Hi, I filed a complain to Chief Commissioner of Disability that IGNOU RE Center Kolkata is not at all disabled friendly. My wife is 80% physically handicapped and wheelchair user, she is registered student in IGNOU. The office is located on 4th floor of a reception hall without any lift\ramps and not accessible as per the PwD act and national building law. She cannot visit the center and always have to depend someone to send any application or need to send application through registered post which is troublesome and costly, time consuming. Instead of replying to the letter to CC Disability, the study center has forwarded the complain to IGNOU HO. I want to file RTI regarding its action. I took addmission there in July 2008 for 3 years degree course. I submitted my fee in July 2008 and given exams of first semester in December 2008. My regional Centre is Karnal(HR) and Study centre is Rohtak (HR). As per the instruction given by regional centre I submitted my second semester's fee in March to appear in second sememster exam in June 2009 but they didn't allow me to appear in exam and said I registered at wrong time. I was guided wrongly. I received my study material late. It spoiled 6 months of my life. I was very dipressed with it. 2. Secondly, whenever I give exam with good performance, they dont check my papers well. They always give me good marks when I submit revaluation form. It happens with me in every examination. After revaluation the difference of Marks are always upto 15. You can understand that increase of 15 marks show how they evaluate the papers. They dont work on time. I faced many problem during my course and sent more than 1000 emails to them but they didnt ever resolve my problem on time. I had to give my exams in July 2011 and since my course was delayed by 6 months it should have happend in Dec 2011. I have completed all my courses but in December 2011 I again got re-appear in 2 subjects Cs-73 and Cs-74. As usual, I again submitted my revaluation form in February 2012. Since then they have not yet declared the results.I sent many emails and contact them via phone several time but they don't reply. IGNOU has spoiled one year of my career even if I am a good student. I always do my best in papers. They are being a money eater Org. I am not the only student, its happening with thousands of IGNOU students. Please help me. I am very dipressed. It has been more than 7 months and they are not declaring my result. They even don't pick my calls now.

Since RTI is pertaining to study material being supplied by IGNOU and exam is approaching from 1/June/2013. Can i ask for provision of information within 15 days on the grounds that time is required for studies/to take further action? Does 15 days mean 15 working days since application is received or simply 15 days including holidays/Sundays? Do I need to specify? 2. As IGNOU falls under Central Govt/UGC, has the rule of 500 words limitation to file RTI has been in force? What all is included in 500 words? 3. Is rule of requesting information pertaining to one subject matter has been in force? If so, can I specify to provide partial information from the RTI application? Thank you.
ghsayan posted a question in Ask for RTI SupportI filed a complain to IGNOU Regional centre Kolkata, regarding inaccessibility for the Regional Evaluation Centre located in Kolkata. I seek few information but in the reply, IGNOU Regional Centre just forwarded it to regional evaluation centre. Again RE centre forwarded it to New Delhi office and are not able to answer most of the questions (please read the attachment). I want to file a first appeal to the appellate authority. I need your help how to file and whether my issues are valid. I am aware who is the Appellate Authority but seems instead of providing me the replly, the PIO has forwarded the issue to the Appellate Authority itself. So I am not sure if I file the first appeal the the concerend Appellate Authority herself, she will take any action. Dear Sir, The Centre Coordinator (Mr Purnendu Shekar) has given false and misleading reply to my RTI Enquiry. What shall I do? I asked him a question that how many students enrol for BCA and MCA courses every year and how many of them have discontinued the course. The coordinator said he does not have such data. He asked me to ask the question to regional canter. GN College is a minority college in DHANBAD where nothing is democratic. I asked if there is any qualification for teaching as part time IGNOU councillor for teaching MCA/BCA and is there any advertisement has been given in this regard ever. The reply was the qualification is MCA with two years teaching experience. The coordinator dint bother to say teaching experience means home tutor kind of experience or some any where tom dick and harry kind of experience. More over in the list of teacher there is one teacher whose qualification is MSC (IT). The coordinator is hardly present in the office, and every work of him is done by a designated clerk Mr. Shwadhan Mishra. He does the work of recruitment of councillors depending upon his personal liking. If his liking does not suit to any standard he has never forwarded the CV of the candidate to regional centre. One qualifies lady is submitting the CV for last two year does get the call from IGNOU GN College Dhanbad just because Mr Shwadhan Mishra dint like her. How come a clerk can decide that? More over the part-time councillors those who got recruited for six months are there for 6 years even though the contract is of only six months. All projects done by students are purchased and bogus projects sold by IGNOU Councillors for price ranging for Rs 5,000-10,000. Hardly a genuine