  1. Hi, It is still confusing to me as to what to fill-in in the PAY TO filed of an Indian Postal Order (IPO) that is to be enclosed alongwith an RTI application. In case I don't know clearly, can I write the name of the organization and leave it uncrossed? Or can I leave this field empty and ask them to fill the appropriate name? Thank you
  2. In an RTI filed with Post office at Bihar, an RTI applicant has asked CPIO to supply 100 Indian Postal Orders (IPO) of Rs 10/- each. It was denied by the Post office, and the matter went up to Central Information Commission (CIC). CIC decided that RTI Act does not casts any obligation on the CPIO to supply IPOs which are products available for sale at post offices. The CPIO, under the RTI Act, is required to furnish only information/documents as available on record. Thus the RTI applicant was informed that he can purchase IPOs from any Post Office. Earlier CPIO has contended that "This request for supply of IPOs through RTI does not fall within the definition of “information” as per Section 2(f) of the RTI Act." Thus the CPIO has not provided the desired information and returned the banker’s cheque filed along with the RTI application.   3. Dear Sir, I have submitted RTI as well as first appeal but by mistake I have mentiond different address (current address in IPO while permanent address for communication). May it be the reason of rejecting RTI application? If no then I will go for second appeal.

    Ipo

    Hi All, We have to send Rs.10 along with the RTI application and IPO (Indian Postal Order) is acceptable in almost all the states and departments so its the most idle way of payment. However the clerk sitting in Post Office ask lots of questions and tries their best not to give IPO , I have personally faced such harashment in Asansol Post office. what should be done in such cases???

    RTI query - IPO payable ?

    Hi, I am planning to file an RTI to APPSC (Andhra pradesh public service commission) to sought information on my marks i got for a particular post and the cutoff for it. My query is - I am planning to pay the fee by IPO. In the following link, it is mentioned that IPOs are accepted by AP Govt. Link - Andhra Pradesh RTI Rules, Fees, APSIC and Useful websites - Guide My query is - Whom should the payment be addressed to? In the above link, it says "IPO payable to “Accounts Officer” or designated officer" So, to whom should i pay for.....is it for 1) Accounts officer, APPSC OR 2) Asst. Public information officer, APPSC. Another query - Do i need to any other fee, i am just asking for my obtained marks in the exam conducted by them and the cutoff.

