens in terms of standards, quality and time, he said. The four features of the charter, according to Mr. Moily, are: responsibility for service delivery, performance standards, compensation for non-performance, and instant redressal mechanism. “A lot needs to be done to make citizens get good value for public money. The charter is one of the necessary tools in this struggle to make citizens the sovereigns and the Government their servant,” he said. Planning Board Deputy Chairman A. Ravindra critically analysed the report and said the PAC could have surveyed the display of charters by local bodies and awareness among the people at the grass roots. He called upon NGOs to launch awareness campaigns to make the charter relevant to the public. PAC chairman Samuel Paul and project team members T.
