  1. Residents of Marol Naka have been facing inconvenience due to a pipeline leakage on Chimatpada road, Andheri East. The problem has been continuing since a month and the residents are blaming the K/E ward officers of Brihanmumbai Municipal Corporation (BMC) for not paying heed to their constant complaints. Social activist Mohammed Siddique Hussain has been posting pictures of the problem on social media and complaining about the same to the corporation. He said, "It has been over a month that water has been overflowing on the road. It becomes difficult to walk. The BMC had come to check the problem but failed to solve it." Not so safe: 2 bird hits a month at Chennai airport Bird strikes don't cause as many air accidents as they used to till a couple of decades ago, thanks to better resilience and back-up mechanisms of aircraft, but they continue to be a risk. And Chennai has had at least two bird hits every month last year. An RTI query by TOI has found that the number of bird hits at Chennai airport rose from 24 in 2010 to 32 in 2013, but dipped to 22 in 2014. This February, there have been five such incidents at the airport. According to an airline official, the dip in numbers - from 32 in 2013 to 22 in 2014 - could be attributed to underreporting than to preventive measures. That is, though bird hits get reported at the airport, at times the directorate general of civil aviation (DGCA) is not intimated. DGCA said 162 cases of bird strikes were recorded at Chennai airport in the last five years. The airport ranked fifth in the number of hits across the country since 2010.Throughout India, 71 airports reported 2,946 bird hits from 2010 to 2014. There has been a yearly increase in the number of cases from 367 in 2010 to 669 in 2014. Last year, Delhi airport recorded the maximum number of bird hits, 146. It was followed by Mumbai (69), Ahmedabad (61), Kolkata (55), Hyderabad (34), Kochi (24), Chennai (22) and Bengaluru (18). Bird strikes can damage the aircraft's engine, wing flaps and fuselage thus forcing the airlines to ground the plane and carry out expensive repairs. The financial loss reported by domestic airlines due to bird hits and animal hits has been increasing over the past few years - Rs 7.5 crore in 2010, Rs 12.27 crore in 2013 and Rs 25.72 crore in 2014. Poor disposal of garbage, to which birds and their prey are attracted, in areas surrounding airports is the primary reason. The increase in air traffic has also contributed to the frequency of hits. Director of Institute of Bird Studies, Rishi Valley, V Shantaram, said illegal slaughter houses, garbage dumps in the vicinity of airports cause bird hits during take-off and landing. "Birds commonly involved in strikes have adapted to living around concrete structures including airports," he said. According to observers, birds that fly in dense flocks -like gulls, waterfowl, vultures and egrets -are commonly involved in bird hits. K V Sudhakar of Madras Naturalists' Society said bird hits increase during winter because of mass migration of birds. "Some birds are attracted to water pools formed on runways during monsoon. Tall grass on airport grounds serves as a breeding ground for mice, snakes and frogs that attract birds. Pigeon population across the country has also increased in the last few years, mainly because of the mushrooming high-rise buildings," he said. A senior DGCA official said they have constituted an airfield environment management committee to ensure that no illegal slaughter house or garbage dump exists near airports. "It is constituted at every airport to identify sources of stray animals or bird attraction at the airport and take necessary steps to prevent bird strike," said an official. According to The Aircraft Rule, 1937 (rule 91) disposal of garbage in the open within 10km of the airport is a cognizable offence attracting a fine of Rs 1 lakh or three month imprisonment or both.   6. Hello, I have file RTI to Railway Board to inspect the attendance register of one department. My RTI was transferred to the concern deptt and i received a letter to confirm grade of which i want to inspect the attendance register. I received letter on 17th Dec and i replied on 9th Jan since i was out of station. Now more then 1 month have passed but PIO not replied me and not given any date for inspection. Please confirm what should be by next stemp

