By N Sundaresha Subramanian in Business-standard.com on April 2, 2015 Let there be a CBI inquiry on Khemka's transfers | Business Standard On The Beat Only the other day, the Bharatiya Janata Party’s (BJP’s) official spokespersons and its zillion twitter spokespersons were busy lamenting the fate of an honest officer under theCongress government in Karnataka. They would settle for nothing less than a Central Bureau of Investigation (CBI) probe. Before ink has dried on the handing over and taking over orders of the DK Ravi death investigation by the central agency, there is another instance of another honest officer being treated shabbily. Who is the culprit this time? It is the BJP government in Haryana. Ashok Khemka, the senior IAS officer who famously ordered probe into deals of realty entrepreneur Robert Vadra, was transferred from his post as Transport Commissioner. He spent a little over four months in his latest posting before getting his transfer number 46. While the ‘Sickulars’ on Twitter have pounced on the opportunity, the ‘Bhakts’ are trying various face saving jargons such as calling it a social communication failure, bad public relations. But, Khemka himself did not allow much room for spin doctors. “Tried hard to address corruption and bring reforms in Transport despite severe limitations and entrenched interests. Moment is truly painful,” @ashokkhemka_IAS, his much-followed twitter handle said late Wednesday night. He followed it up with a tweet denying suggestions from Haryana government sources that the latest one was a result of request from Khemka. When someone suggested that Khemka’s new destination to the office of the Director General in the Archaelogical department was a ‘promotion’ Khemka said, “The rank of Director General or Secretary is given to 16 year senior IAS. I am 24 year senior.” He remained in his old position as transport commissioner for all of 128 days. Should this happen to people who live by the prime minister’s slogan “Naa Khaoonga, Naa Khaane Dhoonga.”? Unless there is intervention from the top level, the reality for honest people would be get transferred or get bumped off. Worse, get transferred and then get bumped off too. It is not necessary that someone has to get killed or be subjected to other bodily harms before the outrage industry wakes up. We need to do a recheck of the red flags on our tolerance meters. Forty-six is too high. Even one unjustified transfer should not be tolerated. Let us begin with Khemka’s 46th. Let us ask who was feeling uncomfortable by the presence of an honest officer in the transport commissioner’s office. Let us ask which vested interest got this done. Let us ask who benefitted from the move. Let us ask for a CBI inquiry.

    Police Inquiry for Passport

    Hello, As it is a procedure to go through police verification for the issue of a passport, it has been often observed that the files are piled up without processing as long as the officer is not bribed. Nobody wants to get in trouble with a sensitive document like a passport that can forge one's career. Is there any procedure to get justified action IN TIME without bribing. Not to mention the lengthy procedure of the judicial system if one files any complain.

The Karnataka Information Commission (KIC) has directed the Principal Secretary of the Urban Development Department and the Directorate of Municipal Administration to appoint a senior officer of the Joint Secretary level to inquire into the lapses committed by the Kalaburagi City Corporation. Stringent action must be taken against the officers responsible for the abnormal delay in providing information sought under the Right To Information (RIT) Act, it said.   8. The Central Information Commissioner Sridhar Acharyulu held that RTI cannot be used to run counter or parallel inquiry against inquiring officials. Appellant Mukesh Sharma sought 8 point information about Sh. B.P Nigam viz. in which depot he has been appointed as a Dy Manager in 1985, 1988, 1991, 1992, 2003 & 2007; how many employees have been suspended by him, wherever he has been a DM, no. of employees employed during his tenure etc. The CIC found on 14th Jan 2015, that appellant has, instead of attending the inquiry and defending his case, perpetuating the mischief of using the RTI for advancing his personal vegeance against officers or others involved in inquiry. Taking a serious view of 58,000 cases of voter cards with wrong photos admitted by Delhi Government, the Central Information Commission today called for an in-depth inquiry into cards issued on residential proof with MP or MLA recommendation to curb bogus voting. Hearing a case in this regard, Information Commissioner Sridhar Acharyulu said in the context of admission about mistakes and huge bogus votes by Chief Electoral Officer of national capital in a PIL before Delhi High Court, the problem appears to be more serious and complex. "It is shocking to know that there are 58,000 cases of wrong photo image, including that of a film star on a common man's voter card, an in-depth inquiry into residential addresses with MP recommendation criterion might reveal more bogus votes," he said. Delhi Transport Corporation terminated Sh. Atoul Rastogi from service and was also blacklisted. He questioned under what authority, the Respondents blacklisted him under RTI Act 2005. He claimed that he had submitted his resignation to the Depot Manager. The Respondent refuted by stating that no resignation letter was submitted by the Appellant. The Commission directs the PIO to explain whether any enquiry was conducted before blacklisting and termination. The Commission also directs the PIO to provide the copy of the rules which entitle the employer to terminate an employee instead of accepting his Resignation and to provide complete documents relating to the blacklisting of the Appellant including his termination.     Lost Bag in Train- Need Help