  7. Greetings to All ! I have three questions, would appreciate if get some clarity on these - 1. Can I pay RTI fees of Rs.50/- to Haryana government through IPO. I have gone through some documents but doubt remains un answered, because haryana govt RTI pdf says that either through treasury or cash but some other online stuff suggests that I can pay it through IPO as well. 2. IF IPO is not the mode of payment then can I make a complaint/ appeal/ letter to CIC for directing Haryana govt to include IPO as one of the medium for paying RTI fees. 3. Can I also challenge Haryana govt's decision of fixing Rs.50/- as fees for getting information, which is too high compared to central govt fees of Rs.10/-.
  8. RTI officials are hell-bent on evading/delaying answers of RTI application. So here are some suggestions so that they may not get such chances. Write in your RTI application that you are seeking info under RTI act 2005, otherwise they may say that the info was not sought under RTI Act and waste you 30 days (Believe me even the replies which they could be given in a single day would be given on 29th/30th day only). If you feel that PIO may demand more money for photocopies etc. then always send two applications --one with Rs.10/- and one with more than Rs.10/- say Rs. 40/50/100/-because if you send application with Rs.10/- only PIO would waste your 30 days and ask you to deposit Rs.20/30/40 /-- for photocopies etc. and if you send more than Rs. 10/- PIO may return you application after 30 days asking you to send Rs.10/- only and giving some reason ( reasonable or unreasonable/legal or illegal) that more than Rs.10/- can not deposited with RTI application. Hence the suggestion of sending an application with Rs.10/- and another with more than Rs.10/-. If you are not 100% sure that to whom the postal order be addressed then send blank IPO but fill the column where sender’s name and address is to be written. Now postal clerk may resist that postal order be filled, explain him this clause, I assure you with my experience blank IPO can be received by PIO office. Why it should be done because if you send IPO in the name of someone whom you fill is the right person to whom the IPO is to be sent but according to PIO office that is not the right person,PIO will send back your RTI after 28 days asking you to send a fresh application with IPO’s in the name of right person. If you will send a blank IPO,you may snatch a chance from PIO of delaying reply off your RTI. Attach each and every relevant document with your RTI application but give the details of attachments in the application also. If your RTI application consists of more than one page, get stamped receiving on each page separately by the counter clerk .Post office clerks do this easily but PIO office clerks don’t do this at all as per my experience so why not send one set of RTI through post office and another directly to the PIO office. Because the applications sent directly to the PIO office take 5 less days in getting replies than the applications sent through post offices. So to decrease 5 days approach PIO office directly but if you do not get proper receiving on each page of your application (as is expected) approach post office also. Use both options. PIO's are in the habit of replying that record of the info sought is not available so to disarm them before handedly include these lines in the application written here below: ------------ 1. What is the retention period of record? 2. Under which rule the record has been destroyed, if it was? 3. If the record is untraceable, who are the Officials responsible for not maintaining it? Also incorporate these two paragraphs to get better results: ---------- 1. If you can not give the whole information demanded by me, please give a part of the information which can be given according to section10 the RTI Act 2005. Section 10 of the Act allows those part(s) of the record which are not exempt from disclosure and which can reasonably be severed from parts containing exempt information to be provided. 2. If the information sought by me can not be given to me please give me the certified copies of the laws/bylaws/order/circular etc. under which such information is forbidden to the public. While sending blank Postal order include these lines in your RTI-application :------ I am not aware of the payee details. Kindly fill the appropriate details in IPO # worth Rs......./-(Rs.............. only) as it is the duty of PIO to provide reasonable assistance under 5 (3) of the RTI act to applicant. Also include these lines to get answers of PIO more answerable:------------------ Whatsoever information you would provide me on paper, that paper should be duly signed and clearly stamped by some competent authority. If you use the backside of that paper for providing me the information, please get that side also duly signed and clearly stamped by some competent authority. I have written whatsoever little mine experience is, plz. contribute to enlighten me and other readers also.

This may find interest among friends using IPO's either for initial RTI application fees or towards the cost of documents requested for especially in states where RTI application fees is more than Rs.10/- In reply to my RTI application asking for the date from which the commission on issue of Indian Postal Order has been revised from 5% to 10%, Director(Tariff & Costing) Department of Posts, India has replied that - The rate of commission of Indian Postal Order was last revised with effect from 26 May 1999. Commission of IPO upto the vlue of Rs.10/- was enhanced from 50 paise to Rs.1/-. All these years I have been paying commission @10% on the postal orders that I bought and in my state ie. Haryana it costs Rs.50/- to file a RTI. The issuing clerk at post office simply cuts the printed rate of commission and writes the new rate over there.
  10. I have a Indian Postal Order ( IPO ) of rupees 50/-; It’s older than 6 month . Now I want to use it so I am going to revalidate it . I know that I have to just paste a postal stamp of rupees 5/- at the reverse of IPO . My question is; Do I need to authorize it from post office or I should just send the IPO after pasting the stamp ? thanks in advance !
  11. I went to the Post Office and asked for form to send RTI application fees. They gave me an e-MO form. (Electronic Money Order). This got returned to me today saying "Refused". So I called the Delhi GPO who put me on to the relevant branch. Spoke to Money Order Office there - they said Money Orders are not accepted for RTI. Is that true? What's the difference between a postal order and a money order? Sorry to ask such basic stuff but this is my first RTI and information on RTI on the net is very confusing. Don't have the time right now either to catch up on rules.

