According to the response provided by the IAF, its frontline transport aircraft, the C-17 and the C-130J Super Hercules, undertook 91 sorties to transport bundles of currency from security printing presses and mints to various destinations across the country after the Rs 1,000 and the Rs 500 notes were demonetised by the government in a sudden move on November 8, 2016. As on November 8, 2016, there were 1,716.5 crore pieces of Rs 500 and 685.8 crore pieces of Rs 1,000 notes in circulation, totalling Rs 15.44 lakh crore, about 86 per cent of the total currency in circulation, according to RBI and government data. In its RTI response to Commodore Lokesh Batra (retd), the IAF said it has billed the government-owned Security Printing and Minting Corporation of India and the Bharatiya Reserve Bank Note Mudran Private Ltd to the tune of Rs 29.41 crore for its services. "I am of the opinion that the government should have avoided using defence assets and instead could have easily requisitioned the services of civil transport aircraft," Batra told PTI. The move to scrap the old Rs 500 and Rs 1,000 notes was announced by Prime Minister Narendra Modi on November 8, 2016, and saw 86 per cent of currency being sucked out of the system, needing an urgent operation to replenish it with the new Rs 2,000 and Rs 500 notes issued after demonetisation. This situation could have been avoided, had the government fully prepared itself before making the announcement to demonetise currency notes of Rs 1,000 and Rs 500 on November 8, 2016, he said. Post-demonetisation, the RBI had spent Rs 7,965 crore in 2016-17 on printing the new Rs 500 and Rs 2,000 notes, and those of other denomination, more than double the Rs 3,421 crore it had spent in the previous year. The Bankers' Bank had said that as much as 99 per cent of the junked Rs 500 and Rs 1,000 notes had returned to the banking system, which had prompted the opposition to question the efficacy of the government's unprecedented note ban decision to curb black money and corruption.

  3. RTI activist Jeetendra Ghadge has asked for information regarding actions taken during ‘Operation Clean Money’ by the union government. A reply received under the Right To Information (RTI) act from the union finance ministry revealed that only Rs 997.19 crore were seized during Financial Year (FY) 2017-18 under its Operation Clean Money. The drive was launched on January 31, 2017 by Union government. According to the press release of finance ministry on August 30, 2017 nearly Rs 2.89 lakh crore cash deposited in banks by 1.33 million accounts were under scrutiny. From November 2016 to May 2017, Rs 17,526 crore of undisclosed income was detected and Rs 1003 crore were seized. The information received by a RTI activist also showed that the Central Board of Direct Taxes (CBDT) could conduct survey at only 11,120 places in FY 2017-18. With this information, the RTI activist has raised question over the purpose of demonetisation. Reply to RTI query revealed that, only Rs 997.19 crore were seized in search and action during FY 2017-18. It also revealed that no arrest had been made or no FIR had been registered against individuals caught dealing with black money under Income-tax Act, 1961. Mr Ghadge said “Although the press release by the finance ministry try hard to showcase the successes of demonetisation by giving numbers of potential cases of black money, but when it comes reality, as per the RTI information, no substantial action have been taken by the Government; Rs 997 crore is not even a drop in the ocean of black money.”

The central information commission (CIC) has directed the finance ministry to reply to a year-old RTI application seeking details of the amount of black money collected by the government after demonetisation. The direction came on an RTI plea filed by Khalid Mundappilly, who had approached the Prime Minister's Office (PMO) on November 22, 2016, after PM Narendra Modi announced a ban on currency notes of Rs 1,000 and Rs 500 on November 8. Solving the black money problem was one of the reasons cited by Modi for the demonetisation move. "Kindly let me know the amount collected as black money," Mundappilly had asked. His query did not receive any response within the mandatory 30-day period after which he filed a complaint against the PMO before the CIC on January 9, 2017. Chief information commissioner R K Mathur, however, spared the PMO from penalty under the RTI Act after its officials tendered an apology for the delay in responding to the RTI application. "The respondent is directed to advise the 'deemed CPIO' viz the in-charge of the section concerned to be careful in future and adhere to the timelines prescribed in the RTI Act," Mathur said.