project was ever done by any student helped by IGNOU Councillors. Any computer science graduate can look into the projects done by IGNOU students and be satisfied. Ever where you will find the money of poor students are involved and they got nothing. This is not safe for the health of IGNOU. IGNOU pays a sum of Rs-1000/- for guiding any person with qualification, but here for signing is the synopsis Councillors take money Rs 500-1000/. IGNOU Councillors are in habit of blackmailing students for taking private tution with them then only they will give good marks in assignments(Viva) or in practical’s. If the student does comply with the standard demand they will just give pass marks or in many cases they have failed the candidate also. The students studying at IGNOU are poor students and they come from very far 300KM away in dhanbad to study BCA. But 90% of the students have left IGNOU because of the part time unknoledgeable councillors. They have gone for SMU or NIIT where they study the same course in by paying 1.5 lakhs for BSC(IT). I have complained to Mr Coordinator that this things are going in his college for which he is principal but in his reply he has not only denied it but he has said whatever Councillors are taking private tuition after GN College premises is beyond his control. I need the email address where I can send the request to either close down the IGNOU GN College Centre or shift in some Good College, where this kind of things are not done with students. As reported by Yogesh Kumar at timesofindia.indiatimes.com on Jan 27, 2011 GURGAON: The city police on Thursday said that the couple, who run the Institute of Business and Research (IBMR) in Gurgaon, is absconding after a complaint was filed against them by a student who alleged that the institute is not certified by UGC and IGNOU. Based on his complaint, the cops had filed an FIR, following which the two have gone missing. Over 150 students, who have enrolled with the institute for an MBA course, were shocked when they came to know about the FIR against the institutes director, Pawan Jain and his wife Simple Jain. The students, agitated by the irregularity of the degrees offered, had a showdown with the staff when they came to the institute to meet the proprietors on Thursday. The students got angry when they were told that the director and his wife are not present at the office. They called up the director Pawan Jain to know about the status of the institute. He told me that he is in Noida for a wedding and will come back after four days before disconnecting the phone, said Anurag, who is pursuing a course at the IBMR recently. The police registered the FIR on January 21 after an independent probe ordered by the commissioner confirmed that the institute did not have certification of the UGC and IGNOU, as claimed. Anurag took admission in August last year and had paid over Rs 3 lakh for the course. At the time of admission, the course counsellor had told me that the institute is certified by the UGC. But now I am told it is not and that its degree has no value in the job market, he said. Along with other students, Anurag is planning to meet the district magistrate and the police commissioner on Friday. We will seek their help to get our money refunded. Many parents are coming to Gurgaon to discuss the matter after they got to know of the dubious status of the institute, said Anurag. Naveen Kaushik, the student blew the lid on the fraud, used the RTI to get the related documents. I have now submitted them to the police, said Kaushik. The police are on the lookout for the proprietors. Investigations are on and they will be arrested very soon, said a senior police officer.
Dharminder Kumar posted a question in Ask for RTI Supporti am student of IGNOU Delhi, I had cleared my all papers but my degree doesn;t received when I searched about the reason ignou said that degree pending because one assignment is not submitted then i contact my study center where i have submitted my assignment and after 2 month struggle with them they finally got my assingment and then they sent my remarks to the regional office of Khanna on 27/10/09 after doing so much follow up with khanna via mail as they never picks their phone we didn;t get the response and because of the same my degree is pending, I tried alot but now I leave my hopes request you to please help me out to get my degree. One assignment numbers are not updated by khanna regional office of ignou and because of that my degree is not yet completed.

"Would this mean that the Public Information Officer (PIO) is not aware of the provisions of the RTI Act and so many decisions of the Commission allowing inspection of file notings?," Information Commissioner O P Kejariwal asked in a recent order. The Commission was reacting to IGNOU's denial to open up certain file notings in respect to an RTI plea of Delhi resident Ramesh Kumar Pandita, on grounds that file notings were of "confidential nature" and inspection or seeking copies of the same were against the university's policy. "The Commission regards this remark extremely seriously and warns the concerned official to be more careful in future, lest he invite the maximum penalty that the Commission can levy for such an anti-RTI statement," Kejariwal said. Pandita, in his application filed on December 22 last year, had sought file notings pertaining to his earlier representation before IGNOU's vice-chancellor in connection with its 17th convocation. On being denied the information within the stipulated time frame, Pandita moved an application before the CIC where the university contended that disclosure of file notings was not permitted as per its existing policy.
