Candidates for the controversial 2014 Delhi Judicial Service (DJS) exam have painstakingly cross-referenced lists of judges’ offspring and others close to Delhi high court judges, received a surprising RTI response, and established that 64 judges who had passed or topped judicial services exams in other states, failed in last year's DJS exam outright.     CIC to get new office in Delhi

    New Delhi, Jun 23 (PTI) Transparency-watchdog Central Information Commission (CIC) will soon get a new office in the national capital, Union Minister Jitendra Singh said today. Land has been allocated to the CIC at the old JNU campus and the estimated cost of construction is around Rs 42.53 crore. "The added feature of the complex would be that all the offices related to the CIC would be housed under single roof in the same premises," said Singh, Minister of State for Personnel, after newly appointed Chief Information Commissioner Vijai Sharma met him.   11. Friends I had filed a complaint with a Central Govt. Department and pursued it with great effort for two years. Finally they asked the Dist. Magistrate (DM) to inquire into the complaint. Both, the Tehsildar and DM, have given their report three months back. I had attached a copy of this report (which was marked to me) and filed an RTI (using the long pending template of JPS Sir) to find out the action taken by this Central Govt. Department. Now after a month, I have received a reply from CPIO stating that the DMs report has not been received and will take action after receipt. How can a State Govt. report from Dist. Magistrate not reach Central Govt. in three months or how can the CPIO lie so blatantly? I have filed First Appeal but cannot travel to Delhi for hearing. If FAA order is unfavourable, I will file 2nd Appeal as I can use VC facility in Dist. Office. Is there anything else I can do? Thanks

[h=1]City bar council slaps notice on Tomar, to probe forgery claims[/h] Spelling more trouble for Delhi law minister Jitender Singh Tomar, the Bar Council of Delhi (BCD) has issued notice to him on a complaint alleging that he used forged and fabricated documents to enroll himself as an advocate. Honorary secretary Puneet Mittal said the council was holding an independent inquiry due to the seriousness of the allegation. The council has asked Tomar to come up with an explanation by March 20. The Delhi High Court had on Friday decided to scrutinise the authenticity of Tomar’s law degree even as the petitioner in the case sought to withdraw his petition that had made similar allegations. Mittal said that the BCD initiated the inquiry after it received a complaint from advocate Ripudaman Singh Bhardwaj against the Aam Aadmi Party (AAP) leader seeking cancellation of his registration and initiation of criminal proceedings. He said the complaint was filed after an RTI query to Dr Ram Manohar Lahia Avadh University, where Tomar had claimed to have obtained an undergraduate degree in science, revealed that it did not have any records of granting any degree to him. The RTI reply, a copy of which is with HT, clearly says that Tomar’s degree, marksheet, and roll number are “completely fake”. “The Bar is of the view that the allegations are prima facie serious. If Tomar fails to give plausible explanation on the issue, we might also register an FIR. However, future course of action will be taken after his appearance,” Mittal said. The complaint received by the Bar said Tomar did not submit his provisional LLB degree nor his attendance certificate while enrolling as an advocate. It said non-submission of requisite documents “show that essential norms as framed by Bar Council of India (BCI) for enrollment purpose have not been complied with”. If the allegations are found to be correct, Tomar will not only lose his licence to practice as an advocate but will also face charges of forgery. If the degrees and certificates turn out to be fake and if Tomar had submitted the same set of documents with the Election Commission while filing his candidature he may lose his seat too. In 2013, the Delhi High Court had said that a false affidavit by a candidate at the time of filing of nomination papers is a ground for setting aside his/her election.   14. In his petition Tanwar has cited replies received under the Right to Information (RTI) Act from Sikkim University to allege that Singh has lied under oath in his nomination form. According to the petitioner, the university said it did not have any record of a student named Surender Singh. "As per the academic record of the year 2014-15 and all the past academic years, there is no student by the name Surender Singh," Tanwar has cited the RTI reply in his petition and sought court's directions to declare Singh's election "void" and the same should be set aside. The court has directed that the seniormost information commissioner can hear a case in the absence of the CIC. Ruling on a writ petition filed by Sushila Kumari, waiting for her case to be heard by CIC, Justice Rajiv Shakdher ruled that the seniormost information commissioner be deputed to dispose of Sushila Kumari's case. "I am of the view that the present arrangement would lead to a backlog in the disposal of the matters filed before the Central Information Commission. This arrangement will, broadly, jeopardise the interest of those querists who seek information pertaining to defence matters. Therefore, the writ petition is disposed with a direction that the petitioner's pending appeal would be taken up for adjudication by the seniormost information commissioner. The information commissioner will attempt to dispose of the appeal as expeditiously as possible, though, not later than 10 weeks from today,"the judge ruled. CIC's post has been vacant since Rajiv Mathur retired last August. All the matters, including RTI applications relating to PMO, defence ministry and HRD ministry have been pending since then with the number of pending appeals and complaints mounting to 14,000.
