  1. If Yakub Memon is hanged on July 30, he will be the third death row convict to be executed following the rejection of their clemency pleas by President Pranab Mukherjee. Since he became President in 2012, Mukherjee has turned down mercy pleas in at least 24 cases. Under Article 72 of the Constitution, the President can grant pardon, and suspend, remit or commute a sentence of death. However, the President does not exercise this power on this own — he has to act on the advice of the Council of Ministers. Lal Bahadur Shastri’s family appealed to Prime Minister Narendra Modi on Thursday to clear the air on his death, about 50 years after India’s second PM died under suspicious circumstances in the former Soviet Union where he had signed a peace pact with Pakistan a few hours earlier. The Congress leader’s relatives demanded old files pertaining to his death be declassified two days after Modi paid tribute to “the proud son of India” before a bust erected in Shastri’s memory in Uzbekistan’s capital Tashkent. According to official records, the 61-year-old Shastri died of a heart attack in Tashkent a day after he signed a peace agreement with Pakistani president Ayub Khan on January 10, 1966, some four months following the end of a second war between the two countries.     J&K: Much hyped PSG Act dying its own death!

    CM's intervention demanded Srinagar, June 27: More than four years have elapsed since J&K Government promulgated Public Services Guarantee Act (PSGA). J&K state was the second state in India which enacted the law guaranteeing public services to its citizens in a transparent and time bound manner. It was enacted on April 13, 2011 in the state. Madhya Pradesh (MP) was the first to enact a similar law, known as Right to Service Act, on August 18, 2010. After J&K, Bihar enacted this law on July 25, 2011. Several other states like Punjab, Rajasthan , Himachal Pradesh, Delhi, Kerala, Uttrakhand, Haryana and UP have also enacted legislations guaranteeing public services to their citizens. After enactment of J&K RTI Act 2009, promulgation of PSGA was seen as an achievement of Omar Abdullah, ex-Chief Minister of J&K. But with the passage of time this progressive law like other pro people legislations died its own death in the state. The main reason for the poor implementation of PSGA was the lack of political will on part of the previous government and absence of a strong civil society movement in Jammu & Kashmir vis-a-vis implementation and awareness of PSG Act.   6. Hello, My husband passed away last month in Chennai where we have been staying for last three years. He is a native of Kerala and his ration card permanant address is in Kerala. In the death certificate, by mistake, the hospital officials mentioned the Chennai address as both permanant and temporary address. Will this cause a problem in obtaining legal heir certificate? What is the solution?

(PTI Photo) A day after IAS officer DK Ravi was found dead at his official residence in Bengaluru, protests erupted in Bengaluru and Kolar and demands for a probe into his death poured in from all quarters on Tuesday. People called for a shutdown in Kolar district of Karnataka, following the young officer's death. Kolar Police have deployed additional personnel to prevent the lockdown called by some organisations as a mark of respect for Ravi. The protesters--mostly volunteers of the Aam Aadmi Party and members of pro-Kannada group Jai Karnataka--demanded an inquiry by the Central Bureau of Investigation, reports said. The Bharatiya Janata Party (BJP) condemned Ravi's death and urged the Karnataka government to come out with the facts that led to his 'shocking' demise. "The incident of a young IAS officer, who has been found dead in his apartment, is extremely shocking and intriguing. The fact that he was involved in some kind of a drive against builder mafia certainly raises many questions and suspicions. So far the information available does not give out any details about factors leading to his death," BJP spokesperson GVL Narasimha Rao told ANI. "We certainly expect the state government and the state police to come out with case facts related to the death of the young officer. There have been several attempts of honest officers having been killed in the past, we hope the state government takes appropriate notice and immediately acts against the culprits, if any are involved," he said. Ravi, a 2009 batch IAS officer, who had earned a reputation for being upright, had recently taken over as joint commissioner of Commercial Taxes. He was chasing builders in the city who had been evading taxes for years, one of his colleagues told HT on the condition of anonymity. The same source also said that Ravi had collected more than Rs 100 crore in outstanding tax dues from the builders. The 35-year-old had taken on the sand mafia as deputy commissioner of Kolar district. In Lucknow, social activist Nutan Thakur also appealed for a thorough investigation into his death terming his death as "suspicious". "The way Ravi ji's body has been found, the whole matter is obviously suspicious. The entire case should be thoroughly investigated. He took on the sand mafia and certain land mafias," said Thakur. "I can very well understand how such an officer, who fights against corruption, is made to face many hurdles. They are threatened and all kinds of efforts are made to stop them. The unauthorised work involve huge amount of money. That's why the culprits make all kinds of efforts to stop them," she said. IPS officer Amitabh Thakur asked Bengaluru Police to look into the case with "utmost seriousness". "Now that such a large number of officers are losing the confidence of the people, the mysterious death of Ravi is a very sad and grave incident and it needs to be looked into very properly and in complete depth. I request the Bengaluru Police to take up the matter very seriously and to unearth all the facts behind the death," Thakur told ANI. "It is a reality today that after the political mafia nexus, the officers many a times are under intense pressure and this leads to many kinds of situations, where officers are murdered in the way of their duty. Hence Ravi's death needs to be taken with utmost seriousness," he added. According to police, preliminary investigations suggest that Ravi allegedly committed suicide. "Prima facie it appears to be a case of suicide. His body was found hanging from a ceiling fan," police commissioner MN Reddi told reporters. He added that it was Ravi's wife who found his body found hanging from the ceiling. A special team has been formed to probe the case, he said. To a query, Reddi said, "Prima facie, we do not see any room for foulplay." Police said they are likely to analyse Ravi's mobile records, entry records of his apartment's reception, and CCTV cameras in the vicinity. State home minister KJ George, energy minister DK Shiv Kumar, Congress lawmaker from Kolar district KR Ramesh Kumar and a dozen senior tax officials paid a visit to Ravi's family. "I have spoken to (police) commissioner and have asked him to investigate the matter completely," George told reporters. George said that all angles will be looked into to determine what caused Ravi's death. He also described the death as a great loss to the state of Karnataka.