    Hi All, I need the Reservation chart (if not contact details) of passengers of Train No: 12415 on 6th Oct'13 Coach: S4 from Indore to Delhi, to inquire about the same. I lost my Bag in Train today which had very important documents (My name is mentioned on documents but not the contact details, and the bag didn't had anything which can be valuable to someone else). I forgot to pic it, and left it on the Upper seat and left the train after reaching Delhi, and after realizing after 10 mins when I got back it was missing. Similar kind of bag was with 2 other co-passengers in the Coach. I was told that a guy carrying the similar bag, took my bag to lost-and-found, but when I inquired at station, my bag was not there. I remember the guys having the similar bag boarded the train in Ujjain or before that only for Delhi. Please help as it is really hard to get the copy of all those documents. If there is any chance, I want to take it.

    Speakers query on inquiry report

    BHUBANESWAR: The Orissa Assembly Speaker, Mr Maheswar Mohanty, has reportedly sought clarification and opinion of the Lok Sabha secretary general on the issue of whether an enquiry commission report which had not been tabled in the House could be made public. Reliable sources said the matter related to the Sorono police firing incident, which had taken place in 1999. The commission had submitted its report to the government but it has not been made public as yet nor has it been placed in the assembly. Mr Biswapriya Kanu-ngo, a social activist, had moved the state information commission under the RTI seeking a copy of the report and after several hearings the commission had directed the government to provide the same to Kanungo. However, the state government moved the Orissa High Court and obtained an interim stay on providing the report to Mr Kaunugo. Meanwhile, the state government sought the views of the Assembly Speaker Mr Maheswar Mohanty who in turn has referred to the matter to the Lok Sabha secretariat. Orissa India

New Delhi, Jan 05: Operative parts of an inquiry report prepared by law enforcing agencies should be disclosed but details of investigation should not be made public, the Central Information Commission has said. "...Between the need for protecting such information from disclosure and the right of the citizen to access information, it has been consistently decided that the concluding parts of such reports need to be disclosed to the requesters", Information Commissioner A N Tiwari said. However, the Commission, while recognising the need to protect the names and particulars of deponents who assist the authorities in their investigation, has asked the law enforcing agencies not to disclose information relating to investigation details. "...The public authority should make sure that this (concluding) part does not have names and other particulars of deponents and sources of the information received by the law enforcing agency", said the Commission. Tiwari's observations came on its recent order directing disclosure of concluding/operating parts of vigilance inquiry report of Delhi Police conducted on one P P K Rana. Rana, who approached the Commission, sought a copy of the vigilance inquiry report conducted by Delhi Police on her. She had filed her application under the RTI Act before the Central Public Information Officer (CPIO) of Delhi Police who gave her a gist of the information. A subsequent appeal before the Appellate Authority also did not provide her the information she wanted, after which she approached the Commission which directed Delhi Police to disclose the operative parts of the report within a week of passing the order.
