  1. Hello sir, GREETINGS To start with,a number of years back, a huge bunch of wires consisting mostly telecommunications cable belonging to Army was placed in front of my residence. Initially is was not so much of a bother, but now with new construction happening around, It has really become a daily bother while driving in and out of my residence. I have posted many letters to post & telegraph, maintenance section regarding the same but without success. I would be very much obliged if someone briefs me as to how to frame RTI to Indian army here in our state and to whom should I addressed my application. Thank You. Karson.
  2. Dear Friends, Here is my experience with CIC in a matter that I am pursuing since 2009: CIC, at time chooses not to respond to RTI applications. It is happening - CIC simply does not respond and you can't do anything* In a complaint against a PA, after NINE MONTHS CIC replies that complaint is not in proper format.** *You can definitely opt for appeal but can you expect no response from CIC, which is the body responsible to promote Right To Information. **What is the complaint-False information by Public Authority to information commissioner based on which IC decided the case. Let me share few facts of this complaint: I filed RTI application to Indian Army. CPIO rejects application citing fiduciary relation. First AA upheld decision, disposed my appeal. I Filed second appeal to CIC. Now FAA/PA takes a new stand that files of retired officers are destroyed after 3 years so information can't be given. IC decided the matter by saying 'Information should have been given to applicant. But since file has been destroyed, matter becomes academic and should be closed'. I filed another RTI application in Army, and got reply that files are kept for 15 years. I filed complaint to CIC in Jan, 2011-No response. I filed RTI Application to CIC to know the status of my complaint-no response. I filed another complaint in August, 2011 In March, 2012 I was told matter will come up in June, 2012 In April, 2012, I asked for file number of my complaint-On this dealing officer forcefully wants to convey me that my application is wrong (indirectly wants to convey that I should not pursue the matter-I don't know his interest and I refused) I field RTI Application on 11th May, 2012 to know the status of my complaint filed in Aug, 2011-no response till date On 15th June, I received letter from CIC that my complaint is not in proper format and that I should file again-That after 9 months, they came to know that my application was not in proper format. I filed fresh complaint as per suggestion on 26th June, 2012 I also filed First Appeal on 26th June, 2012 against non-supply of information sought through RTI application on 11th May, 2012 Now I am again awaiting their response.   3. Hello.. Before i post my questions, would like to give a little background so i get the right answers which will help me. My husband is a serving Indian Army officer. After 12 yrs of marriage he secretly married another woman without a hint or without taking divorce from me. He illegally married someone without nullifying his 1st marriage. Since he is serving in Army, i filed a complaint to his higher officials. After writing to several officers for about six months - a court of inquiry was conducted where he was proved guilty of bigamy. The court of inquiry was conducted in Feb' 2009 where in within a week, during the court proceedings he was proved guilty. I am separated and since then i have been writing to them asking for what is the outcome of it and how do they punish someone who is proved guilty of bigamy ? The officer is serving in Army since last about 15 yrs approx and the other officers there are trying to shove this matter under the carpet. I want to file under RTI and have some question... Is there a separate/different office to file for RTI against serving defence officers ? I want to know what action the Army Aourt took after knowing that he was proved guilty for bigamy. Because i am aware that Army court hasn't taken any action and the officer is still serving and holds the same rank and enjoys the same perks as earlier and still living with the same women tho his 2nd marriage is illegal. Can i file for RTI - in the given situation ? Since it is against a defence officer, are there any different rules or different offices to file ? I reside in Vadodara, Gujarat. Can you please guide me if you know where the RTI office is located ? All help is welcome as at this moment i am all blank. Have been googling about RTI and that is how i stumbled upon this forum. Information on officers facing corruption inquiries 'voluminous': Army as reported in Economic Times, 1 Dec, 2010 NEW DELHI: The information about senior army officers facing allegations of corruption is "voluminous" and its disclosure would not serve any "public interest", the force has said. The image of nearly 1.2 million strong Indian Army has taken a beating following allegations of financial irregularities against some senior officers in Adarsh Scam, Sukna Land row among others. Exercising his Right to Information, an applicant had sought to know from the army the details of serving officers from the rank of Brigadier and above who are facing allegations of corruption and inquiries that are either going on or completed. "Information sought... is not going to serve any public interest, for which Public Information Officer is not obliged to provide. Moreover, information sought is considered as voluminous in nature and compiling of the same will disproportionately divert the time/resources of this office and is exempted (from disclosure)," the army said in the reply. According to the RTI Act, information about corruption should be provided to an information seeker even if it relates to intelligence and security organisations which are otherwise exempted from making any disclosure under the transparency law. However, former and serving officers have a mixed opinion on the disclosure of such information about serving officers as some feel it may disturb the "chain of command" while others feel that barring names and unit details, other information can be given which will help in boosting the image of the force. "Revealing names of officers facing probe in corruption cases may not be ethically correct because an accused is deemed to be innocent till proved guilty. But as far as providing statistical information about the numbers of such officers is concerned, it can be given. I don't think there should be much problem with that," Major General (Retd) G D Bakshi told PTI. A serving officer, requesting anonymity, said issue of corruption in higher ranks of army was quite serious and disclosing information about officers facing such allegations will help the army itself as it would show that such "rotten eggs" were just an aberration. "Corruption in army is the result of peace time culture that is creeping into the force as it has not seen any substantial action since Operation Vijay over 10 years ago. The problem also lies with some of the former Generals who have reached the top without facing any substantial action in their career. They had a peace time mindset which distorts our value system and is corrosive," Bakshi claimed. "Luckily, the present Army Chief is a person who has been in the thick of action since he was a Captain.     AG branch at army hq have issued a letter that annual lve can be taken in three spells in a year and any change to these orders needs to be sanctioned by AG branch. however local COs say that lve to be taken only twice in a year and limited to 45 days. how do i make use of RTI in this case to get full annual lve in three spells?

    patenity leave

    the new rule for paternity leave for adoptive fathers has been released by DOP&T in 2009, however said rule has not been adopted by the MOD -- how do i frame the RTI for ---who has taken the decision not to allow paternity lve on adoption ---any other info i should ask for??

Hello, Let me first start out by saying that the site is absolutly awesome and i will be putting up a link to this site on my website.All i need is a nice logo Now to my query I am defence enthusiast....Recently like yesterday i saw a report of CAG on the navy establishment which said that india was not ready for war via sea land or air force..there had been many scandles in the clthing for army men in siachen ...the air command had gaps in parts of india and 75% of the india's navy fleet was not operational This report was filed by CAG and was chaired in the parlement Now i want a copy of that report. I free the next week and hence i want to get a copy of that I live in delhi and i can go to the CAG office. Now i need to clarification on this. 1.Will i get a soft copy of that report ?...Because if i can then that would be great . I also need a hard copy 2.How much do i pay for that? 3.I. have a copy of my passport as a ID,will that do? 4.How long will it take to the soft and tha hard copy ? 5.and well the letter format pretty much Thank a lot guys....you are all patriots in my book.
