  4. hi, one thing that i had noticed is that no PIO (except few PSU banks) ever sent me the scanned copy of the RTI to my email address (even the ones filed through RTIONLINE with central govt department )as mentioned in the RTI .. why is that.. is there anything or by law that prevents them from sending it over to email address. is there any clause that I can add in my future RTI highlighting it demanding them the reason for not being able to send it to my email address so that they know that sending reply to my email address is very much important for me . please advise a strong point to frame it..

  6. As per the information provided by the University to the RTI filed by Mr Wairal, around 279 colleges have regular principals that include 30 principals who do not have a doctorate. Mr Wairal said, “The fact that a PhD degree is one of the basic requirements for a principal has been flouted in the case of these 30 principals and the university has wittingly given its approval which indicates that there was some foul play involved.” Mr Wairal alleged that after this shocking fact had come to light it was incumbent that a thorough inquiry should be done in this regard. It refers to a much-delayed RTI response received from Prime Minister's Office (PMO) wherein PMO, even after intervention of first Appellate Authority, has declined having any file-notings/correspondence on disabling PMO's public email ID pmosb@pmo.nic.in. Possibly people might have been sending extra-long e-mails on this email ID, this being the reason for disabling of email ID pmosb@pmo.nic.in Read more at: PMO doesn't have file-notings on disabling PMO's public email ID

  9. I want compensation for the delay in Possession of my Plot in EMAAR MGF : sector ____ as per the Buyers Agreement. According to the Company, they have made the possession as per the terms and conditions of the Buyer's Agreement, as the Company is required to offer possession of a unit subsequent to laying of services on the same which includes water and sewer lines, electrification and road work. Since these services were laid on your unit, possession of same was offered to me in 2010 which was within the timeframe stipulated in the Buyer's Agreement. Hence, the compensation clause does not stand applicable Contention : I have been regularly visiting the site and bringing all the shortcomings to your notice and also provided photographic evidence of the same. Even when I visited the site in mid Aug 2013, I found that all the basic amenities had not been completed and the same along-with photographic evidence was brought to your teams notice. Thereafter vide Emaar MGF e-mail dated 22nd August 2013 (copy of mail reproduced below for your ready reference) they have clearly admitted that Emaar MGF had just initiated the process of installation of Sewage Treatment Plant (STP) and transformers in the sector. Also necessary works on the water tanks and rain water harvesting system has already been completed. The Company is expediting the completion of overall development across all sectors to make the place habitable and we shall keep you updated on the status at regular intervals. Thus it is very clear that the plot was not fully developed for taking over possession by me. =================================================================================== From: "Feedback@emaarmgf.com" To: __________@yahoo.com Sent: Thursday, August 22, 2013 1:59 PM Subject: Interaction ID: __________-/ 0006 (Unit Number: ______________) Dear Ms. _____ Greetings from Emaar MGF. This is with reference to your email dated 16th August and our subsequent telephonic discussion. As discussed, we would like to inform you that we are accelerating the development activity in the area where your unit is located. We have initiated the process of installation of Sewage Treatment Plant (STP) and transformers in the sector. Also necessary works on the water tanks and rain water harvesting system has already been completed. The Company is expediting the completion of overall development across all sectors to make the place habitable and we shall keep you updated on the status at regular intervals ================================================================================== I have also other emails of communication wherein I have mentioned from time to time that the area was not developed. Even during my last visit in the 31st March, 2014 around 10:45 AM - pics shared to them the road to my plot was not ready and was not ready and made of pebbles. A mail to this effect was also sent and post that the road was made. In view of the foregoing it is very clear that the plot and other basic amenities were only ready by end of 2014 and the offer letter for taking possession of the plot was made. Thus I am clearly entitled to claim penalty for late possession as per the Builder-Buyer Agreement. Kindly advise

