  1. My name is A.Annamalai residing in chennai. I lost my left eye in an accident when i was 2 years old. My right eye is completely normal vision. I need a driving license. According to FORM 1 [RULE 5(2)] Application -cum- declaration as to the physical fitness the only detail regarding my case is b) Are you able to distinguish with each eye (or if you have held a driving Licence to drive a motor vehicle for a period of not less than five year & if you lost, the sight of one eye after the said period of five years & if the application is for driving a light motor vehicle other than a transport vehicle fitted with an outside mirror on the steering wheel side) or with one eye, at a distance of 25 meters in good day light (with glasses, if worn) a motor car number plate ?Yes/No accordingly i am able to read a car number plate at a distance of 25 meters, since my right eye completely normal. But still the officers are saying that the law does not permit me to drive. If so why is the above para given in FORM1(it is clearly mentioned as with one eye). I have refered the internet and found out that all major countries grant driving license to people with one eye. I also referred the delhi traffic police website link [http://www.delhitrafficpolice.nic.in/vision-and-driving.htm] which clearly states that people with monocular vision can hold driving license. Also when i finished my 12th and during the anna univ entrance exam i was denied a handicap seat for engineering stating clearly that ONE-EYED is not considered as handicap.If so why cant i hold a driving license. The disability sector is annoyed with the patronising and condescending term 'divyang' (those with divine body parts) labelled on them without consultation by the PM and Ministry of Social Justice. While introducing the Rights of Persons with Disabilities Bill in Lok Sabha, Union Minister Mr Gehlot stated that only one or two states objected on the usage of divyang, rest approved. However, this statement was strongly refuted by the RTI activist Dr Satendra Singh in Youth Ki Awaaz as he himself filed RTIs to PMO Office and Social Justice Ministry on this issue. As per his data, Out of the total 36 states and union territories combined (29 States, 7 UT), only 23 responded. Delhi, Bihar were neutral but Odisha, Tamil Nadu, Meghalaya, and Assam rejected the usage of the term ‘divyang‘. Moreover, disability sector was not consulted on this terminology as his other RTI revealed that only 6 NGOs were consulted throughout India (5 of them Delhi-based), out of which only one responded. The issue highlights how the Govt ignored the voices of disabled community to impose a word of choice of a PM who happens to be non-disabled. A doctor with disability and a human rights defender, Dr Satendra Singh, revealed through RTI that its the decision of Bureau of Civil Aviation Security (BCAS) in their restricted document to treat disabled passengers with undue caution. The RTI response was delayed till nearly 2 years and only after CIC rap that BCAS disclosed that: "screeners should be thoroughly briefed that the possibility of carrying weapons/ explosives and other dangerous materials through such passengers is higher than a normal passenger and therefore, these passengers need to be checked with care”. The CIC judgement clearly states that the motive of the RTI activist is betterment of security procedures for the disadvantaged people with disabilities and their voices should be heard. The RTI also revealed that the agency has also been responsible for blocking the introduction of disabled-friendly safe full body scanners.     Disability Certificate

    Hello, My sister is a disabled person since birth, her disability certificate was issues from dehradun (UK) which was valid till 5 years and expired now. What is the process of renewing it in Bangalore, since she is staying with me since last 5 years.
  5. I posted two RTI query to the National Trust, which supplied me with wrong information in two of its letters (in response to two queries over a period of 5 months). On a very serious matter of provisioning public services for the mentally challenged children. I posted a complaint with the Officer for Public Grievances in the Ministry of SJ&E. What they did is they forwarded the complaint to the National Trust, not only informing but giving ample time to manipulate. Please tell me, is this the way they handle such complaints. Is supplying wrong information under RTI an offence and how can the matter be taken forward so, that proper redressal....facilities be achieved.

