karira posted a topic in RTI in MediaGovernment asked to share information on Lower Subansiri hydro plant The Central Information Commission (CIC) has directed the NITI Aayog (formerly Planning Commission) to disclose all the technical details about the 2,000 MW Lower Subansiri Hydroelectric Project along the Assam border, rejecting the panel's resistance to share the specifications. The NITI Aayog had argued that the technical report shouldn't be disclosed as it would create confusion in the minds of public, and that its disclosure may fuel further agitation endangering the life of the locals. However, Information Commissioner Sharat Sabharwal observed the revelation of the expert's comments would enable all stakeholders to have informed participation at the stage of formulation of the policy itself and that "agitation is more likely to be fuelled by uninformed debate in the absence of authentic information". The Lower Subansiri Hydro Project, situated on the border of Assam and Arunachal Pradesh, had been witnessing resistance from local residents. Though work on the project started in 2005, residents halted the construction in December 2011. In 2006, the Union power ministry had set up a joint expert committee, which reportedly expressed serious concerns about the dam construction at specific geologically and seismologically sensitive locations. The government further appointed the Thatte-Reddy Committee to study the downstream impacts. RTI appellant Rohit Choudhury, who was denied information by the NITI Aayog, contended before the CIC that the then Union power minister Sushilkumar Shinde had promised a transparent study to restore the confidence of local people, and so it was unacceptable that the Thatte-Reddy report was denied to him. rocketkuttan posted a question in Ask for RTI SupportHello, In my locality, it is understood that a resident was provided with a commercial electricity connection to one room of his house on xx-12-2013 in addition to his existing domestic electricity connection consequent to my email complaint lodged before vigilance and anti corruption bureau of police on yy-6-2013 pointing out his misuse of electricity. Recently-2015, I sought certain information on the actions taken by vigilance by sending RTI application to SPIO of Vigilance. But SPIO-vigilance provided me certified copy of their letter dated zz-7-2013 requesting State Police Chief-DGP to take appropriate action and they also informed me that my RTI application was transferred to State Police chief(DGP) to provide reply to me. Accordingly the State Police Chief-DGP informed me that they had sent another letter dated nn-9-2013 to District Police Chief to take suitable action and they provided its certified copy alongwith information that my RTI application was forwarded to District Police Chief to provide the result of police actions sought in my RTI request. Now, the District Police Chief has provided me certified copy of their request letter dated hh-10-2013 sent to his junior officer Assistant Commissioner of Police(ACP) alongwith information that my RTI application was forwarded to ACP to to provide the result of police actions sought in my RTI request. Here it can be seen that my RTI application is being transferred to subordinate officers of Police one by one. Here all these transfers were made without citing section 6(3) by taking more than 5 days time violating RTI act. At present my RTI application is in the hands of ACP and he will also do a transfer to his subordinate police officer SPIOs until my RTI request reaches the lowermost level SPIO police officer who is the Sub inspector SHO of Police Station having jurisdiction of my residential area. Here I suspect that the SHO of police station in my area would not provide me true information because that resident is highly influential with this SHO. More over all these procedure violates RTI act and as on date information is pending far beyond the time limit of 30 days. Experts may please advise me how to tackle such situation to get true information without wasting energy and time.
