Dear All, Kindly enclosed herewith find scan copy of the order of Hon'ble Mrs. Urvashi Gulati, (IAS), SIC, Haryana directing the Medanta Medicity Organ Transplant Committee based in Medanta Hospital to upload decisions of the meetings since its inception of the said Committee on Hospital Web-site. It is very important step in the transparency of Organ Transplant procedures and proceedings which will in long way to reduce the existing corrupt system of Organ Transplant approvals. I reproduce the relevant part of the order below, QUOTE " The Commission however, notes that had the order of the Division Bench cited above been compiled with fully, the appellant would not have to seek information through RTI application. In view of the provisions of the Transplantation of Human Organs and Tissues Rules, 1996, as amended from time to time, and the Commission's direction, the Commission directs the SPIO of the office of the Medical Superintendent, Hospital Based Authorization Committee, the Medanta the Medicity, Gurgaon that decisions of the meetings of the Hospital Based Authorization Committee, since its inception be uploaded on the website of the Hospital.     Sri Lanka: Committee will draft the RTI Act

    A committee has been appointed to draft the Right To Information (RTI) Act, Media Minister Gayantha Karunathilaka said today. The Minister said this while speaking to reporters after visiting Kandy to worship and meet the chief prelates in the sacred city. He said that once the draft document is complete it will be presented to Parliament and approved as promised in the 100 day program of President Maithripala Sirisena. It is pertinent to mention here that as per the government reply to the Right to Information (RTI) application, the Department has neither record traceable nor any consolidated information with regard to the number of apprentice engineers engaged from time to time in the Corporation. The Corporation in the RTI had also admitted that some of the selected engineers have been terminated after discrepancies were found in their certificates and at least 12 candidates were sent on deputation on Motor Vehicle Department as Motor Vehicle Inspectors.   7. Who will be India’s next Central Chief Information Commissioner under RTI ? After nearly six months of keeping the post of Central CIC’s post vacant and with 203 applicants responding to DoPT’s advertisement for this post, the screening committee is finally meeting on 16th January to decide a name So, who will be India’s next Central Chief Information Commissioner? The Department of Personnel & Training (DoPT) has invited the search committee members comprising cabinet secretary, Rashtrapati Bhavan (chairman); Additional Principal Secretary to PM; Secretary, DoPT; Secretary, Ministry of Home Affairs; Secretary, Dept of Expenditure and Professor Ram Chand, National Centre for Agricultural Economics & Policy. They are scheduled to meet at the cabinet secretariat of Rahtrapati Bhavan on 16th January. On the same day, another meeting to draw a panel for information commissioners will also take place. The Agenda note for the meeting states that the 203 applications received for the CIC post have been divided into seven categories to facilitate shortlisting of candidate. The Agenda note procured by Moneylife states: “(the) Prime Minister’s Office (PMO) has directed that for the sake of consistency and uniformity in approach, the procedure for selection of information commissioner, which includes amongst other things, advertising the post and short listing by a search committee may be adopted for appointment to the post of Chief Information Commissioner as well. Such short listed panel may then be placed before the selection committee for its consideration.” “Accordingly, a circular was posted on the website of DoPT inviting applications to the post of Chief Information Commissioner on 24.10.2014. The post was also advertised in three leading newspapers (two in English and one in Hindi) as was done for appointment to the posts of information commissioners. The last date of receipt of applications is 24.11.2014. A total number of 203 applications for the post of Chief Information Commissioner in CIC were received.   8. NEW DELHI: Delhi Sikh Gurdwara Management Committee has written to lieutenant governor Najeeb Jung asking him to exempt Sikh women from wearing helmets. To claim the exemption, they cited an RTI reply from Delhi Police as proof showing that no Sikh woman had died in a motorbike accident last year. Avtar Singh Sethi, president of Delhi Sikh Citizen's Council said that he had filed the RTI to the office of special commissioner (traffic), Taj Hassan. Traffic cops then asked them toapproach the district police who replied that no data of a Sikh woman being killed in a fatal accident was received by them. The groups also wrote to the LG asking him to exempt Sikh women from wearing helmets since it would be hurting their religious sentiments. As reported in bombaynews.net on 06 June 2008: Goa opens assembly committee meetings to public, media Goa opens assembly committee meetings to public, media The Goan media and public got a pleasant surprise here when they were allowed to sit through an assembly committee meeting, directly getting to hear from those in power. 