    Few ATMs disabled friendly

    Despite the chief commissioner for persons with disabilities writing to the department of banking operations and development in December 2011 and directions from the Reserve Bank of India in 2009 to make automated teller machines in the city disabled-friendly, not much action seems to have taken place on the ground. I would like to share the efforts of Dr Satendra Singh whose RTI's to both Election Commission of India and Chief Electoral Officer, Delhi revealed how the commission is ill-prepared to safeguard the rights of voters with disability. After the RTI's were published in leading newspapers, CEO Delhi invited him and other people from disability sector to take care of the problems and implement Supreme Court Order for the General Elections. They are working on an action plan and announcements from CEO office are encouraging. We can only hope that other states take lead from Delhi election commission and make the elections disabled-friendly throughout the India and not only in Delhi.   8. Sir, i am ortho pedic handicapped and with polio effected on both my lower limb with more than 80% disability. I am not saying that this is my problem but problem of all the physical handicapped faceing in this state. Govt has provided facilities for physically handicapped persons in different department but to use the facilities we have to produce medical certificate in their format. for eg railway concession the format prescribed by railway department, for income tax exemption for PH the format prescribed by income tax department and so on. But when this format is taken to the Govt hospital the doctor says that they cannot sign that format instead you under go medical board take that certificate. I tried to conveniece the doctor that i am ready to under go the medical board but the certificate issued by them would not meet the requirement of that particular department because they want their own format while i am utilising their facilities. This is the problem which i have found with all the PH come for the departmental form for filling. I have to say a fact with lot of grief which i found in the Govt hospital the doctors and the office staffs makes us run up and down with out any sympathy more over if the person who pays will get the prescribed format signed Sir i request you to help us to resolve this issue

Disability forum seeks transparency from CMRL Reported by Serena JoSephine M in thehindu.com on 16.05.2013 Disability forum seeks transparency from CMRL - The Hindu Reply by CMRL to RTI petition outlines proposed facilities; receives mixed response Will Metro stations and trains be barrier-free for persons with disabilities? For the Disability Rights Alliance (DRA), Tamil Nadu, this question remains unanswered even after the Chennai Metro Rail Limited (CMRL) outlined its proposed disabled-friendly facilities in a reply to their Right to Information (RTI) petition. DRA had sought information under RTI on accessible features at stations and on trains, support services and safety measures for persons with disabilities. Though most of their requirements submitted to CMRL last year have found a place in the proposal, they say it would have been better if their request to take a look at the project plan was fulfilled. “It will be better if CMRL engaged licensed accessibility consultant and states compliance to specific quality standards. We want to work proactively with them,” Vaishnavi Jayakumar, a member of DRA, said. Ms. Jayakumar and Sundar, another DRA member, visited the Metro station at CMBT for an access audit recently. DRA plans to do an access audit of Metro stations soon. Smitha Sadasivam, the DRA member who had filed the RTI, said there should be parking spaces for tricycles and two-wheelers of persons with disabilities at all Metro stations, But CMRL has said all stations will not have parking spaces. It will only be providing dedicated parking spaces for persons with disabilities, subject to availability. Ms. Sadasivam welcomed CMRL’s move to provide lifts at the street level in convenient locations to access platforms. CMRL’s proposal to keep the toilets for persons with disabilities under lock-and-key, with the station controller in every station being in charge of them, has drawn disagreement. “This is practically impossible. What if we are travelling alone? It is not possible for us to go and search for the station controller,” Rajiv Rajan, member of DRA said. Ms. Jayakumar said references to provisions like adequate seating arrangement in the RTI reply were bereft of details and needed to be substantiated with specific standards. Similarly, standards for ramps have not been specified. CMRL, in its reply, said Metro stations will have well-lit passages, tactile tiles along passages and bumpy tiles to alert visually impaired persons when nearing the edge of platforms. Lifts will have audio announcement and signs printed in braille to indicate floors, with elevator control buttons being placed at a convenient height. Dedicated automated fare collection gates for persons with disabilities with a width to allow wheel chairs, braille keyboards on ticket vending machines, seating facilities on trains which are closest to the doors, two wheelchair parking areas in each driver car and signages within and outside stations are among the proposed facilities. Ms. Sadasivam said, currently, the public transport system in the city was completely inaccessible and hence, they wanted to work with CMRL to make the Metro accessible to them.

Hi, I am a Hearing Impaired Person who has been selected for Interview In RBI Grade B Officers Exam.It was mentioned in the advertisement that 6 Vacancies are reserved for Hearing Impaired There were 5 Persons with Hearing Impairment who were selected for Interview The final result was out today.Only 1 person got selected.The other 5 was merged into Gen Category.How do I file RTI with regard to No of Hearing Impaired Employees in the Rolls of RBI? It directly violates the Section 36 of PWD Act.Kindly Help Thanking You Gopichand