  11. PM Modi does not have an email ID RAIPUR: 'Digital India' has become the buzzword after Narendra Modi became Prime Minister, but reply to a query under Right to Information (RTI) has revealed that Modi himself does not have an official email ID. Chhattisgarh-based India CSR Group's Rusen Kumar had filed an application with the Prime Minister's Office under the RTI Act, seeking information on the e-mail ID being used by Modi or his representatives. The PMO replied to Kumar stating that Modi does not have any official email id. The RTI reply said that any form of information, feedback, suggestion or complaint addressed to PM and his office can be sent through the url: Interact with Hon?ble PM | Prime Minister of India. This link is available on the PMO's official website. "I am surprised. The Prime Minister of the world's largest democracy does not have an email id," Kumar told TOI, adding that an email is one of the simplest means to communicate with people. He also claimed that the link provided by the PMO is not very user friendly. "To use this url, a visitor has to first create an account. This is a lengthy process," he said. 12. The new Email policy has been notified on 19th February, 2015. It is applicable currently to public servants under the Government of India and those States and Union Territories that use the email services of the Government of India. Some elements of the new Email Policy are difficult to understand in the absence of detailed guidelines. For example, para 5.6 of the policy requires that all emails be kept confidential by the users. In the absence of any reference to making emails accessible to a requestor under the provisions of The Information Act, 2005 (RTI Act), Public Information Officers (PIOs) could be confused about which instruction to follow. Of course a mere policy cannot override a statute, but in the absence of detailed guidelines, PIOs may err in favour of secrecy resulting in more litigation before the Central Information Commission. Section 2(f) of the RTI Act, includes emails within the definition of the term- "information". Read more at: Government of India notifies Email policy without ref to RTI - FacenFacts

  16. 1. How to obtain, through RTI, directory of currently functioning emails of Central Government CPIOs? The rti.gov.in doesn't give complete list. Which department is supposed to be maintaining this list online? Isn't it mandatory for the government to maintain this list? If not maintained, what is the penalty? Whom can I ask these questions? 2. Does the list of Central Ministries given in rtionline.gov.in accept email RTI with eIPO? 3. I know it is better to apply on paper but for folks living abroad, the cost of sending airmail is high.

  24. As reported in The Times of India, Hyderabad Edition, Dated 02 September 2010: Article Window APIIC leaves RTI queries on Emaar unanswered Hyderabad: A Right to Information (RTI) application filed by a high court lawyer seeking details from the Andhra Pradesh Industrial Infrastructure Corporation (APIIC) on its deal with Emaar has been returned unanswered. Of the 16 queries in the RTI application, the APIIC has responded to only one, wherein the applicant had sought copies of the various agreements signed between APIIC and Emaar Properties PJSC. The remaining 15 more important questions about the shareholding pattern of both parties in the joint ventures, Emaar Hills Township Private Ltd (EHTPL) and Cyberabad Convention Centre Private Ltd (CCCPL), or the revenue received by APIIC in the past seven years have been given a miss. The RTI was filed by high court lawyer Mohan Rao soon after the APIIC-Emaar land scam surfaced. In his application, Rao sought information about Emaar’s investments in the joint venture over the last few years, details about APIIC’s stake in EHTPL and CCCPL (annual figure from the time the deal was signed) and the revenue received by APIIC from the 235 acres leased out to Emaar to develop a golf course. None of this information has been furnished by the government department. Even queries about the violation of agreement by Emaar PJSC and the subsequent action taken by APIIC have been ignored. The collaboration agreement, signed between APIIC and Emaar PJSC, states that APIIC’s contribution in the project would be in the form of land. However, APIIC remained mum on the query seeking data on the land transferred by it in lieu of shares to the joint venture. The applicant had sought survey numbers, extent, location and valuation of the land in the RTI application that was not furnished by APIIC, which even refrained from answering a query about the sale of residential and commercial spaces that are now being developed under the Emaar MGF banner and whether any proceeds from the sales have reached the APIIC. Questions about the original developer Emaar Properties’ role in the project at present, were also given a miss. In fact, APIIC even held back basic information such as names of APIIC nominees on the EHTPL board and date of incorporation of EHTPL and CCCPL. It also reserved its comments on the expected date of completion of the ‘Boulders Hill’ project.
  25. As reported by Ashutosh Shukla at dnaindia.com on August 16, 2010 In an effort to speed up processes, save time and provide a platform for the common man to air his grievances without doing the rounds of government offices, the state created 8,827 email ids. But the initiative lasts only till creating the ids. An RTI inquiry has revealed there is no data to prove the fastest mode of communication is effectively used by the state. RTI activist Milind Mulay filed an application seeking details about the number of email ids created and activated by the government, if the correspondence by officials to citizens and citizens to officials was treated legal and valid, the daily usage statistics and traffic summary of the email ids, if all offices are interconnected with the server throughout the state and the number of computers connected to the state’s local area network between July 5, 2009 and July 5, 2010. The reply was shocking. There was no data about the daily usage and traffic summary of email ids. The government officer said there was no question of providing figures of usage by each official since there was no tabulation. The reply, however, mentioned the number of email ids created during the period. It said that a November 2009 GR makes it mandatory for the CM’s office and Mantralaya to convey details via email. The BMC has a 40% usage of email ids. The BMC has around 2,897 email ids and 1,172 mails were sent, according to an RTI inquiry, between August 1-20, 2009.