'It was quite a surprising experience (to allow the public at a committee meeting). But there were few people present perhaps because they were not expecting it, or not aware,' said lawyer Avinash Bhosle, a corporator from Panaji and former student leader, who was present at the meeting. A Goa secretariat employee who was present for a meeting, said: 'A journalist argued against the setting up of a landfill garbage dump near her home, but the opposition leader had a different point of view.' Assembly committees are set up to discuss issues of governance and comprise legislators from various parties. 'Going one step further, the speaker also enabled members of the media and the public to state their views before the committee on matters under their consideration,' said an official. Goa has made another effort to revive its committees that had fallen into disuse for a decade. Not just that, in April, Speaker Pratapsing Rane threw open all state legislative assembly committees to the media and the public here. But there are restrictions, and the media and citizens cannot ask 'any question or seek any reply either from the committee or from the official witness appearing' before it. The panel chairman has powers to issue orders to the media and citizens. Speaker Rane has plans to 'rewrite rules of the house and the committees' to meet current needs, to make members testify before committees in place of officers, telecast committee proceedings live, and permit the committees to sit at places outside the assembly - a huge and costly building that is located just outside Panaji but sometimes considered far from some parts of rural Goa. Goa assembly secretary R. Kothandaraman said the speaker also plans to create 'parliamentary NGOs' to 'enable the legislative assembly to reach out to the masses'. Kothandaraman, who has served in the national parliament too, points out that the Indian constitution does not speak 'elaborately' about committees, as it does about the whole house. Committees are fairly operational at the parliamentary (federal) level, but dormant in many state legislatures, he says. 'As an effective committee system is perceived as a threat to state governments, committees are either suspended or scrapped or made non-functional,' Kothandaraman admits. Incidentally, Rane is also credited with taking the initiative to pass Goa's early Right to Information Act in 1997 that worked well for a while before it got grounded in lethargy and political cum bureaucratic sabotage.

  11. The parliamentary committee on environment, media and technology has finalised the draft of the Right to Information bill following discussions held at the parliamentary secretariat on Friday. The bill proposes a three-member high commission on media to oversee the media environment in the country and work for expansion and promotion of the media sector. The bill has made it mandatory to the public authorities to furnish any information demanded by agencies or individual citizens within 15 days. Refusal or denial to this mandatory responsibility would invite Rs 1,000-25,000 fines on the responsible official. The provision is mandatory to NGOs as well. Similarly, the government offices should appoint a spokesperson to coordinate with media and provide information to the seekers. Orissa Pradesh Congress Committee to train Congress Office bearers on RTI President of the Orissa Pradesh Congress Committee (OPCC) Jaydeb Jena said that Congress office-bearers at the block level would be trained to utilise the Right to Information Act for exposing corruption in IAY. The Centre had sanctioned seven lakh special IAY houses in phases after the 1999 super cyclone and 2002 floods. But irregularities were found in the selection of beneficiaries in several blocks. The State Government had suspended several officials and sarpanches after detection of the irregularities. The first such training camp would be organised at Bhadrak on October 7 where representatives from Balasore, Bhadrak, Jajpur, Kendrapara, Jagatsinghpur, Cuttack, Khurda, Puri, Nayagarh, Angul and Bargarh districts would attend. The second training camp would be held at Jharsuguda on October 8 where representatives from Sambalpur, Jharsuguda, Deogarh, Sundargarh, Rourkela, Keonjhar, Balangir, Sonepur, Kalahandi, Nuapada, Ganjam, Gajapati, Boudh, Kondhmal, Rayagada, Malkangiri, Koraput, Nabarangpur, Dhenkanal and Mayurbhanj districts would attend. The training camps would be attended by MPs, MLAs, former MPs and MLAs, members of the All India Congress Committee and the Pradesh Congress Committee, presidents of all the frontal organisations and cells, office-bearers of the district Congress Committees and the presidents of the block Congress committees. AICC general secretary V Narayan Swamy would inaugurate the training camps at both the places. AICC secretary Arun Kumar would deliver the keynote address.