    Validity of IPO

    dear members . my RTI application has been sent back by PIO saying date on IPO is not visible . he is asking me to send IPO with postal stamp clearly showing IPO date . sirs. is there any validity period for IPO's ? what shall i do now ?
  13. I had made a RTI application to to the Office of Rent controller, Kolkata enclosing Rs. 10 IPO as fees. I have received a letter from the Public Information Officer that the "The requisite fee in form of Indian Postal Order of Rs. 10 as you submitted with the application referred to above is not according to RTI Rules." I have been further asked to submit the fees with court fee stamp of Rs. 10. I understand that there is a notification of the Govt. of India which stipulates that fees can be paid by IPO. I would request some feed back on this. Gautam Roy

    PF Transfer

    I need your help / advice on applying seeking status of my PF account transfer in Bangalore as its been more than a year while I applied for transfer. Do I need to send the IPO (Rs.10/-) along with initial application. If yes, to whom I need to take the IPO favour of is it: Account Officer of CPIO, RPFC II, Bangalore (Or) to some one.

Hello All I have read until now a few threads on unreasonable passport delays and how to draft RTI applications for the same, however there are some nitty gritty details for an RTI application that I need are missing after reading a few threads. I request the gurus here to help me and all others to sort out the following issues. 1. I want to place an RTI application to Regional Passport Office hyderabad. But currently I am in Bangalore, how can I send my RTI application to RPO hyderabad from bangalore. Please list all the possible ways and modes I can use. 2. For the question 1, if the answer is that I can send the RTI by post -- or land mail, then my next question is how can I pay the fees ( which is Rs 10/- ). I know I can send the money by way of DD/cheque etc, but is there any other simpler way too. please explain. 3. How do I recieve the response to an RTI query. Where would the PIO send the information as the response to the RTI query. 4. If the response to RTI query is send by post or land mail, then who pays for the postage -- here I am assuming that the Rs 10/- fee that we pay is not sufficient for postage too -- and If I want the same information to delivered by speed post can I request for the same by adding more fees to my application. 5. What is a Postal Order -- i read about it in one of the threads here -- How can I prepare one. does the CIC accept money sent via postal order. Thanks Capri.
  17. My father bought equity share of State Bank of India during 1994. At that time State Bank of India send physical share certificate with only single name as "Name(s) of Holder(s)" i.e my fathers name. My father has passed away on April 2010. Before that my father gave me that share certificate of SBI (State Bank of India). After my father's death when I sent application to know procedure to change holder name to my name to Financial Service Agent , Datamatics Financial Services Ltd., Mumbai. Then Datamatics Financial Services Ltd. informed me that share is alloted jointly with other person. and due to typographical error, during IPO, another name has not been printed on the original certificate. IPO was distributed during 1994, but form 1994 to 2010 all communication from SBI was done only by MY FATHER'S NAME even on the dividend cheque. Each and every official documents shows that MY FATHER is the sole authority of that SBI Share. Now I want photocopy of physical records related to IPO and share allotment and other physical documents exist related to that share. And also want photocopy of physical document where signature and address of share holder(s) are present. Can any body advice me 1. how can I apply for the above under RTI Act.? 2.   18. Hi, I am addressing an RTI application to below . This is for Income Tax refund cheque revalidation pending with Income tax deptt of Hyderabad: The CPIO, Addl. CIT/JCIT, Range-12, AAYKAR BHAWAN, BASHEER BAGH, HYDERABAD – 500004. However , I am not sure as to who's name should I make the Rs .10 IPO(Indian postal order). Please reply if you know for sure. Is it necessary to follow the same format prescribed by the Institutions/Organisations (As mentioned on their websites) for example if format says one question should be asked in one application and Demand Draft is required? My view is if anybody wanted to file five questions then why they are bounding only limited questions in one application and IPO is cheaper than DD so why they says DD only? Please note RTI Act never imposed any limited number of questions in one application.