    One Month vacating notice date

    Dear Sir, i, tenant have rental written agreement (rent - Rs 10500 and Returnable Deposit Rs 50000 )renewed on 01/11/2014 with house owner to vacate the house with one month prior notice from either side. As per this agreement i gave verbal notice to the house owner on 17th Dec 2014 and vacated the house on 31st Dec 2014; but the rent for the house i agreed to pay up to 15th Jan 2015 the date to complete one month notice obligation. The house owner agreed on 17th Dec 2014 at the time of prior notice; but later when i asked my Deposit money the house owner deducts the rent for full month up to 31st Jan 2015. So i refused to take back the deposit. So far she has never given any receipt for my rental payment. Please Advise me whether One Month Prior notice and rental calculation applicable any date in the a month or only first date of every month.   8. Hello Experts, I have filed a complaint against Delhi Police and hard copies sent to CIC. As per CIC website Diary Date is 29.04.2014 but almost 3 month has been passed but still file number or date of hearing not updated on website. MOreover i have not received any discrepancy letter or any information from CIC. Pls help and guide me what should be my next step. Thanks in advance.

PATNA: The irony could not have been more pronounced: When this newspaper asked Bihar State Milk Cooperative Federation Ltd (Comfed) MD Harjot Kaur why milk was being sold @ Rs 33 to 43/litre in Bihar and Rs 25/litre to a private dairy at Joya in Moradabad, she banged the phone. When the report got into print on May 29, the MD of Vaishal-Pataliputra Milk Union (VPMU) - one of the milk unions under the cooperative - presumably took it upon himself to deny the report, of which VPMU is only a small part. 'Presumably' because the denial is on plain paper, not on letter head, and the signature is also illegible. It does not have even a letter number. The gist of the three-page denial, which has used terms like 'baseless', 'misleading' and their synonyms at least 36 times, is that the TOI report is bunkum. Kaur, on her part, held a press conference to trash the TOI story. This newspaper was not invited to the presser. We exercised our RTI (right to information) to know who is misleading whom. And according to documents procured under the RTI Act, the state animal husbandry and fisheries department received complaints earlier this year, alleging milk unions under Comfed were sending lakhs of litres of milk to private dairies in Delhi and Moradabad for processing the same as powder. Thus, the milk powder plants, opened by the Bihar government investing crores from the state exchequer, are not being utilized. This causes losses worth crores to the state every month, the complaints alleged and added one private party was selected in violation of tender rules. During January to March 2014, MMRDA paid Rs39.58 lakh to a private PR agency for its image building, reveals an RTI application The Mumbai Metropolitan Region Development Authority (MMRDA) had paid Rs15.82 lakh per month to a public relations (PR) agency as part of its image building before the Lok Sabha election. This was revealed in a reply received by activist Anil Galgali under the Right to Information (RTI) Act. In the reply, Dilip Kavatkar, joint project director of the Authority, said, "MMRDA appointed a PR Agency namely Ad Factors Pvt Ltd for a period of six months and paid them Rs39.58 lakh for a period from January 2014 to March 2014 and Rs7.86 lakh are in balance with MMRDA."     FAA is different

    I had filed an RTI with PIO of Sports Authority of Goa (SAG) asking information regarding an affiliated unit of SAG, Goa State Chess Association (GSCA) on Jan 19 2009. I received immidiate reply on Jan 21 advising to approch GSCA. However it was not farwardes to GSCA as per RTI ACT. I filed a grivence with FAA Director of Sports and Yoth affairs on Feb 2 2009. Director Sports and Yourth Affairs replied that FAA of PIO SAG is Executive Director SAG on FEB 11. Reply letter received by me on Feb 20. I have given my grevence to FAA Executive Director, SAG today on Feb 23. But it is One Month since reply by PIO SAG. When Can I approch State Commissioner? Practise Filing One Application in Month under RTI Mangalore, Nov 5: �For the betterment of your own, make a practice of filing at least one application in a month under the Right To Information (RTI) Act,� said renowned RTI activist Shailesh Gandhi. He was addressing the Citizens at Lions Seva Mandir here on Saturday November 3. He further said that by filing the application one can shake the government. The entire administrative machinery can be reformed in three years, if 25 to 30 lac people, out of 100 crore population, file the application seeking information under the RTI Act, he informed. In order to make effective use of the most powerful weapon, it is necessary that all should have a strong will in the form of the RTI Act, he added. After a long, continued struggle the Act came into existence, said Gandhi. It was also an ideal democratic tool to realize the dream of Sampurna Swaraj, he added. All these year the biggest democracy remained a participatory democracy and not functional democracy. So today with the RTI act in hand, we can make it function for the betterment of the country, he added.