The Ministry of Culture has said in an RTI reply that it does not have a policy to deal with “procurement of historic memorabilia and belongings of national figures smuggled out of India”, owing to an advice against such a policy by Pandit Jawaharlal Nehru in the Rajya Sabha in 1977. TOI in its edition dated February 26, had reported about the contradictions in accident and death figures furnished by Western Railway and the Government Railway Police (GRP) in response to a Right To Information query by Zaveri.     Copy of Death Certificate

    Hello, My sister who is an Indian citizen and wish to apply for a Copy of Death Certificate of her ex. Husband ( they are divorced) who travelled to USA after the divorce and suffered a natural death in USA last year . She has a 7 years old daughter living with her for whom she would be requiring the certificate. The death certificate was issued previously in the States and got registered or notified in India by her in-laws who are not in talking terms with her and wont give it to her . and hence want to apply for a copy of it. Foreigns deaths are not registered locally they get certified is what we have been told . Here are a few queries that I have and seek to get some help: 1. Can an RTI be filed to know the exact procedure of obtaining the copy from USA . 2. If not can anyone help how exactly shoud we approach to get the certificate . I hope i get some help Thanks in advance . A
  17. This is to inform you that RTI Activist Sri Arun Nevatia is no more. There was a CIC appeal pending which was heard after his death, and order passed to disclose the required information. But the same has not been complied as yet. He is survived just by his wife. Can his wife send a letter to the Bank to disclose his information to her.

    My sister death happen due to accident but I have doubt its a pre planned to murder her & get death claim form the municpality thorugh her husband. what is the procedure to re-investigate my sister case through police or court. please help me to guide

In a recent decision, IC(SG) has heard a Complainant, who happened to be the son of the applicant who passed away before the PIO's reply could be received: http://cic.gov.in/CIC-Orders/SG-04032009-04.pdf Smt. Nagamma had filed an application with the PIO on 30/08/2007 asking for certain information. The Information was sent to her after 174 days and in the course of time the Complainant passed away, then her son received the PIO’s reply, which he found unsatisfactory. The complainant has therefore filed a complaint with the Commission under Section 18 of the RTI Act. The complainant has not used the alternate and efficacious remedy of the First Appeal available under Section 19 (1) of the RTI Act. Consequently, the First Appellate Authority has not had the chance to review the PIO’s decision as envisaged under the RTI Act. Therefore the matter is remanded to the First Appellate Authority with a direction to decide the matter in accordance with the provisions of the RTI Act, 2005, after giving both sides an opportunity of a hearing. This is contrary to Item 24 of the CIC (Management) Regulations 2007: 24. Abatement of an Appeal/Complaint: The proceedings pending before the Commission shall abate on the death of the appellant or complainant.
