After keeping out doctors with disability from over a thousand central health services (CHS) jobs for years, the health ministry has decided to open up teaching, non-teaching and public health specialist cadres of CHS to doctors with disability. The decision was the result of one doctor's relentless fight for justice over four years. Through an RTI application, Dr Singh found out that all specialist jobs under CHS, whether teaching, non-teaching or public health, were deemed not suitable for persons with disabilities. "To be granted an MBBS or MD/MS (post-graduation) degree, all disabled medical students attend clinical postings, operation theatres, OPDs and emergency postings during internship. How could they say we are not suitable? It was shocking. So, in December 2014, I wrote to the health minister requesting that all specialist posts under CHS be opened for doctors with disabilities," said Dr Singh. Though the minister sought action, it was only after repeated reminders and phone calls to ministry officials that Dr Singh was finally told that all CHS posts were open to persons with disabilities. Hello, I am Ramesh and I have met with an severe accident on 13-12-2010,, and my right leg is severely damaged at the time accident and it has become a permanent disability for me,,, so I need to know will I get a disability certificate,,, and also what is the procedure and the required documents to get the disability certificate from the Govt.

Police stations daunting for disabled people ************************************* Vadodara City (Gujarat) based RTI activist Sursingh Solanki, who has been working to make a barrier-free society for the disabled, received vague replies from the city police department when he sought information about their plan to install ramps at police stations. In the reply to an earlier RTI, the department had stated that none of the 18 police stations in the city included a ramp and other provisions mentioned under the General Development Control Regulations (GDCR) for public buildings. Solanki filed a RTI to know what plans the department had proposed to revamp the police stations. Replying to the RTI the police department gave a vague reply assuring to take action immediately. "In the reply, they mentioned no clear plans of making the structural changes in the police stations. Hoping for a better response, I decided to take up the issue with senior officials in the department," Solanki said. Solanki, who is also disabled, met with a senior police official. "The officer was sympathetic and reviewed the RTI reply himself. He assured that the work to make police stations barrier free will start immediately," he added. Solanki was promised that all police stations in the city will have proper ramps by the end on 2016. The police department had sent a letter to the Gujarat Rajya Police Station Aavas Nigam asking them to propose changes in the police stations. A copy of the letter was also sent to Solanki by the police department. However, when Solanki filed a second RTI asking a report on the progress of the project the answer was equally vague. This was after the senior police official had instructed the construction department to start making police stations barrier free. "The reply that was given for the second RTI also did not give a particular time frame. But they had identified 11 police stations that could not be revamped to include structural changes. The reply states that work of constructing a ramp will start on Fatehgunj, Karelibaug, Wadi, City, Tandalja, Gotri and Gorwa police stations as and when there are funds allotted," Solanki said. Solanki had filed a series of RTIs at various departments to discover how many public buildings in the city were barrier-free for the disabled. "I filed the RTIs as a part of my effort to find out which public offices and institutions comply to the provisions of Persons with Disability (PwD) Act, 1995. The senior officials of the police department were supportive but there is no work being done at the ground level," Solanki added.

Hello, Dear manoj i am ram from HYDERABAD. i am a paraplegic. there are some vehicles in JAPAN with wheelchair accessibility and wheelchair driver facility. i am unable to get the information on import duty for disabled cars into india from japan. i would like to know if you can provide me exact rate of import charges . Activists Empower Disabled Voters as reported in Indian Express | Sep 22, 2008 Mumbai, September 21 Despite existing laws on the right to accessible polling locations, people with disabilities are unable to exercise their franchise during elections. However, with the Lok Sabha elections round the corner, activists for disability rights from across the country — 40 non-governmental organisations along with 15 Human Rights Law Network (HRLN) lawyers —congregated in Mumbai for the launch of a nationwide campaign. A two-day seminar to provide information to people with disabilities about their voting rights as well as facilities that exist to enable them to vote with ease kick-started the campaign. Representatives from Kashmir, Kerala, Madhya Pradesh and many other states participated in the seminar, except the hilly regions where elections for the general public is itself an issue.” As per the conservative estimate, seven per cent of the Indian population is disabled which is a sizeable number. However, scant regard is given to them both by the political parties and the Government when it comes to implementing Supreme Court directives to enable them to vote. Elections have come and gone but each poll leaves a familiar aftertaste for the disabled - denial of their basic right to vote due to inadequate arrangements and facilities,” said Rajiv Ratouri, National Director, HRLN. Disability right groups have laid down various strategies for the campaigns in their states. “In the year 2007, in his letter to the Supreme Court, the Election Commissioner had given an assurance that all the necessary arrangements will be made. He had also issued notices to all the state election commissions to implement the law. We have filed right to information application to monitor the work in progress. At the national level we have urged individual state NGOs and human rights activists to file RTIs and Public Interest Litigations,” said Ratouri. According to the Bombay High Court orders and other high courts, every polling booth should have ramps, Braille for visually impaired to cast their votes. Persons with disabilities will not be required to stand in queues, disabled voters will be allowed facility of a companion of their choice to assist them in entering the booth and in casting their vote and assistance should be provided by the staff on duty to escort the voter on a wheel chair inside the booth.
