justicedenied posted a question in Ask for RTI SupportRespected Members, I am staying in a registered society which is also one of the earliest registered society in mumbai , fort area. Last year we had one of our members a very very influential person to be named had sent a letter asking for NOC in regards to sale of his commercial premises. The NOC sent was very general in nature with no proper details as to whom did he INTEND to sell the property. i have mentioned the word intend bcoz that is what was exactly stated to us in the letter to the society. On verification made by the members of the society it came to knowledge that the names given were with fictitious addresses and that of non I.T.Payers and the transaction amount was much higher then the entire cost of their building which the buyers had provided. fearing shady and anti social element or dummy buyers the society informed the buyers to personally come and meet the members of the society but the buyers have failed to do so in the last whole year, plus now the influential seller has resorted to tactics of pressurization from the police, crime branch and latest by sending a notice through dep registrar of society for taking over the administration of the society. the reason has not been mentioned clearly in the said notice but a mention that the annual general meeting of our society which was delayed for a year has lead them to take this step. Respected members we were suppose to have our annual general meeting after 3 months of delay but the seller's lawyer prevented us from doing so by misguiding us about the rules. It is now observed that the said lawyer is hand in glove with the buyer and seller and is a liaison agent of the Dep.Registrars office. we have been pressurized time and again to part with the NOC and transfer the said property. The society has no objection with the same but our only concern is that the seller comes ahead and declare his intent.. Kindly help me draft an RTI query in regards to the same to the Deputy Registrar of societies, and the questions that i should ask him and documents to be taken from them, along with the other officials whom i should approach and preventive steps to stop this illegal conduct and pressure tactics of the influential people. Our society's financial position is not so strong and most of the members are middle class working people who are peace loving in nature. Kindly reply my query as i have tremendous faith in guidance from the members here...

AMU student suspended for criticising order as reported by Staff Reporter, Published in HINDU NEW DELHI: An Aligarh Muslim University student, Md. Adil Hossain, has alleged that he has been placed under suspension for speaking out against the university' stand on the issue of homosexuality and for using the RTI Act to seek information against what he alleged “financial bungling at AMU”. A student of M.A. (Previous) Mass Communication, Adil has alleged that he has been penalised for criticising the suspension of Dr. Siras for his alleged homosexual orientation and his subsequent death. The student has alleged that the university has punished him for speaking about Dr. Siras's suspension in the media and on his blog. “Probably I am the first student in the entire country to face suspension from any educational institution for criticising the present administration on account of financial bungling as proved in the Principal Accountant General's Report on the Internet as mentioned in the suspension order,” Adil alleged. “I am also being victimised by the AMU administration as I openly lashed out against them during the controversy surrounding Dr. Siras. I am also the only student who spoke out against the Local Intelligence Unit, the official spy agency of AMU, which snoops on its students and teachers …I have filed numerous RTI application on the LIU and financial bungling at AMU and I think I am also being targeted for that,” Adil has alleged in his letter. However, AMU spokesperson Rahat Abrar said Adil has been suspended for various incidents of indiscipline including blocking the road and protesting against a power cut caused by a storm. “There was a storm and the university's power supply was disrupted. He instigated other students to stage a protest, even though there was no electricity in the entire area because of the storm.” ‘Defamatory remarks' The spokesperson said Adil also made defamatory remarks against the university when a student lost his life while trying to cross a railway track. University officials said a detailed inquiry will be conducted and Adil will be asked to appear before the committee conducting the inquiry. I am reproducing a news item from our local daily 'Herald' today. Some post office staff, I have come to know are also using this tactics to ask frevilious quires. Should there be some restriction on asking quiries? If yes what it can be? oHERALDo :: Retired headmaster accused of harassing officials under RTI Retired headmaster accused of harassing officials under RTI HERALD REPORTER PANJIM, APRIL 1 Some of the officials at the Directorate of Education, here, are saddled with answering a flood of RTI queries from a retired headmaster who they allege was causing them unnecessary trouble. The DoE has approached the Law Department in an effort to find a legal solution to the matter to restrain the retired headmaster from making such vague applications “clearly meant to harass” them. Officials said the retired headmaster, Cajetan Perreira, of Peter Alvares Memorial High School, Morjim, has filed more than 150 applications under the RTI Act. This school was taken over by the Government for the second time in 2007, they mentioned. They said when Perreira was the headmaster of Peter Alvares School he was known for his dictatorial ways of functioning. The teachers, who were fed-up with the style of functioning of Perreira, had filed a writ petition in the High Court after which the school was handed over the DoE for the first time. Officials said Perreira was holding a grudge against DoE as the Department had also rejected his plea for a Government loan some years back and hence was making regular visits to the Department to submit RTI queries basically meant to harass some of the officers. DoE has now cited a case heard by the Central Information Commission in 2006 wherein a dismissed employee’s request for information was found overlapping and not in tune with the RTI Act. The sacked employee of Jawaharlal Nehru Technical University K Gopinath, like Perreira, had within a period of three to four months made as many as 67 applications to JNTU asking for diverse information. On perusing the replies of the respondent the Commission was satisfied that pains had been taken to answer the queries of Gopinath. It ordered such applicants to desist from using the RTI to harass public authorities without fulfilling the basic objectives of the Act. While the DoE now feels it has a chance of getting rid of the frivolous RTI queries after citing the CIC directive, an official said Perreira had today made eight separate applications for information under the Act.
